| Food Truck and Vending Permits (street, sidewalk and parkland) | City and Borough of Juneau, Community Development Department | The City and Borough code sets no general food truck license fee; what is charged depends on where the truck trades. Sidewalk vending under CBJC 62.10.070(b) is a non-refundable $50.00 filing fee plus a permit fee of $150.00 per month or fractional month, with the first and final month payable on application where the period is three months or more. Street vending under 62.10.050(b) is a non-refundable $50.00 filing fee plus $200.00 per month. An open flame permit for a food vendor is $50.00 per vendor. Vending on CBJ parkland is charged by day and status: a non-profit pays $50.00 for the first operational day and $20.00 for each additional day, a commercial vendor $75.00 and $25.00, and a Marine Park site $1,250.00 per month plus tax. Trading on private property in an allowed district needs a building permit rather than a vending permit, and a sidewalk obstruction permit under 62.10.010 is $100.00. | monthly for street and sidewalk vending; sidewalk applications open October 1 for the following calendar year | 2026-09-14 |

About each permit
Veterinary Practice — State Licenses the Practitioner (Juneau)
No fee applies locally: CBJ Title 20's chapter list names no veterinary chapter, and 12 AAC 02.350 sets fees for veterinarians and veterinary technicians only, with no facility line in the fee chapter. Juneau's Title 08, Animal Control and Protection, reaches pet licensing rather than veterinary businesses: chapter 08.15 provides that 'No person shall own, keep or harbor any dog … unless the dog is licensed as provided in this chapter,' which falls on owners. The owner's fee is set by Resolution No. 2809(am), adopted October 16, 2017 under CBJC 08.50.010 and still the latest animal control fee resolution in the code's resolution table: 'The annual license fee shall be $45.00 for each dog over the age of six months, provided that the fee shall be $20.00 for each spayed female and each neutered male,' halved for dogs acquired after September 1, with a $15.00 late fee for a license issued after March 31. The same resolution prices the transfer of 'an animal establishment permit' at $25.00, but Title 08 as now codified creates no such permit — chapter 08.15 licenses dogs only — so nothing in it attaches to a clinic. A clinic's obligations are the sales tax registration, the development permit and conditional use permit where required, the building permit and the annual fire inspection.
Development Permit / Conditional Use Permit
Juneau's land use fees are among the lowest of the Alaska municipalities covered on this site — a Class II conditional use permit covering a commercial premises under 10,000 square feet is $500.00, against $4,720.00 for the equivalent band in Anchorage. The banding is by floor area and site size rather than by trade, so the same fee reaches a restaurant, a shop, a salon and a fitness studio of comparable size. Childcare is explicitly split across two bands and the distinction is worth noting before choosing premises: a day care or child care home is Class I at $350.00 while a day care or child care centre is Class II at $500.00. Two further provisions catch businesses out. CBJC 49.85.100(22) prices a fee in lieu of parking at $10,000.00 per required off-street space, which dwarfs every other figure on the schedule. And a wireless communication facility is $350.00 plus $500.00 where a special use permit is needed, plus actual costs for technical expert review. Where a fee is not listed, 49.85.100(16) directs the community development director to charge the fee for the most similar listed action, and 49.85.100(17) allows a refund less ten percent where an application is cancelled before review is complete.
Sign Permit
This is the cheapest sign permit of the Alaska municipalities covered on this site — $50.00 covering two signs, against Anchorage's $350.00 for a non-illuminated sign charged per inspection. The process is also quick and the Department commits to it in writing: 'A sign permit application will be reviewed and decided by the department within three (3) working days after receipt of the complete application.' Applicants file both a sign permit application and a development permit application, submitting to permits@juneau.gov or the Permit Center at 230 South Franklin Street. Signs proposed for the Historic District must additionally comply with the Historic District Sign Standards. Exempt window, residential and temporary signs are listed at CBJ 49.45.300.
Contractor — State Registration and Backflow Testing Apply (Juneau)
No fee applies locally: the chapter lists of CBJ Title 20 (Business Regulations) and Title 19 (Building Regulations) name no contractor licensing chapter. The State of Alaska registers contractors instead, at $100.00 to apply and $250.00 for the biennial certificate of registration under 12 AAC 02.180, with a residential contractor endorsement at a further $250.00 and bonding from $5,000 for a handyman whose contract price is $10,000 or less up to $25,000 for a general contractor. What Juneau imposes instead is the permit set and one recurring compliance duty that is easy to miss: the Cross Connection Control Program requires that 'Backflow prevention devices must be tested by a CBJ approved tester each calendar year. A passing test report must be submitted for each device by November 1st of each calendar year.' One benefit runs the other way — a contractor holding a current building permit and a CBJ Builder Sales Tax Exemption Card buys construction services and incorporated materials free of the five percent sales tax.
