Business licenses and permits in Santa Rosa County, Florida
Santa Rosa County, Florida, seat Milton, lies in the western Florida Panhandle between Escambia and Okaloosa counties; it is unrelated to Santa Rosa, California, Santa Rosa, New Mexico or Santa Rosa, Texas. The Santa Rosa County Tax Collector names three incorporated municipalities: the City of Milton, the City of Gulf Breeze and the Town of Jay. The Tax Collector issues the county Local Business Tax Receipt under F.S. Ch. 205, and its Santa Rosa Qualifications page states that "a business located within a city limit requires both a municipal license and a county license to operate" and advises businesses in Jay, Milton or Gulf Breeze to check with each city hall about a city license; each city's own license, permit and zoning requirements stack on the county layer and are not described here. The county's Development Services department (6051 Old Bagdad Highway, Suite 202, Milton) handles building, electrical, gas, mechanical, plumbing and life safety permits, contractor competency cards and registration, and Planning and Zoning review under the Land Development Code, with fees set by Resolution No. 2025-29, adopted September 11, 2025. Land Development Code rules such as the alcohol Certificate of Zoning Compliance (Sec. 4.09.01) apply in the unincorporated areas, and transportation impact fees under Ordinance 2024-04 are collected throughout the unincorporated county. The population figure of 207,653 is the U.S. Census Bureau's Vintage 2024 estimate.

What do these permits involve in Santa Rosa County?
County Local Business Tax Receipt
The Santa Rosa County Tax Collector issues the county Local Business Tax Receipt under F.S. Ch. 205. Its Santa Rosa Qualifications page states: "Before a Santa Rosa County Business Tax Receipt can be obtained, a business must meet all conditions required by city, county, state or federal agency regulations which apply to that business or occupation. Many businesses will be subject to zoning codes." The same page states that "a business located within a city limit requires both a municipal license and a county license to operate", and that restaurants, food concessions, take-out and catering businesses are inspected by DBPR's Division of Hotels and Restaurants, and grocery stores and bakeries by the Florida Department of Agriculture and Consumer Services, before a receipt can be issued. The Fees page states that fees vary with the nature of the business, the number of employees, equipment and seating capacity, and publishes no rate table. The Renewal Information page states that receipts are renewed annually in August and September, are valid through September 30, and that new receipts are prorated from April 1, when half-year fees apply; since July 1, 2025, paid receipts are printed from the Tax Collector's website rather than mailed after online renewal. The application form (Last Revision 8/13/2018) asks for the total number of units (employees, machines, seats), lists a $5.00 transfer of ownership fee and notes that owners who are disabled, 65 or older, veterans, widowed or low income may qualify for an exempt receipt. Owners report address, name and ownership changes to the Tax Collector. F.S. 509.102(2)(a) preempts local licensing and fees for mobile food dispensing vehicles to the state, so this record does not cover food trucks.
Commercial Building Permit (Unincorporated Santa Rosa County)
Resolution No. 2025-29, adopted by the Santa Rosa County Board of County Commissioners on September 11, 2025 and linked from the county's Development Services Fee Schedule page, sets the Building Inspection Division's fees under Ordinance No. 2021-11. A commercial building fee is built in steps: the base fee (by area under roof for new construction, or by job valuation for remodels and repairs), plan check at 62.9 percent of the base fee, a zoning fee ("See Planning & Zoning", for areas not within city limits), a $55.00 administrative fee, the state surcharge of 3 percent of base or $4.00 minimum, and a $66.50 Life Safety Fee at final inspection. The figures above are from the resolution's "All Other Construction" column, the column for construction other than single-family detached homes. The resolution states that any person who begins work on a building, structure, electrical, gas, mechanical or plumbing system before obtaining the necessary permits is subject to a penalty of triple the basic permit fee (citing Santa Rosa County Ordinance Chapter 5 Section 104). This record describes permits for sites in unincorporated Santa Rosa County; a business inside Milton, Gulf Breeze or Jay should check with that city hall. Development Services: 6051 Old Bagdad Highway, Suite 202, Milton (850-981-7000, srcpermits@santarosa.fl.gov).
Electrical, Gas, Mechanical and Plumbing Permits (Unincorporated Santa Rosa County)
Resolution No. 2025-29, adopted September 11, 2025 and linked from the Development Services Fee Schedule page, sets separate electrical, gas, mechanical and plumbing permit fees, each with its own $55.00 administrative fee and state surcharge. A restaurant or coffee shop fit-out typically involves several of these at once: plumbing fixtures, a commercial range hood under the mechanical schedule, gas installation and electrical wiring. The figures above are from the resolution's "All Other Construction" column. Plan check at 62.9 percent of the base fee applies when trade plans are submitted separately from the building permit. The resolution's triple-fee penalty for starting work before obtaining permits covers electrical, gas, mechanical and plumbing systems as well as buildings. This record describes permits for sites in unincorporated Santa Rosa County; a business inside Milton, Gulf Breeze or Jay should check with that city hall. Development Services: 6051 Old Bagdad Highway, Suite 202, Milton (850-981-7000).

A restaurant or coffee shop installing a commercial cooking hood needs the $66.50 Hood Suppression permit in addition to the mechanical range hood permit, and a new tenant moving into a space with an existing fire alarm or sprinkler system faces the New Tenant Reconnection Fee. The figures above come from the resolution's "All Other Construction" column. Each resubmittal costs $150. The resolution's Development Service Fees section adds an $85 Site Permit and a $50 Flood Development Permit for sites in an A, V or F flood zone. A business owner checking whether a use is allowed at a site can request a Zoning Verification Letter for $40.00. The building permit fee schedule in the same resolution sends the zoning step of a building permit to Planning and Zoning for areas not within city limits. Planning and Zoning: 6051 Old Bagdad Highway, Suite 202, Milton (850-981-7000).
