How much does it actually cost to permit a retail store in Grayson County?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 9 records listed for a retail store in Grayson County, TX, 5 apply to every business of this type and 4 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

Of the 5 that always apply, 2 carry a flat fee, coming to $300.00. That is a floor, not a total. 2 of the 9 are charged as a range or a formula set by the issuing agency, and 2 have no fee published at all. The ones that vary:

Retail Food Establishment Permit: $250–$773 per year, by risk category

Farmers Market Permit: $35–$100 annual or one-time

Which offices issue these permits in Grayson County?

Permits for a retail store in Grayson County, TX come from 3 separate offices: Grayson County Health Department — Environmental Health Division, Texas Secretary of State, Texas Comptroller of Public Accounts. No single office issues them all, which is why an opening means filing in several places rather than one.

Is anything about these requirements changing?

$250 low risk, $400 medium and $550 high, with a multi-department establishment — a deli, meat market or bakery inside a store — capped at $773. The category sets the inspection frequency too: low risk is inspected once a year, medium and high twice. What puts you in a band is the process, not the size. Selling only prepackaged time and temperature controlled food is low; a hot dog roller, cut fruit or an ice cream and snow cone counter is medium; a full-service restaurant, a preschool, a hospital or anything doing reduced-oxygen packaging is high. The initial inspection is $200, a reinspection $200 and the late fee $100 — the last of these doubled from $50 when the structure changed.

No separate fee, but it is a real filing obligation and it is easy to get wrong. Every certified food manager must be listed on the establishment application by name, permit number and expiry date, with additional managers listed on the back, and copies of all manager and handler permit cards must be filed with the application along with the work roster. A food manager must be present during all hours of food activity — not merely employed, present — so a site trading breakfast through late evening needs enough certified managers to cover the whole trading day. This project previously recorded a stricter rule, that a registered manager be on duty during each shift and that managers register with the county separately. That came from a scan of a paper application produced in February 2019, which the county replaced with its September 2023 packet; the current packet drops both sentences. The county has not published a manager registration fee, and none appears in the September 2025 fee restructure.

There is no transfer fee because there is no transfer. The permit is non-transferable and a new one is required for a new owner, a change of name or a new location — three separate triggers, any one of which restarts the process rather than amending what exists, and the county's farmers market and temporary food forms of 29 July 2026 repeat the non-transferability in their own terms. What a change of ownership actually costs is set out in the county's September 2023 packet: notify the Environmental Health Division, which reviews the previous establishment's inspection reports for structural or equipment defects and may require correction; a plan review at $150, waived where only minor corrections are needed; then the applicable annual permit fee, which since 1 September 2025 is risk-based at $250 low, $400 medium, $550 high and $773 for a multiple-department establishment such as a deli, meat market or bakery. Budget for the plan review being charged rather than waived until the division says otherwise. Note also that the packet's $50 late fee is superseded: the September 2025 notice sets it at $100.

$300 per pool or spa a year — charged per body of water, so a hotel with a pool and a spa pays $600. Municipalities are exempt. A late penalty of $50 applies if payment arrives after 31 March, which makes the deadline a fixed calendar date rather than an anniversary of your own permit. The county will not issue at all until the certification on the application has been completed and verified by an inspector, so leave time for that step.

$100 for the year and — this is the part worth knowing — it is valid at ANY farmers market in Grayson County, not at one. A trader working three markets holds one permit. A one-time permit covering seven consecutive days is $35, and an egg-only annual permit $50. A non-profit with a 501(c)(3) determination on file with the county pays nothing. The late fee is $50 and a returned cheque $30; a one-time application must be in five business days before the event.

$35 for up to fourteen consecutive days at a single event, with a further $20 if the county has to collect the fee on site — so applying in advance saves more than half again. A non-profit holding a 501(c)(3) determination with the county pays nothing. Applications are due five business days before the event, and food handler cards must be on site throughout. The permit is not transferable.

Required to form an LLC or corporation, not to trade as a sole proprietor. Texas has no statewide general business licence, so for many businesses this filing plus a sales and use tax permit is the entire state-level obligation.

Only needed if you trade under a name different from the one on your formation filing. The certificate is effective for a term not exceeding ten years from the date of filing and does not roll over by itself — it must be actively renewed, and a new certificate can be filed within six months of the original expiring. The $25 is the Secretary of State fee; sole proprietors and general partnerships file with the county clerk instead, at county rates.

There is no fee for this permit — the Comptroller says so directly, which is worth stating because a blank fee reads as though nobody knows. It does not expire on a date, but it is not permanent either: it is valid only while you are actively engaged in business as a seller, and the Comptroller's office may cancel it on finding that you are not. Filing obligations keep it alive, so a return must be filed for every period even when there were no taxable sales or purchases to report. Apply through Comptroller eSystems and allow two to three weeks.
