Business licenses and permits in Miami-Dade County, Florida

Miami-Dade County levies a countywide Local Business Tax Receipt (LBTR) that reaches every one of the County's 35 municipalities in addition to any city business tax receipt — a business inside Miami, Hialeah, Coral Gables or any other city still owes the County LBTR on top of its city receipt. Zoning approval (the Certificate of Use) works differently: Regulatory and Economic Resources (RER) issues it directly only in unincorporated Miami-Dade; inside a municipality the process runs city-then-county, with the County performing a separate confirmatory review of Building, DERM, WASD and Fire concerns after the city signs off. DERM's Chapter 24 environmental, hazardous-materials and grease-discharge jurisdiction is countywide, reaching businesses inside every municipality as well as the unincorporated area. The Construction Trades Qualifying Board (CTQB), which licenses contractors, is also explicitly countywide by its own code text. Miami-Dade Fire Rescue (MDFR) is not countywide: it covers unincorporated Miami-Dade plus 29 contract municipalities, but not Miami, Miami Beach, Coral Gables, Hialeah or Key Biscayne, each of which runs its own independent fire department. Miami-Dade does not license child care facilities (the State of Florida's Department of Children and Families does, statewide, since Miami-Dade is not one of the four counties that self-license under §402.306, Fla. Stat.), does not run its own food-safety inspection program for restaurants or mobile food vendors (Florida Statutes §509.032(7)(a) and §509.102 preempt that to the state DBPR, leaving the County only its ordinary building-code and fire-code inspection role), and has no county-level tattoo or body-piercing ordinance (state-regulated through the Florida Department of Health's Miami-Dade County field office). The County's own web pages differ on whether a business that boards or grooms animals needs an Animal Services 'Pet Care Center/Pet Groomer' license; confirm that point directly with Animal Services.

Local Business Tax Receipt (LBTR)Miami-Dade County Tax Collector, Local Business Tax SectionTiered by business classification and, within many classifications, by employee count, seats, units or square footage, under Miami-Dade County Code Chapter 8A, Article IX (businesses inside a municipality) and Article X (unincorporated area). The fee-schedule pages themselves (mdctaxcollector.gov/services/local-business-tax-categories and its per-letter sub-pages) block automated retrieval, so no dollar figure below should be treated as confirmed — these are indicative examples surfaced by search tools from the Tax Collector's own site, not independently rendered: an Administrative Office/Operation Center inside a city has been reported around $45 for 1-10 employees, and an Eating Establishment has been reported on a seat-count scale from roughly $45 (1-30 seats) up to roughly $180 (150+ seats). Confirm the actual current figure for a specific business at mdctaxcollector.gov/services/local-business-tax-categories in a standard browser, or by calling 305-375-5448, before relying on any number.annual; tax year October 1-September 30; bills mailed in July, due no later than September 30, receipts sold beginning August 12026-09-27

What do these permits involve in Miami-Dade County?

Certificate of Use (CU)

A Certificate of Use is required before any commercial occupancy opens for business in Miami-Dade County, and a Certificate of Occupancy from the building permit process is itself a documented prerequisite to the CU. RER's Zoning Permits Section issues the CU directly, start to finish, only for UNINCORPORATED Miami-Dade. Inside any of the County's 35 incorporated municipalities, the sequence runs city-then-county instead: the business first files a Municipal Application for Certificate of Use/Occupational License with its own city, and once the city signs off, that signed application goes to Miami-Dade RER for a separate document, the 'Approval of Municipal Application for Certificate of Use or Business License' — the County's own confirmatory review of Building, DERM, WASD and Fire concerns, distinct from the directly-issued unincorporated-area CU whose fee schedule is quoted above. For most of the ten target industries a normal, unremarkable CU is permanent once issued; childcare's day-nursery category is one of the specific designated categories that instead renews annually. The CU is itself a documented prerequisite to the Local Business Tax Receipt.

