Business licenses and permits in Anchorage, Alaska
Anchorage is a unified home rule municipality merging city and borough functions, and it has the deepest local regulatory layer of any Alaska municipality covered on this site — it licenses food, childcare, salons and contractors itself. Its Business Licenses page nonetheless lists only the specific businesses that require a Municipal business license or permit, and AMC Title 10 enumerates the licensed activities and the Clerk issues only a short list, with the Mobile Food Service and Solicitation chapters both marked repealed. Food is the clearest divergence from the rest of Alaska. DEC's own pages establish that Anchorage is the single municipality running its own retail food programme, with DEC retaining manufacturing, processing and wholesale even inside the municipality. Anchorage Health Department food permits are risk-scored: $260.00 for Risk Type 1 at 0 to 5 points, $460.00 for Type 2 at 6 to 9 and $660.00 for Type 3 at 10 or more, with catering adding $150.00, plan review at $220.00 to $550.00 by floor area, a change of ownership at $150.00 per location and an enforcement inspection at $300.00. Childcare is municipally licensed under AMC 16.55 at $50.00 for one to eight children, $125.00 for nine to twenty, $250.00 for twenty-one to eighty and $375.00 for eighty-one or more. A salon, barber or nail shop is a $150.00 annual health permit. Contractors need a municipal license on top of the state one, at $400.00 for two years or $450.00 with a residential endorsement, expiring February 14. Commercial building permits are $350.00 up to $50,000 of valuation, then 1.2 percent of valuation with a $700.00 minimum to $1,000,000, then $12,000 plus 0.8 percent, then $44,000 plus 0.6 percent above $5,000,000. Fire inspection is base $75.00 plus an occupancy fee by floor area, with a forty percent discount where an inspection finds zero violations. Anchorage levies no general sales tax; its selective taxes are a 12 percent room tax, an 8 percent vehicle rental tax, 5 percent on alcohol and marijuana and a CPI-indexed cigarette tax at 139.2 mills per cigarette.

What do these permits involve in Anchorage?
Conditional Use Permit / Variance / Site Plan Review
One conflict is recorded rather than resolved, and it is confined to a single application type. On rezoning, the Planning Department's posted schedule effective August 13, 2025 gives a base of $3,965.00 plus $1,395.00 per acre above one acre with total charges capped at $16,520.00, while the adopted regulation AMCR R21.20.002, last amended by AO 2024-24, gives a base of $9,960.00 plus $1,130.00 per acre above five acres capped at $33,960.00. Conditional use, variance and site plan figures agree across both documents; only rezoning diverges, so both rezoning figures are given here; confirm the applicable one with the Planning Department. The platting figures rest on the Planning Department's posted fee schedule PDF alone rather than on the adopted platting fee regulation, AMCR R21.20.003. Two industry-specific lines are worth flagging: a restaurant or eating place seeking an alcohol license needs an administrative site plan review priced at $1,180.00 plus $0.70 per square foot capped at $4,720.00, and a marijuana special land use permit is $1,700.00.
General Business License — Anchorage Position (state license is universal)
No fee applies municipally: the Municipality's Business Licenses page lists only the specific businesses that require a Municipal business license or permit — but a reader should not conclude that no license is needed at all. The Municipality states the split itself: 'No matter what type of business you start in Alaska, you will be required to obtain a state of Alaska Business license. … In addition … the Municipality requires that certain industries also obtain a Municipal business license and or specific permits relevant to that industry.' The state license is $50 per year under AS 43.70.030(a), or $25 where the sole proprietor is 65 or older or a service-connected disabled veteran, and expires December 31 of the period purchased; it is recorded at the state layer. Municipally, AMC Title 10's chapter list is enumerated and two entries are dead — chapter 10.30 Mobile Food Service and chapter 10.35 Solicitation are both marked REPEALED. Where a municipal license does apply the amounts sit in AMCR Title R10: a pawnbroker or used automobile display lot is $100.00, a service establishment $100.00, a recreation or amusement activity $50.00 and a vendor $150.00. AMC 10.70, headed LICENSE FEES, is a live chapter: the Part II chapter list marks repealed chapters explicitly — 10.30 MOBILE FOOD SERVICE (REPEALED) and 10.35 SOLICITATION (REPEALED) both carry the tag — and 10.70 does not, so it stands unrepealed alongside 10.75 INSPECTION FEES. The license amounts given here are those published in AMCR Title R10. Title 10's full current chapter list is 10.05 general provisions, 10.10 license administration, 10.15 contractor's licenses, 10.20 merchants, 10.40 service establishments, 10.45 recreation and amusement activities, 10.50 alcoholic beverages, 10.54 tow operator license, 10.55 teen nightclubs and cultural performance venues, 10.60 vendors, 10.70 license fees, 10.75 inspection fees, 10.80 marijuana establishments and 10.90 registration of short-term rentals.