Salon and Barber Shop — State Shop Owner License Applies (Juneau)
No fee applies locally: the chapter lists of CBJ Title 20 and Title 36 name no cosmetology chapter. Alaska licenses the premises instead: a shop owner license is $150.00 application plus $260.00 license, $410.00 in total, issued for two years and expiring August 31 of odd-numbered years, with a $5.00 fee for a change of location. The state license covers a shop performing hairdressing, barbering, esthetics, manicuring, body piercing, tattooing or permanent cosmetic colouring, and requires a DEC certification of compliance with 18 AAC 23, or a DEC certificate of sanitary standards where body art is performed. A salon's Juneau obligations are the sales tax registration — personal services are taxable at five percent — the development permit and conditional use permit where the district requires one, the building permit for fit-out, the $50.00 sign permit and the annual fire inspection.
Building Permit
The permit trigger expressly includes a change of use, so taking over an existing commercial space for a different purpose needs one even without construction. Valuation is comprehensive under 19.01.108.3, covering 'the total value of all construction work, including materials and normal market labor costs, … including finish work, painting, roofing, electrical, gas, plumbing, heating, air conditioning, elevators, mechanical, fire extinguishing systems, and any other permanent work or permanent equipment.' The plan review split is the detail most likely to be missed: fifty percent for residential-code buildings against sixty-five percent for everything else, charged on top of rather than within the permit fee. The figures date from 2009 — the valuation table, the grading sections and the third-party section all carry the annotation '(Serial No. 2009-16(b), § 2, 9-21-2009)' — and remain the codified text in the Municode version of June 26, 2026. They are also what CBJ itself publishes: the Building Permit Fee Table on juneau.org, marked 'EFFECTIVE: October 22, 2009,' works the valuation table through step by step and matches it at every tier boundary — $54.00 at $500, $878.34 at $100,000, $2,726.34 at $500,000 and $4,706.34 at $1,000,000 — with a commercial plan review column at sixty-five percent of each. The Department's current documents and handouts pages publish no other fee schedule. The grading permit tiers are recorded exactly as codified although they do not join up: the 101 to 1,000 cubic yard tier reaches $211.50 at 1,000 cubic yards while the next tier restarts at $54.00 for the first 1,000, so a project near a tier boundary should ask the Permit Center which figure it applies. Third-party review earns a discount under 19.01.108.14, which provides that the plan review fee 'shall be reduced by $500.00 unless such reduction would result in a fee of less than $250.00 in which case the plan review fee shall be $250.00.' Applications are now filed only through the Civic Access portal.
Food Truck and Vending Permits (street, sidewalk and parkland)
Juneau regulates food trucks by location rather than by license, and the zoning rules are more restrictive than the fees suggest. The Community Development Department sets out the districts in its own words: food trucks are allowed with a building permit in Light Commercial, General Commercial and all Mixed Use districts; allowed with a building permit and Planning Commission approval in D-10, D-15, D-18, Rural Reserve and Industrial; and not allowed at all in D-1, D-3, D-5, D-10SF and Waterfront Industrial. It also states that 'Food trucks are not allowed in right-of-ways and sidewalks' as a general matter, which is why the street and sidewalk vending permits above are separate, location-specific instruments rather than the default route. The Department's three practical questions for a truck are worth recording as they drive the building permit: 'How are you getting your power? How are you getting your water? What are you doing with your gray water?' Parking is required at one space per 200 square feet of restaurant space. Sidewalk vendors must carry at least $1,000,000 of public liability insurance naming the City and Borough as additional insured. The food safety license itself is Alaska DEC's, at $215.00 for a mobile food service or $190.00 for a retail mobile vendor. One 2026 note: Marine Park vending is temporarily relocated to Elizabeth Peratrovich Plaza for the summer season because of construction, at the same $1,250.00 monthly rate.
Certificate of Occupancy
The City and Borough code publishes no separate fee for this certificate. The requirement itself is unambiguous — 19.01.110.1 bars use or occupancy and any change in occupancy classification until the building official issues the certificate, and 19.01.110.2 adds that 'No change in the character of the occupancy of a building shall be made without a certificate of occupancy.' Code § 19.01.110.1 through .4 and the § 19.01.108 fee series list no certificate of occupancy fee, and no provision expressly waives one; ask the Permit Center whether any charge applies beyond the building permit fee. A temporary certificate is available where 'no substantial hazard will result from occupancy … before the same is completed,' and the code is explicit that it 'is not a substitute for an approved final inspection of the entire building.'
Fitness Studio — City and Borough Position (Juneau)
This listing carries no fee: the chapter lists of CBJ Titles 20 and 36 name no fitness, gym or health club chapter, and the fee sections of 12 AAC 02 name no state fitness license. A studio's obligations are the sales tax registration, since services are taxable at five percent, the development permit and a conditional use permit where the district requires one, priced by floor area rather than by trade so that a studio under 10,000 square feet falls in Class II at $500.00, the building permit for fit-out, the $50.00 sign permit and the annual fire inspection the Fire Marshal performs on buildings open to the public.
