Business licenses and permits in Hillsborough County, Florida
Hillsborough County is one of Florida's five self-licensing child care counties under Fla. Stat. §402.306 — Broward, Hillsborough, Palm Beach, Pinellas and Sarasota — so a child care facility here is licensed by Hillsborough County Department of Childcare Licensing, not the Florida Department of Children and Families. Hillsborough's own Tax Collector page states this directly: 'Child Care Facilities must be registered by Hillsborough County Dept of Childcare Licensing (813-264-3925).' A separate group of county regulators reaches every business physically in the county regardless of which of Hillsborough's three incorporated cities (Tampa, Plant City, Temple Terrace) it sits in, on top of that city's own receipts and permits: the Local Business Tax Receipt, the Environmental Protection Commission (EPC) of Hillsborough County's hazardous-waste/pretreatment/air/storage-tank programs, the Contractor Licensing Board (recognized inside all three cities via interlocal agreement, though each city layers its own registration on top), and Childcare Licensing. A third group reaches unincorporated Hillsborough County only, because each incorporated city runs its own separate department instead: Zoning Verification, the Certificate of Occupancy/building-permit pathway, the Sign Permit, the Alcoholic Beverage Development Permit (a zoning/land-use product, separate from the state ABT license), Hillsborough County Fire Rescue's Fire Marshal plan review and inspections, and the Mobile Food Vendor/Temporary Vendor zoning rules. Every requirement below states which of these three scopes it falls into.
What are you opening in Hillsborough County?
- RestaurantsFull-service restaurants carry the densest permit load of any small business: food, fire, occupancy, waste, and usually alcohol.See the full permit list
- Coffee shopsCafés are permitted as food service establishments even where no cooking happens, and the plan review step catches most operators by surprise.See the full permit list
- Retail storesRetail is the lightest common permit load, but the sales tax permit and the certificate of occupancy are non-negotiable in every jurisdiction.See the full permit list
- Salons and barbersPersonal care is licensed at state board level as well as locally, so the shop license and the practitioner licenses are separate obligations.See the full permit list
- Food trucksMobile food is the one category with no certificate of occupancy — but it gains a commissary agreement, and the unit itself is inspected rather than the premises.See the full permit list
- Fitness studiosPrepaid memberships trigger state registration and often a surety bond, which catches operators who budgeted only for the fit-out.See the full permit list
- Childcare centresThe heaviest permit load of any small business: state agency licensing, per-person background checks, and a stricter fire standard than ordinary commercial use.See the full permit list
- Contractors and tradesLicensed at state board level rather than locally, and the only common category with no premises permits at all — the bond is usually the long pole.See the full permit list
- Auto repair shopsOrdinary commercial permitting plus an environmental layer: waste oil, solvents and stormwater are each registered separately.See the full permit list
- Veterinary clinicsA state facility permit, controlled substances registration at both state and federal level, and a medical waste manifest — none of which a general business license covers.See the full permit list

What do these permits involve in Hillsborough County?
Local Business Tax Receipt (LBT)
Every business physically located in Hillsborough County needs this receipt before commencing operation, and the requirement is genuinely countywide: County Code §46-158 requires a business tax receipt of 'any business, profession or occupation in Hillsborough County,' so a business inside Tampa, Plant City or Temple Terrace owes this county receipt in addition to, not instead of, any city-level business tax receipt those three cities separately require — the Tax Collector's own renewal page says so directly. The fee schedule above was independently re-fetched from the Tax Collector's current renewal-information page and confirmed current during this build. A half-year rate is available for new applicants between April 1 and June 30. This receipt does not itself establish zoning compliance, state licensure or any of the other requirements recorded as separate requirements — it is a tax registration, and several industries also need a pre-clearance approval on file before the Tax Collector issues it (see the next record).
Certificate of Occupancy (via building permit process)
This record applies only in unincorporated Hillsborough County for a physical buildout or new tenant space; Tampa, Plant City and Temple Terrace each issue their own certificates through their own building departments. A Certificate of Occupancy is issued once all required building, electrical, plumbing, mechanical and fire inspections for the space have been approved. There is no separate fee for the certificate itself — its cost is bundled into the underlying building-permit fee structure rather than itemized as its own charge, which is why this record carries no independent fee. Food-service, childcare and assembly-type occupancies additionally trigger the Fire Marshal plan-review and inspection requirement, recorded separately, before a certificate can issue.
Sign Permit
This record applies only in unincorporated Hillsborough County — the same Development Services/Zoning office that handles Zoning Verification administers this permit, and Tampa, Plant City and Temple Terrace each run their own separate sign-permitting process. Most commercial signs need a permit before installation, reviewed within a 30-day administrative window through the county's HillsGovHub (Accela) portal, and the application must state the property's zoning designation and tax folio number. Hillsborough's zoning fee list and Land Development Code text describe the requirement without printing a sign-permit price; confirm the current fee directly with Development Services before budgeting for a sign installation.
Fire Marshal Plan Review & Inspections
This record applies only in unincorporated Hillsborough County: Hillsborough County Fire Rescue 'fights fires and provides emergency medical services for the unincorporated areas of the county,' while Tampa, Temple Terrace and Plant City each operate their own municipal fire department with its own life-safety inspection and permit regime. Plan review is required alongside building permits for new construction or buildout, and routine or certificate-of-occupancy inspections apply to ongoing occupancy, with restaurant, childcare and fitness-studio uses especially likely to trigger assembly- or cooking-hazard-related review. A separate County Code clearance sits inside the business-tax chapter rather than the fire code itself: County Code §46-186 (Ord. No. 95-4, §27.01, adopted 5-22-1995) bars the Tax Collector from issuing a business tax receipt to operate a dance hall in the unincorporated areas of the county until the Fire Marshal has inspected and approved the building — potentially relevant to a fitness studio if its space is classified as an assembly or dance-hall use rather than ordinary commercial space.
Zoning Verification / Sign-Off
This record applies only in unincorporated Hillsborough County — Tampa, Plant City and Temple Terrace each run independent zoning and planning departments with their own processes. Before signing a lease or opening at a new or changed-use address, a business can request a formal Zoning Verification confirming the site's zoning designation allows the intended use; the county's own current zoning fee list prices this at $250.92, independently re-confirmed during this build. Hillsborough does not appear to run a separate 'Certificate of Use' document or process the way Miami-Dade does; compliance in the unincorporated area is instead confirmed through this Zoning Verification/Sign-Off product together with, for any physical buildout, the building-permit-to-Certificate-of-Occupancy pathway recorded next. A related Alcoholic Beverage License Sign-off, priced at the same $250.92 figure, is a separate line item used specifically in the alcohol permitting process (see that record).
