How much does it actually cost to permit a retail store in Pasadena?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 25 records listed for a retail store in Pasadena, TX, 12 apply to every business of this type and 13 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

Of the 12 that always apply, 4 carry a flat fee, coming to $300.00. That is a floor, not a total. 12 of the 25 are charged as a range or a formula set by the issuing agency, and 0 have no fee published at all. The ones that vary:

Fire and Life Safety Operating Permit — Multi-Family, Hotel or Motel: $200–$400 per year, by dwelling units

Commercial Building Permit: $0.20 per square foot under roof, never less than $100

Commercial Exhaust Hood Permit: $50–$100 per hood, by class

Commercial Electrical Service Permit: $50–$200 per service, by amperage

Annual Fire and Life Safety Inspection: $65 per hour — $65, $130, $195 or $260 for one to four hours

Fire Plan Review — Building: $230–$900 by building area

High Pile Storage Permit: $475–$700 per year

Which offices issue these permits in Pasadena?

Permits for a retail store in Pasadena, TX come from 5 separate offices: City of Pasadena Fire Marshal's Office, City of Pasadena Permit Department, City of Pasadena Public Health Department, Texas Secretary of State, Texas Comptroller of Public Accounts. No single office issues them all, which is why an opening means filing in several places rather than one.

Is anything about these requirements changing?

$200 for 3 to 20 dwelling units and $400 for 21 or more. Flat above 21 units, so a 24-unit motel and a 300-unit apartment complex pay the same — which makes this proportionally expensive for a small property and cheap for a large one.

Twenty cents a square foot, computed on the accumulative aggregate of every floor's area covered by roof or similar structure, with a $100 floor — the same rate for new construction, additions, alterations and repairs. There is a $10 application fee on every permit regardless of discipline, and no permit is less than $50 including the application. Starting work before the permit issues stops the job: the property goes on hold until double the normal fee plus a $25 administrative fee is paid and a proper permit is issued.

Non-refundable, capped at $2,000, and it gates the queue: the ordinance states no routing or plan review takes place until the fee is paid. Two sets of plans are required, complete with topography, landscape, boundary survey, drainage, electrical, plumbing, ADA compliance, IECC compliance and heating and air conditioning — an unusually specific list, and worth reading before the first submittal rather than after the first rejection.

$150, and the ordinance is blunt about the consequence of skipping it: it is unlawful to change the use or occupancy of an existing commercial property before the certificate issues, and utilities — electrical, gas and water — are not released until the Building Official or Permit Department approves. Four departments have to sign it off: building, fire marshal, health and traffic, plus planning. Where the new occupant does not change the use group classification, existing off-street parking is deemed adequate, which is the single most useful sentence in Pasadena's code for anyone taking over a like-for-like space.

$50 on a commercial project, added to the permit and plan review fees rather than charged separately — a third of the $150 charged where the certificate is sought on its own for an existing space. One- and two-family projects are $20.

$50, issued only at the written request of the owner, applicant or general contractor. The letter of completion is the no-occupancy version of the same document. Notably cheap against Waco's $200 and Arlington's $150 for the equivalent.

$50 for utilities released to clean, show or otherwise prepare a commercial space without occupying it, granted only after an inspector has visited and approved. Good for a maximum of 90 days and renewable at the same price for each further 90 days or part of one, on a fresh written request. This is the charge a landlord marketing a vacant unit meets, not the incoming tenant.

$50 per structure plus the standard $10 application, for overlay or replacement in like materials with minor decking and structural work. A permit is required once repairs exceed 25% of each roof. Where the roof is being altered or structurally modified the arithmetic changes sharply: engineered drawings are required, plan review is $50 and the building permit itself will not be less than $250. Wood shingle, shake and other combustible roofing is prohibited outright except for minor repairs to existing single-family homes.

$100 per 1,000 linear feet for a commercial fence, but $100 per 500 feet — double the rate — for a commercial storage lot fence. Repair and replacement in identical materials at the exact same location and elevation is exempt, unless the fence is already in violation of another provision.

$100 for a commercial demolition, $50 residential, and the permit is good for 30 days only or for the duration of the remodel it belongs to. Where the demolition is included with a building permit it is charged at half the normal rate and may run concurrently with that permit — which is the cheaper and faster route on a gut fit-out.

$100 for a Class 1 commercial exhaust hood — the grease-bearing type over a cooking line — and $50 for a Class 2. Commercial ventilation is $40 per fan. Where a full commercial heating or air conditioning system goes in, that is $60 each plus $5 a ton, with commercial condenser and air handler replacements at the same rate; a refrigeration permit is $40 plus $3 a ton and a boiler operating permit $75.

