About each permit
Contractor Certificate of Competency (Local Competency Card)
The county's Building Division/Contractor Licensing issues local competency cards, which its Contractor License page calls the "local contractors license". The $50.00 application fee and $50.00 renewal fee are as published in the Building Division Permit Fee Schedule, effective 10/11/21, items 44 and 45. A competency card is valid in the unincorporated county and the City of Vero Beach, the area the Building Division serves; the other cities and towns run their own contractor rules. The county's Contractor License page states that "It is unlawful for any person to advertise or hold himself out to the public as a person engaged in a business regulated unless that person has a valid certificate of competency (local contractors license) or state certification (license)." The Board of County Commissioners' minutes of September 23, 2025 record the adoption, 5 to 0, of Ordinance 2025-014 amending Chapter 400 of the County Code, which governs contractor licensing; contact Contractor Licensing for the trade categories it currently licenses. The Tax Collector's Overview states that a business regulated by a governing authority supplies its certificate of competency with its business tax application. Registration of State-Certified Contractors
The county's Contractor License page states: "A Florida State Certified Contractor is required to exhibit to the local Indian River County Building Official such state certificate prior to engaging in contracting in Indian River County or the City of Vero Beach." Registration is made on the State Certified Contractor Registration Form (REV 5.28.24), headed "INDIAN RIVER COUNTY/CITY OF VERO BEACH"; the form states "NO FEE" for this registration. The state certificate itself is issued by the Florida Department of Business and Professional Regulation's Construction Industry Licensing Board and carries its own state fees.
