What does a veterinary clinic need in Santa Rosa County that other businesses do not?

2 of the 2 permits particular to a veterinary clinic here apply to no other business type we cover in Santa Rosa County: Veterinarian Rabies Vaccination Certificate Filing with Animal Services and Veterinary Premises Permit.

Veterinarian Rabies Vaccination Certificate Filing with Animal Services

F.S. 828.30(3) states: "Upon vaccination against rabies, the licensed veterinarian shall provide the animal's owner and the animal control authority with a rabies vaccination certificate." The statute requires each animal control authority and veterinarian to use the National Association of State Public Health Veterinarians (NASPHV) Rabies Vaccination Certificate or an equivalent form approved by the local government. Section 6 of the Santa Rosa County Animal Ordinance, adopted by the Board of County Commissioners on September 12, 2019, requires every owner to have an animal four months of age or older vaccinated against rabies by a licensed veterinarian, with evidence in the form of a certificate signed by the veterinarian; one copy goes to the owner, "one filed with the Division", and one is kept by the person administering the vaccine. Section 7 makes the person administering the vaccine responsible for issuing a metal, serially numbered rabies tag valid for one or three years. A veterinary practice in Santa Rosa County therefore files a certificate copy with the county's animal control authority for each rabies vaccination it gives.

Veterinary Premises Permit

$250 once, and then never again — the premises permit has no expiry date and no renewal fee, which makes Florida unusually cheap for a clinic compared with states that charge annually. It stays valid for the life of the clinic provided ownership and location do not change; either change means a fresh permit. The recurring cost is inspection rather than renewal: $60 for the periodic inspection, which happens at least every two years, and $60 again for any reinspection arising from deficiencies. The fee is waived entirely for premises owned by a business holding a current 501(c)(3) determination. House-call practitioners with no establishment for receiving patients are exempt, as are practitioners serving only agricultural animals. Do not confuse this with the Limited Service Veterinary Medical Practice Permit, which is charged per biennium.

The other 6 local permits in the tables apply to every type of business in Santa Rosa County, FL; what each one involves is set out on the Santa Rosa County permits page. The 6 state-level registrations apply to every type of business across FL and are covered on the FL state page.