Fire and Life Safety Inspection
Two features of this schedule are unusual enough to record. The first is the compliance discount: amended IFC 108.9.4 provides that 'For Group B, F, M, and R occupancies, where there are zero violations, the fees shall be discounted 40 percent off the total fee,' and 108.9.2 lets the fire code official inspect at no charge where an owner is showing progress abating violations. The second is the escalating re-inspection ladder — $175.00, then $350.00, then $500.00 — which makes repeated failures expensive quickly. Fire protection system construction permits sit in Table 3-M and matter most to restaurants and auto shops: a kitchen hood fire system is $450.00, a fire pump $700.00, a special hazard system $700.00, a standpipe $875.00, a gas detection system $450.00, beverage CO2 gas detection $275.00, and sprinkler, alarm or foam-water systems run $450.00 for up to twenty-five devices rising to $825.00 for seventy-six to one hundred. The Department confirms its own basis and its licensing role: it 'conducts inspections as a deferred jurisdiction of the State of Alaska Fire Marshal's Office,' and inspections precede licensing of childcare, adult care and assisted living facilities as well as premises where marijuana or alcohol are manufactured, sold or consumed.
Commercial Building Permit
The valuation basis is prescribed rather than negotiated and includes an Anchorage-specific multiplier: AMC 23.10.104.14.1 provides that valuation 'shall be based on the Building Valuation Data Chart in the most recent August issue of the Building Safety Journal as published by the International Code Council. The regional multiplier shall be 1.3,' calculated by dollars per square foot. Finished basements are taken at 0.67 of the rate, partially finished at 0.40 and permanent fabric structures at 0.50. Where an applicant declines to produce the construction contract, the Municipality assigns 20, 40, 60 or 80 percent of new-construction valuation by scope. Inspection charges under Table 3-C escalate sharply and are worth planning around: a first or re-inspection is $175.00 per hour with a one-hour minimum, a second re-inspection for the same issue is $265.00 per hour, an unscheduled inspection is $350.00 per hour, out-of-hours is $350.00 with a two-hour minimum and Sundays or holidays are $400.00 with a two-hour minimum. Expedited plan review is the base fee plus sixty percent of the building safety fee, and express review is $280.00 per hour per discipline.
Certificate of Occupancy (charged through the underlying permit)
No fee applies to the certificate itself: the AMC 23.10.109 fee schedule lists no certificate of occupancy line. What is charged instead is the underlying permit: a change of occupancy without alteration is a $350.00 permit under Table 3-A item 3.D, so a business taking over an existing space for a different use pays that rather than a certificate fee. AMC 23.10.107.4 also requires an as-built survey for new structures, moved structures and additions, and permits a conditional certificate where 'substantial hazard will not result from occupancy … before the same is completed,' with weather-delayed conditional certificates expiring September 15 of the following year. Where a permit does not involve occupiable space or a change of occupancy classification, a Certificate of Completion issues instead. Separately, AMC 21.03.060 prices a certification of zoning status, including nonconforming or grandfather rights, at $135.00 per hour with a two-hour minimum.
