About each permit
Restaurant / Food Truck Food-Safety Licensing — State DBPR License Applies (Orange County, FL)Orange County
Under Fla. Stat. §509.032(7)(a), the regulation of public food service establishments, including sanitation standards and inspections, is preempted to the state, so restaurants and coffee shops are licensed and inspected by DBPR's Division of Hotels and Restaurants rather than by Orange County, and there is no county food-safety fee. For food trucks, Fla. Stat. §509.102(2)(a) preempts the licensing, registration, permitting and fees of mobile food dispensing vehicles to the state and states that a county may not require a separate license, registration or permit other than the state license under §509.241. The Florida Department of Health's Orange County office is a state DOH field office, not a food-service regulator — DBPR is. County-level layers still apply on top of the state food-safety license: the countywide Local Business Tax Receipt; zoning/siting under Orange County Code Ch. 38 for a fixed restaurant location, or the Use Permit for unincorporated locations; and, for food trucks specifically, Orange County Fire Rescue's fire and LP-gas compliance inspection (its Mobile Food Service Permit and Inspection, $46.00, recorded separately below) when the truck operates in OCFR's territory; §509.102(4) leaves a county's other regulation of mobile food vehicles in place.
Salon / Cosmetology Establishment License — State Board of Cosmetology (Orange County, FL)Orange County
Salon establishment licensing is a state-level Florida DBPR Board of Cosmetology function under Fla. Admin. Code Ch. 61G5; at the county level a salon needs the standard countywide Local Business Tax Receipt and, in unincorporated Orange County, the Use Permit. The fee structure, confirmed directly against the primary rule text: initial licensure requires two separate fees submitted together — a $40.00 salon license fee and a $50.00 non-refundable application fee under 61G5-24.005 and 61G5-24.009 — which sum to $90.00 but remain two distinct fee line items rather than one flat $90.00 charge. Biennial renewal is $40.00, not the roughly $45.00 sometimes cited from non-primary sources, and a renewal filed within 24 months of the license's expiration date adds a $25.00 delinquent-renewal surcharge on top of the $40.00 renewal fee. This establishment license is separate from each individual practitioner's own state cosmetology license. A salon in Orange County otherwise needs only the ordinary general-purpose county layers that apply to any commercial business: the countywide Local Business Tax Receipt, and, in unincorporated Orange County, the Use Permit and any applicable building permit.
Veterinary Establishment Premises Permit — State DBPR Permit Applies (Orange County, FL)Orange County
Orange County charges no fee for this permit, which is issued by the state. Under Fla. Stat. §474.215(1), any establishment where a licensed veterinarian practices must have a premises permit issued by the state Department of Business and Professional Regulation, on payment of a fee set by rule of the Board of Veterinary Medicine not to exceed $250; the permit lasts indefinitely unless the practice's ownership or location changes. Orange County's own obligations for a veterinary clinic reduce to the general-purpose layers that apply to any commercial business: the countywide Local Business Tax Receipt; the Use Permit and any building permit if the clinic sits in unincorporated Orange County; the Hazardous Waste Generator surcharge if the clinic generates regulated waste (sharps or pharmaceutical waste make a veterinary clinic a plausible generator, though EPD's own materials do not name veterinary clinics explicitly the way they name auto repair shops); and Animal Services' Commercial Kennel and Pet Dealer registration if the clinic also offers boarding, breeding or similar services (recorded separately above).
Food Service and Mobile Food Vehicle Licensing — State DBPR License AppliesVolusia County
Fla. Stat. s. 509.102(2)(a) states that a municipality, county, or other local governmental entity may not require a separate license, registration, or permit other than the license required under s. 509.241, or require the payment of any license, registration, or permit fee other than the fee required under s. 509.251, as a condition for the operation of a mobile food dispensing vehicle. Under that statute there is no county license fee for a food truck in Volusia County; the truck holds the State license from the Florida DBPR Division of Hotels and Restaurants. The DOH-Volusia Food Hygiene page lists the food service operations the Florida Department of Health regulates (schools, residential facilities, after-school meal programs, correctional facilities, civic and fraternal organizations, limited-menu theaters, and bars and lounges that do not serve food); restaurants and coffee shops are not among them and hold the State public food service license under s. 509.241. County Code s. 26-54(i) requires food vendors at itinerant merchant sites to comply with the Division of Hotels and Restaurants and hold all valid food service licenses.
