About each permit

Site Plan / Development Order Review and Site Permit (Unincorporated Santa Rosa County)

Resolution No. 2025-29, adopted September 11, 2025, sets the Planning and Zoning Division's fees for reviews under Ordinance No. 2023-15, the Santa Rosa County Land Development Code. A new commercial building in the unincorporated county goes through engineered site plan review priced by building size, and a change of use of an existing building is reviewed at $350. Each resubmittal costs $150. The resolution's Development Service Fees section adds an $85 Site Permit and a $50 Flood Development Permit for sites in an A, V or F flood zone. A business owner checking whether a use is allowed at a site can request a Zoning Verification Letter for $40.00. The building permit fee schedule in the same resolution sends the zoning step of a building permit to Planning and Zoning for areas not within city limits. Planning and Zoning: 6051 Old Bagdad Highway, Suite 202, Milton (850-981-7000).

Alcohol Certificate of Zoning Compliance for On-Premises Consumption (Unincorporated Santa Rosa County)

Land Development Code Sec. 4.09.01 A states: "No vendor shall sell liquor, beer or wine for on-premises consumption in the unincorporated areas of the County without first obtaining a Certificate of Zoning Compliance from the Planning Department." The certificate is not granted where the place of business is within 2,500 feet of an established church or school, measured along the shortest route of ordinary pedestrian travel from main entrance to main entrance (or to the nearest point of school grounds). The distance rule does not apply to licenses defined in F.S. 563.02(1)(a) and 564.02(1)(a), or to a restaurant equipped to serve at least 35 persons full-course meals at tables at one time and deriving at least 51 percent of its gross revenues from food and non-alcoholic beverages, and it does not apply along the US 98 corridor. Alcohol-serving establishments may not be adjacent or contiguous to a church or school. A transferee who keeps the business at the same location and applies within 60 days of the transferor's last day of business may not be denied. Sec. 4.09.01 D requires a fee with each application, and Resolution No. 2025-29 sets the Alcohol Zoning Review at $25.00. The state alcoholic beverage license itself is issued by DBPR's Division of Alcoholic Beverages and Tobacco.

Itinerant Vendor Permit (Unincorporated Santa Rosa County)

Land Development Code Sec. 4.02.10 defines itinerant vendors as persons, firms and corporations that sell, offer or exhibit for sale goods, wares or merchandise from a fixed location without operating from a permanent building or in conjunction with a lawful commercial use in a permanent building; door-to-door sales are outside the definition. Itinerant vendors are allowed by right in the Highway Commercial Development and Industrial district (one vendor per business or parcel), and elsewhere with approval of the Director of Planning and Zoning, who weighs proximity to homes, access to a major thoroughfare and nuisance potential. Sites need existing access to a major thoroughfare, trucks and trailers must be tagged and road ready, tents must meet building or fire and life safety codes, and no accessory structures are allowed; on Navarre Beach vendors must be on commercially zoned property with a commercial lease. Exemptions cover growers selling their own agricultural products, charitable and civic organizations selling through members, and sales at sponsored or permitted fairs, festivals and special events. A permit is valid for one year; renewal is requested by email or signed letter before expiration, requires a site inspection and a $100 renewal review fee, and the permit may transfer to a new owner of the same vendor but not to a different vendor. Resolution No. 2025-29 sets the permit fee at $100.00. F.S. 509.102(2)(a) preempts local permits and fees for mobile food dispensing vehicles to the state, so this record covers retail sellers of goods only, not food trucks.
