What does a contractor or trade need in Volusia County that other businesses do not?
3 of the 4 permits particular to a contractor or trade here apply to no other business type we cover in Volusia County: Contractor Listing (state-licensed contractors) and Registered Contractor Renewal, Electrical Certificate of Competency (Master Electrician / Registered Electrical Contractor and Journeyman) and Contractor License.
Certificate of Compliance / Operating Permit — On-Site Sewage System in Industrial or Manufacturing Zones
County Code s. 58-1 applies county-wide to buildings in areas zoned for industrial or manufacturing purposes that use an on-site sewage (septic) system. Before any building permit or certificate of occupancy is issued in such a zone, the applicant must first obtain a certificate of compliance from the environmental health division of the county health department, and the owner or operator must obtain a new certificate before changing the nature, character or intensity of the use or adding a new use. A building whose system was installed after the ordinance took effect needs an annual system operating permit, and a new owner or tenant must obtain one whatever the installation date. Section 58-1(h) authorizes a fee of $25.00 annually for each operating permit or certificate of compliance; the section was last amended by Ordinance 2023-43, Section VI, effective January 1, 2024. An auto repair shop or contractor's yard in an industrial zone on a public sewer has no certificate under this section. Contact DOH-Volusia Environmental Public Health at 386-274-0500.
Contractor Listing (state-licensed contractors) and Registered Contractor Renewal
Volusia County Contractor Licensing (123 W. Indiana Ave., Room 203, DeLand; 386-736-5929) lists state-certified and state-registered contractors. The county's Contractor Licensing FAQ states that a contractor has a choice on the form whether to participate in the county licensing program; if the contractor declines, it must include proof of licensure and insurance with each permit application and has no access to the online portal, and if it participates there is an annual fee of $45 due on September 30 every year. The FAQ also states that a contractor registering through reciprocity pays a biennial fee of $150.00 due September 30 of odd-numbered years. Exhibit E of the county fee schedule revised October 1, 2026 lists the $45.00 listing fee, the $150.00 biennial and $25.00 inactive renewals for registered contractors, and a $150.00 per-year delinquent fee; the schedule states that licensing fees are not CPI-adjusted. County Code s. 22-86 bars issuing a listing card or building permit until a certificate of insurance naming Volusia County is on file. The September 2025 listing application states that Daytona Beach, Daytona Beach Shores, DeLand, Deltona, Edgewater, Holly Hill, Lake Helen, New Smyrna Beach, Oak Hill, Orange City, Ormond Beach, Ponce Inlet, Port Orange and South Daytona participate in the listing program by interlocal agreement.
Electrical Certificate of Competency (Master Electrician / Registered Electrical Contractor and Journeyman)
County Code s. 22-142 states: "All master electricians and journeymen must hold a valid certificate of competency in order to engage in electrical construction." Volusia County Contractor Licensing (386-736-5929, contractorlicensing@volusia.org) handles these certificates, and the county's Contractor Licensing FAQ says the county sponsors the Electrical Journeyman exam, with the original application submitted in person at 125 W. Indiana Ave., Room 203, DeLand. The fees are those in Exhibit E of the county fee schedule revised October 1, 2026, which states that licensing fees are not CPI-adjusted: for a registered electrical contractor, a $50.00 sponsor fee, $50.00 for the first certificate or reciprocity, and a $150.00 biennial renewal; for a journeyman, a $50.00 sponsor fee, $25.00 for the first certificate or reciprocity, and a $50.00 biennial renewal; an examination retest is $25.00. Under County Code s. 22-84, certificates of competency expire on September 30 of each odd-numbered year and may be renewed without penalty through December 31.
Contractor License
The two routes cost the same to keep and differ sharply at entry: certification is $335 for application and examination, registration is $100. What you get differs too — a certified license works anywhere in Florida, while a registered one is valid only where you hold local competency approval, so the cheaper route can cost more in practice if you work across county lines. Qualifying a business organisation is a separate license again at $50, with its own $50 biennial renewal, and it is the piece most often missed. An inactive license renews at $50. Letting a license go null and void costs $100 to reinstate, and a delinquency fee is $25.
The other 4 local permits in the tables apply to every type of business in Volusia County, FL; what each one involves is set out on the Volusia County permits page. The 6 state-level registrations apply to every type of business across FL and are covered on the FL state page.
