Business licenses and permits in Orange County, Florida
Orange County, Florida (the Orlando area) is a different county from Orange County, California, which is listed on this site separately. Orange County layers two opposite geographic scopes onto the same ten industries. The Local Business Tax Receipt, from the Orange County Tax Collector, is countywide: it applies inside Orlando, Winter Park, Apopka, Maitland, Winter Garden, Ocoee and every other incorporated city, in addition to each city's own business tax receipt. The Use Permit (the county's zoning/Certificate-of-Use equivalent) and Building Permits, from the County Zoning Division and Division of Building Safety, are unincorporated-county-only — every incorporated city runs its own separate zoning and building-permit process. Orange County Fire Rescue serves unincorporated Orange County plus, by service arrangement, the five smaller municipalities of Belle Isle, Eatonville, Edgewood, Oakland and Windermere; Orlando, Apopka, Winter Park, Maitland, Ocoee and Winter Garden each run independent fire departments. A third authority sits inside Orange County's own borders: the Central Florida Tourism Oversight District (CFTOD, formerly Reedy Creek Improvement District), covering the Walt Disney World footprint, retains independent building-code, permitting and fire authority comparable to a county government, so a business physically inside CFTOD (for example at Disney Springs) falls under CFTOD's own permitting rather than Orange County's. Contractor licensing at the county level is administered by the Division of Building Safety's own Contractor Licensing section. Childcare, veterinary practice and cosmetology/salon establishment licensing are state functions: Florida DCF's 'About Child Care Licensure' page names Broward, Palm Beach, Pinellas and Sarasota as the only counties that license child care themselves under Fla. Stat. §402.306, Fla. Stat. §474.215 places veterinary premises permits with the state Department of Business and Professional Regulation, and the Board of Cosmetology licenses salons under Fla. Admin. Code Ch. 61G5; in Orange County those businesses otherwise need only the ordinary county business tax receipt and, in unincorporated areas, county zoning approval.

| Local Business Tax Receipt (LBTR/BTR) | Orange County Tax Collector, Business Tax Section | Orange County publishes no static dollar table by business classification. The county's own FY2025-26 Fee Directory states plainly that Local Business Taxes are assessed under Article III of the Orange County Code and are computed and paid online, and the county's business-tax classification structure (business codes such as '1700/1701 Restaurant,' '2711 Amusement Center' and the like, set out in Orange County Code §25-107 and related sections) exists without an accompanying published dollar figure per code. The confirmed mechanism is Orange County's own interactive Estimated Fee Calculator, which computes the tax due per application based on the business's classification, and the Tax Collector's online portal at octaxcol.com/taxes/business-taxes/ where the receipt is ultimately applied for and paid. | annual; valid October 1 through September 30, with escalating delinquency penalties after September 30 (10% on October 1, rising to 15% on November 1, 20% on December 1, and a 25% maximum on January 1) | 2026-09-28 |
| Building Permit (new construction, alteration, build-out)only if it applies to you | Orange County Division of Building Safety, Permitting Services | Building permit fees are set by the Division of Building Safety's own valuation-based fee schedule in the county's Fee Directory, varying by construction type, occupancy classification and project valuation rather than a single flat figure across all project types. A separate Fire Rescue plans-review-and-inspection fee also applies to commercial/multi-family construction and alterations: new construction plans review plus one inspection is $61.00 up to $1,000 of valuation, plus $1.00 per additional $1,000 of valuation; alterations are $48.00 up to $1,000 of valuation, plus $1.00 per additional $1,000; fire protection systems such as sprinklers or alarms carry their own plans-review fee of $48.00 up to $1,000 of valuation, plus $5.00 per additional $1,000; construction inspections are billed at $31.00 for the first, $62.00 for the second, and $93.00 for the third and each inspection after that; after-hours or expedited plan review is $277.00 and an after-hours inspection is $278.00 (all Fire Rescue figures effective October 2025). | one-time per construction project; permit must be finalized through inspection and certificate of occupancy | 2026-09-28 |
| Fire Rescue Use Permit Reviewonly if it applies to you | Orange County Fire Rescue, Office of the Fire Marshal | $39 flat fee, when a Use Permit change affects hazard classification | one-time, tied to the underlying Use Permit application | 2026-09-28 |
Fees shown as a range or formula are set that way by the issuing agency — we do not average them into a single number.
What do these permits involve in Orange County?
Use Permit (zoning / Certificate-of-Use equivalent)
A business occupying a building or space in unincorporated Orange County, changing its use, or changing ownership at a commercial location needs a Use Permit — the county's rough equivalent of a Certificate of Use — reviewed sequentially by the Business Tax Receipt office, the Zoning Division and finally the Division of Building Safety, which issues it. This applies only in unincorporated Orange County: Orlando, Winter Park, Apopka, Maitland, Winter Garden, Ocoee and the other incorporated cities each run their own separate zoning and Certificate-of-Use process, out of scope here. The Division of Building Safety's own Fee Directory (effective July 2025) sets the fee at a flat $27.00 for a Use Permit with one inspection. A separate, second fee applies when the same use-permit change affects hazard classification: Orange County Fire Rescue's Office of the Fire Marshal charges its own $39.00 Use Permit Review fee (effective October 2025) on top of the Building Safety fee — two distinct fees from two different departments, both payable when Fire Rescue review is triggered, not one fee split between them. Apply through the county's Fast Track online portal.
