About each permit

Commercial Address Change

$50 for a property owner requesting a specific address — worth knowing about when a tenant space is being subdivided and the suite numbering has to be created before utilities and licensing can be applied for. A street name change is also $50, refunded if City Council denies the request.

Zoning Application

$1,000 plus $40 an acre, capped at $11,000. A city-initiated rezoning is free. Fees are refundable if the application is withdrawn before public notices go out and within six months of the application deadline; after that the Director of Planning may still refund on a written request, case by case. Filing a request that was previously denied costs $125 to appeal to City Council, and each public hearing notice sign is $50.

Specific Use Permit

Priced identically to a straight zoning change at $1,000 plus $40 an acre, capped at $11,000 — Grand Prairie is one of the few cities that does not charge a premium for a use permit over a rezoning. Arlington, by contrast, charges twice as much for a specific use permit as for a zoning change.

Sign Permit

$75 for a sign up to 50 sq ft, or $100 plus $0.10 a square foot above that, with $50 added if the sign is lit. A balloon sign is $50 and a unified signage plan $300. The enforcement side is unusually sharp: violating the sign provisions is a misdemeanour carrying a fine up to $200, but for PORTABLE signs the fine is $500 to $1,000 and the property is barred from displaying a portable sign for a year after conviction — and if the lessor is the one in violation, the lessor is barred from operating in the city for a year.

Special Event Permit

TWO FIGURES ARE PUBLISHED FOR THIS PERMIT AND THEY DO NOT AGREE. Article 22 of the Unified Development Code, last updated 2 September 2025, sets $30 plus a $250 deposit held against clean-up and restoration of the site, and a further $15 if an electrical permit is needed. The Office of Emergency Management, which actually issues the permit, publishes $40 for a one-time special event of no more than four events in a year and $400 for a recurring one above that. The adopted code and the issuing office are describing the same permit differently, so ask which applies before budgeting an event series — the recurring figure is more than ten times the code one.

Floodplain Permit

$300 for 3 to 20 acres and $500 above 20 acres. Note the term: Sec. 22.2.22 expires a floodplain permit one year after release, so a development that stalls needs it re-issued rather than extended.

Concept Plan

$700 plus $40 an acre. This one is easy to miss in sequencing: Sec. 22.2.1 requires a concept plan for ALL new development BEFORE rezoning, clearing, preliminary engineering work or any preliminary or final plat. It is the first cheque a developer writes in Grand Prairie, not a later step.

Plat Application

$500 plus $20 per lot or $20 per acre, whichever is greater, capped at $10,500 — the same formula for a preliminary plat and a final plat, so a development pays it twice. County filing fees are charged on top in accordance with the fee schedule of whichever of Dallas, Tarrant, Ellis or Johnson County the land sits in, plus a $75 transportation and filing fee.