$50 for a commercial meter loop and service up to 400 amps, $100 from 400 to 800 amps and $200 above 800 amps, plus $10 on the application and a $40 minimum. Individual items are charged on top: outlets and lighting fixtures at $0.50 each, commercial appliances at $7 each, electric heat at $1 per kW, an X-ray machine at $25 and CT or MRI equipment at $50 — the last two being why a veterinary or medical fit-out costs more here than the floor area suggests. A permanent commercial generator is $175 and is only allowed after electrical inspector review.

$40 per circuit for incandescent and fluorescent signs, $75 per circuit for neon, and a $50 shop inspection for each sign fabricated in the jurisdiction. Festoon lighting and streamers are $10 per circuit and decorative structures $50. The code adds a condition rather than a fee: these installations must not strobe, chase, flash or spin, or otherwise interfere with traffic or amount to a public nuisance.

A $60 minimum covers asphalt patching, potholes, and curb and concrete repair. The trap is the threshold: repairs or improvements at or over 50% of the existing area force the whole lot up to current off-street paving, parking and drainage requirements — landscaping and parking count at existing business locations excepted. Splitting a resurfacing into phases to stay under the line is a decision worth making deliberately rather than discovering.

$260 low risk, $360 medium, $460 high, with the risk category set by health department staff rather than declared by the applicant. The permit is non-transferable and non-refundable, and it remains the property of the City of Pasadena Health Department — it is revoked, not surrendered, if the establishment stops complying. Sec. 15-22 makes it unlawful to construct, operate or maintain a food establishment in the city without one, so the offence covers building the kitchen as well as running it. A late renewal adds $100.

$100 a year for every non-private pool in the city limits. The director may exempt a governmental entity, religious organisation or charitable enterprise from the fee — an exemption from the fee, note, not from the licence. The pool itself is permitted and built under the ordinary building permit, computed on the improved water surface area in square feet, with plan review fees applying to all pool projects and a $50 annual swimming pool contractor registration.

$250 for an occupant load of 1 to 99, $350 for 99 to 299, and $500 for 300 or more — an annual, recurring cost that catches every restaurant, bar, gym and event space in the city. Most Texas cities inspect assembly occupancies without charging a standing permit fee, so this is a real difference in the cost of operating in Pasadena rather than a paperwork difference. An occupant load evaluation, if you need the number established, is $100.

Charged by the hour, which means the bill depends on how long the inspection takes rather than on what kind of business you run. Reinspection after the initial visit and one free re-check is $150. An after-hours inspection is $375 for the first three hours and $70 for each further hour or part of one — worth comparing against closing for a morning.

$100 for the first commercial year and $50 on renewal — the renewal is genuinely half price, which is unusual. A hospital or nursing home alarm is $500 and $250 to renew; residential is $50 and $25. Plan review is separate: $200 for up to 100 initiating devices, then $200 plus $1 per device above that, with sprinkler plan review priced identically per head.

$230 up to 50,000 sq ft, $345 from 50,001 to 100,000, $675 to 500,000 and $900 above that. Miscellaneous reviews are flat: an automatic extinguishing system $200, an emergency evacuation plan $150, and access control or mag locks $150. Fire plan review runs alongside the Permit Department's own plan review rather than instead of it, so a commercial project pays both.

$475 and $700 for the two high pile storage levels the schedule sets out at 2,500 to 20,000 sq ft. Alongside it sit the rest of Pasadena's high hazard annual permits, which are the ones an industrial tenant needs to price before signing: Tier I hazardous materials storage $350, motor vehicle fuel dispensing $350, welding shops and iron works $300, lumberyards $260, industrial ovens $225, tyre storage $150, scrap metal yards $150, auto wrecking yards $150 and automotive repair $100. Hot work — welding, asphalt kettles, roof torching — is $300, an underground storage tank $200 and a product line inspection $200.

$125 for a tent or temporary membrane structure. The rest of Pasadena's special assembly and pyrotechnics schedule sits with it: carnivals, circuses and car shows $400, explosives use or storage $400, fireworks displays $600, pyrotechnics use or storage $300, and commercial burn operations $350. Fire extinguisher training is $150 and an emergency generator or access gate permit $125 each.

Required to form an LLC or corporation, not to trade as a sole proprietor. Texas has no statewide general business licence, so for many businesses this filing plus a sales and use tax permit is the entire state-level obligation.

Only needed if you trade under a name different from the one on your formation filing. The certificate is effective for a term not exceeding ten years from the date of filing and does not roll over by itself — it must be actively renewed, and a new certificate can be filed within six months of the original expiring. The $25 is the Secretary of State fee; sole proprietors and general partnerships file with the county clerk instead, at county rates.

There is no fee for this permit — the Comptroller says so directly, which is worth stating because a blank fee reads as though nobody knows. It does not expire on a date, but it is not permanent either: it is valid only while you are actively engaged in business as a seller, and the Comptroller's office may cancel it on finding that you are not. Filing obligations keep it alive, so a return must be filed for every period even when there were no taxable sales or purchases to report. Apply through Comptroller eSystems and allow two to three weeks.
