Business licenses and permits in Manatee County, Florida

Manatee County, Florida (county seat Bradenton) prices building, trade, sign, pool, flood and inspection work for unincorporated Manatee County under Resolution R-23-043, and zoning products under Resolution 25-135. On the county business tax, the Manatee County Tax Collector's help center states: “Check with the appropriate City and County to see if a local business tax receipt (Occupational License) is required. Businesses located in Manatee County, but not within a city, are not required to pay a local business tax (Occupational License).” The county's Development Services FAQ states that Manatee County “only has jurisdiction over the unincorporated area of the county”. The county's Incorporated Municipalities page lists six: the City of Anna Maria, the City of Bradenton, the City of Bradenton Beach, the City of Holmes Beach, the City of Palmetto and the Town of Longboat Key; a business inside one of them contacts that city or town for its own requirements, which stack on the state and county ones. The county issues local certificates of competency for a short list of trades through its Construction Trades Board, and state-certified contractors register their state license with the county. Septic and public pool permits are issued by the Florida Department of Health in Manatee County. The Florida Department of Children and Families' About Child Care Licensure page lists Broward, Palm Beach, Pinellas and Sarasota as the four counties that regulate child-care licensing themselves; Manatee is not on that list, so DCF licenses child-care facilities in Manatee directly. The population figure of 458352 is the U.S. Census Bureau's 2024 estimate.

What do these permits involve in Manatee County?

Floodplain Management Reviews and Inspections

The Floodplain Management section of the Building Fee Schedule adopted by Resolution R-23-043 (effective April 1, 2023; amended April 21, 2026) lists these reviews and inspections for property in unincorporated Manatee County. They apply only where a project lies in a mapped flood zone or floodway: an improvement to an existing building in a flood zone draws the $50 determination of improvement review, and work in a floodway draws the $53 no-rise review. A business outside a flood zone has none of these charges.

Commercial Building Permit (new; alteration, addition or interior completion)

These figures are from the Building Fee Schedule adopted by Resolution R-23-043 (with R-23-045 and R-23-046) on February 28, 2023, effective April 1, 2023, and shown in the Clerk's corrective document as amended on April 21, 2026; the resolution's title limits it to unincorporated Manatee County, and the Development Services fee page links it as the current Building Fee Schedule. Inside Anna Maria, Bradenton, Bradenton Beach, Holmes Beach, Palmetto or Longboat Key the business contacts that city or town. Contact the Building Division at (941) 748-4501 with permit questions. Trade, sign, pool, flood and inspection fees for the same project are recorded as separate requirements.

Commercial Electrical, Mechanical, Plumbing, Tank, Roof and Generator Permits

These flat per-permit amounts are from the Building Fee Schedule adopted by Resolution R-23-043 (effective April 1, 2023; amended April 21, 2026) for unincorporated Manatee County. A restaurant or coffee-shop kitchen typically draws the Mechanical Standard permit for a rangehood and the Plumbing Standard permit for a grease trap, each $62. An auto-repair shop installing a pollutant, gasoline or diesel storage tank draws the $128 Tank Permit, and LP gas or gas piping work draws the $62 Tank Permit. A standby generator is $190.

Sign Permit (foundation or wall sign)

The Building Fee Schedule adopted by Resolution R-23-043 (effective April 1, 2023; amended April 21, 2026) prices a building permit for a monument, pole or pylon sign at $207 and for a canopy, attached roof or wall sign at $178, for signs in unincorporated Manatee County. A storefront business putting up signage pulls one of these permits per sign; signs inside a city are handled by that city.

Change of Occupancy Inspection

The Inspections section of the Building Fee Schedule adopted by Resolution R-23-043 (effective April 1, 2023; amended April 21, 2026) lists a Change of Occupancy inspection at $116, for buildings in unincorporated Manatee County. A business moving into an existing space whose use changes draws this inspection. The same section prices a reinspection for each failed inspection at $73 and a time certain inspection at $118.

Temporary Certificate of Occupancy and Occupying Without a Certificate

The Building Fee Schedule adopted by Resolution R-23-043 (effective April 1, 2023; amended April 21, 2026) prices a Temporary Certificate of Occupancy at $91 per month and charges $473 when a commercial structure is occupied without a certificate of occupancy or completion, in unincorporated Manatee County. The certificate of occupancy itself is included in the building permit fee, per the schedule's commercial permit lines recorded above.

Septic (OSTDS) Construction Permit and Inspection

The Florida Department of Health in Manatee County's Onsite Sewage Disposal page states that the Florida Department of Environmental Protection manages septic permitting in 16 listed counties, none of them Manatee, and that outside those counties the local county health department will still handle septic system permitting and inspections. A business building, expanding or repairing a septic system in Manatee County therefore applies to DOH-Manatee Environmental Public Health. The fee amounts are not published on that page; contact the office at 941-714-7593. A business on a public sewer has no septic permit.

Zoning Verification

The Development Review Fee Schedule, Resolution 25-135 (effective September 8, 2025, per the document), lists a Zoning Verification at $215 for up to three hours of staff time plus $72 an hour after that. A written zoning verification confirms what the county's Land Development Code allows on a parcel in unincorporated Manatee County, and lenders, landlords and state licensing agencies often ask for one before a business opens. The verification limited to a state beverage license is a separate $50 line, recorded above.

Local Business Tax Receipt — County and Tax Collector Statements

This record carries no fee: it reports what three official sources say. The Manatee 311 article “Occupational License” (updated 9/10/2026) states: “Unincorporated Manatee County does not have a ‘Local Business Tax Receipt’ (previously known as ‘Occupational License’), nor do we anticipate a requirement for them in the near future. This is not to be confused with the construction contractor licensing, which is a requirement by the State of Florida (FSS, Chapter 489).” The county's Development Services FAQ answers the question of an occupational license for businesses in unincorporated Manatee County with: “No, Unincorporated Manatee County does not have a ‘Local Business Tax Receipt,’ previously known as an ‘Occupational License.’” The Manatee County Tax Collector's help-center article “General Information & Contacts” (edited May 19, 2026) states: “Businesses located in Manatee County, but not within a city, are not required to pay a local business tax (Occupational License).” The same article says to “Check with the appropriate City and County to see if a local business tax receipt (Occupational License) is required” and lists city contacts. A business inside one of the six incorporated municipalities named on the county's Incorporated Municipalities page contacts that city or town.
