Volusia County Business Tax Receipt (repealed effective January 1, 2024)

The county's Revenue Services Business Help page states: "Effective January 1, 2024, the ordinance requiring a Volusia County business tax receipt is repealed and a Volusia County business tax receipt is no longer required for any business located within Volusia County." Per that page, there is no county business tax receipt fee to pay. The repeal was made by Ordinance 2023-43: Section X repealed County Code s. 114-1, the local business tax section, and Section XIII states that the ordinance takes effect on January 1, 2024. The County Code as published on Municode shows s. 114-1 as "Reserved", with an editor's note that Ordinance 2023-43 was adopted on November 7, 2023. The same Business Help page tells businesses to contact the city in which the business is physically located about whether a city business tax receipt is required, and to contact Revenue Services at 386-943-7085 or treasury@volusia.org for help with records of the former county receipt. Volusia County has 16 cities, each with its own business tax rules.

Commercial Building Permit (application, valuation, plan review and certificate of occupancy)

A restaurant, shop, salon, clinic, gym, child care centre, repair garage or other business building out or altering a commercial space in unincorporated Volusia County needs a building permit from Volusia County Building and Code Administration. The figures are those in the county's building permit fee schedule (Exhibit A of Resolution 2005-191 as CPI-indexed), which is marked "Revised October 1, 2026, to reflect +3.5% increase in the CPI" and is linked from the Building and Code Administration fee page as the current schedule, with an adjustment of 3.5 percent effective October 1, 2026. The commercial application fee is $402.31, the permit fee follows the construction valuation table, and the commercial plan review fee follows its own table, capped at half the permit fee. The schedule's text says a plan review fee applies when the valuation exceeds $5,000, while its commercial table starts at $2,000.01; the table is shown as printed. A certificate of occupancy is $6.00 and a reinspection $62.14. Trade permits are a separate record. Payments are taken through the Connect Live portal, at the Permit Center (123 W. Indiana Ave., Room 203, DeLand) or at Treasury and Billing in the Historic Courthouse. A project inside one of the county's 16 cities goes through that city's building department.

Electrical, Plumbing, Gas, Mechanical and Fire Sprinkler Permits

Electrical, plumbing, gas, mechanical and fire sprinkler work on a commercial space in unincorporated Volusia County is permitted by Volusia County Building and Code Administration under Exhibits B, C and D of the county building permit fee schedule, revised October 1, 2026 to reflect a 3.5 percent CPI increase and linked from the county fee page as the current schedule. Each trade permit carries a $60.34 minimum. Electrical service work is charged per ampere of increase, circuit work per circuit, plumbing per fixture (a restaurant's grease interceptor counts as a fixture at $3.98), gas per outlet and mechanical work by valuation. Exhibit I of the same schedule describes a single building permit system: one permit is issued to the contractor of record and covers the trade work, and the applicant lists the major subcontractors, with their certification or registration numbers, at application. A project inside one of the county's 16 cities is permitted by that city.

Burglar and Robbery Alarm Registration (unincorporated Volusia County)

County Code s. 46-123 applies the alarm article in the unincorporated areas of the county. Under s. 46-126, before installing or using any robbery or burglar alarm, the owner or manager of the premises must give the Sheriff's Office the names, addresses and phone numbers of at least two people who can be reached at all times and can enter and turn off the alarm, and must report changes within seven days. The county's Licenses and Permits page states that burglar alarm registrations, required by county ordinance, are available free at the Volusia County Sheriff's Office locations. Failing to register brings a $25.00 fee, as does each occasion a responder fails to turn the alarm off within 30 minutes of notice. Under s. 46-127, the first and second false alarm responses carry no fee if there was no false alarm in the preceding six months, a third within six months is $50.00, and where the alarm is required by law each false alarm over two in six months is $100.00. A business inside one of the county's cities follows that city's alarm rules.