Fire Rescue Plans Review and Inspection (commercial construction/alteration, fire protection systems)
Orange County Fire Rescue's Office of the Fire Marshal reviews plans and inspects commercial and multi-family construction, alterations and fire protection systems (sprinklers, alarms, suppression) within its own service territory: unincorporated Orange County plus, by service arrangement, Belle Isle, Eatonville, Edgewood, Oakland and Windermere. It does not reach Orlando, Apopka, Winter Park, Maitland, Ocoee or Winter Garden, each of which runs its own fire department, nor the CFTOD/Reedy Creek district, which runs its own former Reedy Creek Fire Department. The full fee list, confirmed from the county's own October 2025 Fire Rescue fee schedule: new construction plans review plus one inspection is $61.00 up to $1,000 of valuation plus $1.00 per additional $1,000; alterations are $48.00 up to $1,000 plus $1.00 per additional $1,000; fire protection systems plans review is $48.00 up to $1,000 plus $5.00 per additional $1,000; inspections are billed $31.00 for the first, $62.00 for the second, and $93.00 for the third and every one after; a Development Review Committee Fire Review is $33.00; a Land Use Plan Review is $33.00; a Site Plan Review with one inspection is $108.00; and after-hours or expedited service adds $277.00 for plan review or $278.00 for an inspection. An earlier $84 'Trade Show/Convention permit' figure, sourced only to a hotel's own posted form rather than the county's own fee directory, could not be corroborated against Orange County's own 103-page Fee Directory and is deliberately not included in this record.
Local Business Tax Receipt (LBTR/BTR)
Every business, profession or occupation operating anywhere in Orange County needs this countywide receipt from the Orange County Tax Collector, whether it sits in unincorporated Orange County or inside Apopka, Belle Isle, Eatonville, Edgewood, Maitland, Oakland, Ocoee, Orlando, Windermere, Winter Garden or Winter Park — a business inside any of those cities must obtain that city's own business tax receipt first and still owes the county receipt on top of it, the same layered county-plus-city pattern used in Broward, Hillsborough and Miami-Dade counties. The tax runs on a fiscal year from October 1 through September 30 and becomes delinquent October 1, with a penalty schedule that climbs from 10% on October 1 to a 25% maximum by January 1. Zoning approval for the receipt is routed through the County Zoning Division for unincorporated locations before the Tax Collector issues the receipt itself; the application path is the county's Fast Track online portal for zoning review, then octaxcol.com for the tax receipt. Home-based businesses must additionally comply with Fla. Stat. §559.955's home-based business standards. This record covers all ten industries because the tax reaches every business type; industry-specific county layers on top of it (zoning, fire, contractor, alcohol, animal, hazardous-waste) are recorded separately below.
Building Permit (new construction, alteration, build-out)
Any of these industries doing new construction, an alteration, or a build-out in unincorporated Orange County needs a building permit from the Division of Building Safety, located at 201 S. Rosalind Ave., Orlando (407-836-5550); Orlando, Winter Park, Apopka, Maitland, Winter Garden, Ocoee and the other incorporated cities each run their own independent building department instead, and a project inside CFTOD/Reedy Creek territory (for example at Disney Springs) falls under CFTOD's own building authority rather than the county's. Building Safety's own fee schedule prices permits by construction type, occupancy classification and project valuation rather than a single flat number, so this record uses fee kind 'formula' to state that valuation-based mechanism rather than a misleading single dollar figure. A commercial or multi-family project also draws a separate Fire Rescue plans-review-and-inspection fee, confirmed from the county's own October 2025 Fire Rescue fee schedule: new construction is $61.00 up to $1,000 of valuation plus $1.00 per additional $1,000, alterations are $48.00 up to $1,000 plus $1.00 per additional $1,000, fire protection systems (sprinkler/alarm) plans review is $48.00 up to $1,000 plus $5.00 per additional $1,000, and inspections escalate from $31.00 (first) to $62.00 (second) to $93.00 (third and beyond); after-hours or expedited review adds $277.00 for plan review or $278.00 for an inspection. Apply through the county's Fast Track online portal.
Fire Rescue Use Permit Review
When a business's Use Permit change affects its fire hazard classification, Orange County Fire Rescue charges its own $39.00 Use Permit Review fee, confirmed from the county's October 2025 Fire Rescue fee schedule. This is a second, distinct fee from the Division of Building Safety's own $27.00 Use Permit fee (recorded separately) — both departments charge their own fee for the same underlying Use Permit transaction, so a business changing use in a way that affects hazard classification should budget for both, not assume one fee covers the other. This applies only within OCFR's own service territory: unincorporated Orange County plus Belle Isle, Eatonville, Edgewood, Oakland and Windermere; a Use Permit change inside Orlando, Winter Park, Apopka, Maitland, Ocoee or Winter Garden goes through that city's own fire department instead, and none inside CFTOD/Reedy Creek territory goes through OCFR at all.
