Business licenses and permits in Indian River County, Florida
Indian River County, Florida, seat Vero Beach, lies on the Atlantic coast of the Treasure Coast. The Indian River County Tax Collector's Local Business Tax Receipt Overview lists five incorporated municipalities: the City of Fellsmere, the City of Sebastian, the City of Vero Beach, the Town of Indian River Shores and the Town of Orchid. The Tax Collector collects the county's Local Business Tax "from businesses located in the unincorporated areas of Indian River County only", and the same page states that "Businesses located in the incorporated cities and towns in Indian River County should check with their local entity." The county Building Division's page states that "The Division has jurisdiction within and serves the unincorporated county and the City of Vero Beach", so county building permits, contractor competency cards and state-certified contractor registration also cover Vero Beach. Each city and town is its own jurisdiction, and its business tax, zoning and other requirements stack on the county layer and are not described here; Sebastian, Fellsmere, Indian River Shores and Orchid also run their own building permitting. The county's Fire Prevention Bureau sets fire plan review, inspection and special event permit fees by resolution, and the Florida Department of Health in Indian River County, a state agency field office, issues public pool operating permits. State licenses for food service, contracting, cosmetology and barbering, child care and veterinary practice are issued by state agencies. The population figure of 172,139 is the U.S. Census Bureau's 2024 estimate.

Local Business Tax Receipt (Unincorporated Indian River County)
The Indian River County Tax Collector's Local Business Tax Receipt Overview states that the Tax Collector "collects a Local Business Tax from businesses located in the unincorporated areas of Indian River County only" and that "The annual Local Business Tax is $40.00 for all businesses." Per the page, new businesses must pay before engaging in business, the tax year runs from October 1 to the following September 30, and receipts are prorated for new businesses that start between January and September. Per the Tax Collector's Renewal page, renewal runs July through September, and an account not renewed by September 30 is delinquent. Building, Trade and Specialty Permits (Unincorporated County and City of Vero Beach)
The county Building Division's page states that "The Division has jurisdiction within and serves the unincorporated county and the City of Vero Beach", so these permits apply to a business building out or altering space in either area; Sebastian, Fellsmere, Indian River Shores and Orchid issue their own building permits. The amounts above are as published in the Building Division Permit Fee Schedule, effective 10/11/21, the newest schedule linked on the Division's Permits and Forms page. Per the schedule, valuation is the greater of the contract value or the latest ICC valuation table and includes labor, overhead and profit; the base permit fee for new buildings and alterations includes subcontractor trade work when that work is shown on the permit documents and included in the valuation. On the Level-2 specialty permits, the $225.00 is listed in the schedule's permit fee column. A credit card payment carries a 2.5% fee ($2 minimum), and fees are non-refundable. Fire safety plan review by the Fire Prevention Bureau is a separate charge. Building Division: 1801 27th Street, Vero Beach (772-226-1260).
Fire Prevention Bureau Plan Review and Inspection Fees
The Fire Prevention Bureau's Permits and Fees page states that on July 6, 2004 the County Commission adopted Ordinance 2004-021 and Resolution 2004-071, which created the Fire Prevention Bureau and "the schedule of fees and fines related to fire and life safety (Chapter 208-Code of Ordinances)", effective July 12, 2004. The amounts above are as published in that schedule, which the page links as the county's resolutions and fee schedules, together with Resolution 2009-029 (effective March 17, 2009) and Resolution 2018-014 (effective January 16, 2018), which changed how large plan review fees are paid. The schedule notes that fire safety service fees include plan review, permit and initial inspection. A restaurant, shop, salon, gym, clinic, child care center or repair garage building out or changing the use of commercial space pays the plan review fee alongside the Building Division's permit fees. The Bureau's page asks applicants to file the downloadable applications by email.