Commercial Sign Permit

No sign may be erected, constructed, posted, painted, altered, maintained or relocated in Miami-Dade County without a permit under Code §33-86. Getting one costs two separate, additive fees: a Zoning Division use-permit fee that varies by sign class (for example $843.75 for a new Class C sign, or $140.63 per quarter for a temporary Class A sign) and a Building/Electrical Division construction-permit fee priced per square foot ($1.61/sq ft non-illuminated, $1.59/sq ft illuminated), each carrying its own 7.5% RER surcharge. Repainting, cleaning, and face or copy changes that do not alter a sign's size or structure need no building permit. Sign area and type limits vary by zoning district. Day-to-day sign permitting described here is RER's role for unincorporated Miami-Dade; incorporated cities generally administer their own sign permitting for signs inside city limits, the same split that applies to the Certificate of Use.

Miami-Dade Fire Rescue (MDFR) Life Safety Operating Permit

Every business in Miami-Dade County needs an annual fire-safety inspection to obtain and keep a Life Safety Operating Permit — MDFR's own materials state plainly that 'all businesses are required to have an annual inspection,' with only single- and double-family residences exempt. MDFR's coverage is unincorporated Miami-Dade plus 29 contract municipalities; it does NOT cover Miami, Miami Beach, Coral Gables or Hialeah, each of which runs its own fire department, and Key Biscayne belongs in that same independently-served group — the Village runs its own Key Biscayne Fire Rescue under an Automatic Aid agreement with City of Miami Fire-Rescue, not MDFR. Within MDFR's territory, the annual fee is set by occupancy type and size: a small office might pay under $35 a year while a large retail space or assembly venue can run into the hundreds. No fee category is separately named for fitness-studio, veterinary, salon or contractor-as-trade specifically; each falls into a generic occupancy bucket (typically Business, Assembly or Industrial) at the inspector's determination, and which bucket applies to a given business is decided by the inspector. Food trucks are the exception among the ten industries: the MDFR fee schedule has no line item for mobile units or their LP-gas systems specifically.

Commercial Building Permit (new construction / interior buildout / alteration)

Any of the ten industries that builds new commercial space, or alters or fits out an interior space, in unincorporated Miami-Dade needs a building permit from RER, priced under Implementing Order IO-04-63: a minimum $147.00 fee applies to any permit, and a typical interior buildout runs $0.40/sq ft for the first 100,000 sq ft (minimum $254.40) plus a separate, additive Zoning Review Fee (IO-04-111 §XV) that a reader could easily miss if only the Building Division's own fee page is checked. A Certificate of Occupancy on a completed commercial or industrial space costs $0.07 per gross square foot with a $250 minimum — this is the single current rate; an earlier $0.07-$0.10/sq ft range was corrected on independent verification because no $0.10 tier exists in the current schedule. Private schools, daycare centers and ACLFs pay a flat $250 Certificate of Occupancy fee instead. Every fee carries a 7.5% RER surcharge plus the state's 1% and 1.5% trust-fund surcharges. Inside an incorporated municipality, that city issues its own building permit instead of RER.

Local Business Tax Receipt (LBTR)

Every business in Miami-Dade County needs a Local Business Tax Receipt from the County Tax Collector, and this obligation is countywide: a business inside any of the County's 35 municipalities owes the County LBTR in addition to that city's own business tax receipt, not instead of it — two of the Tax Collector's own pages state this directly. The ordinance grants no industry-specific exemption from the LBTR to any of the ten target industries. The fee is tiered by business classification and, within many classifications, by employee count, seat count, unit count or square footage; the figure for any one of the ten industries depends on its classification — see the fee field for indicative examples and call 305-375-5448 for the current figure. The tax year runs October 1 to September 30; bills go out in July, payment is due by September 30, and receipts for the new year are sold starting August 1. Delinquent payment adds a penalty. Applying requires Articles of Incorporation or a Fictitious Name Registration, a federal EIN, and either a Certificate of Use (in the unincorporated area) or the business's own City Business Tax Receipt (inside a municipality) as a documented prerequisite.
