Read section 18-22 before treating that as the cost of opening: every new business must be reviewed and approved by the building development services department's zoning, building and right-of-way divisions, by the environmental engineer, by the planning department's historic preservation division, by the health department and by the fire department for fire code compliance — and only after all of them have signed off does a certificate of occupancy issue. Seven approvals behind one $50 application. The adopting ordinance dates from 2012 and the figure has stood unchanged through every supplement since.
Establishment licences are valid for two years from the date of issue, so the $78 is a two-year cost rather than an annual one — worth halving before you compare it with a yearly permit elsewhere. The fee applies to standard and specialty establishments; a mini-establishment licence is $70. It covers full-service, mobile and specialty establishments, and applies to licences expiring on or after 1 September 2023. Individual practitioners are licensed separately from the establishment, so a salon needs both its own licence and a licence for each operator working in it.
Required to form an LLC or corporation, not to trade as a sole proprietor. Texas has no statewide general business licence, so for many businesses this filing plus a sales and use tax permit is the entire state-level obligation.
Only needed if you trade under a name different from the one on your formation filing. The certificate is effective for a term not exceeding ten years from the date of filing and does not roll over by itself — it must be actively renewed, and a new certificate can be filed within six months of the original expiring.
