About each permit
Liquid Waste Transporter Permit
Required for any collection, transportation or disposal of hauled liquid waste inside the Pasadena city limits — which is how a restaurant's grease trap is actually pumped out, so the obligation falls on the hauler the restaurant hires rather than on the restaurant. No city permit will be issued unless the transporter is already permitted by and registered with the Texas Commission on Environmental Quality. A vehicle and trailer identification list is filed with the application. The city publishes no fee for it.
Used Tire Generator Permit
It is unlawful to be a used tire generator in Pasadena without a current permit from the director of public health. Any tyre shop, and most general auto repair businesses, generate used tyres — so this reaches further than the name suggests. Junkyards and automobile wrecking yards are licensed separately under Sec. 17-30, and the fire marshal charges its own annual $150 operational permit for an auto wrecking yard on top. The health department publishes no fee for either permit.
Food Establishment Permit
$260 low risk, $360 medium, $460 high, with the risk category set by health department staff rather than declared by the applicant. The permit is non-transferable and non-refundable, and it remains the property of the City of Pasadena Health Department — it is revoked, not surrendered, if the establishment stops complying. Sec. 15-22 makes it unlawful to construct, operate or maintain a food establishment in the city without one, so the offence covers building the kitchen as well as running it. A late renewal adds $100.
Temporary Food Establishment Permit
$52 for 1 to 14 days, non-transferable and non-refundable — the same figure the Texas DSHS standard schedule uses, and the same as Arlington and Waco charge, which makes temporary food one of the few genuinely uniform fees in the state. The application restricts the permit to the foods listed on it, prohibits anything prepared in a home kitchen, and requires all food to be prepared on site or at an approved food service facility.
Swimming Pool License
$100 a year for every non-private pool in the city limits. The director may exempt a governmental entity, religious organisation or charitable enterprise from the fee — an exemption from the fee, note, not from the license. The pool itself is permitted and built under the ordinary building permit, computed on the improved water surface area in square feet, with plan review fees applying to all pool projects and a $50 annual swimming pool contractor registration.
