This is where Richardson's fees actually moved. Finishing a shell used to be $250 up to 2,500 square feet and a flat 10 cents a foot above; it is now $500 and $500 plus 12 cents a foot — so a 6,000 square foot fit-out went from $600 to $1,220, roughly double. The minimum on a commercial alteration went from $75 to $225 in the same period. The one per cent rate itself is unchanged, as is the cap at what a new structure would cost. The schedule warns that an undervalued estimate will be recalculated on nationally published building valuation data, so declaring low does not help.
$100, and the codified wording is precise: the fee is WAIVED when the certificate is affiliated with a building permit. So a tenant fitting out under a permit pays nothing extra, while a tenant taking on finished premises and changing nothing pays $100. Unchanged in amount since 2015, though the 2015 wording put it the other way round — chargeable where no building permit had been issued — which comes to the same thing. A commercial utility release is a separate $100 and reinspection $50.
$100 to erect, alter, replace or relocate a permanent sign, $50 for a temporary sign and $75 to repair one — none of them changed since 2015. The expensive lines are the exceptions and they are worth planning around: a sign variance application under section 18-27 is $250, filing an appeal to the Sign Control Board is another $250, and a Master Sign Plan through Development Services is $500. Richardson runs the Sign Control Board as a standing body and it hears real cases, so treat a departure from the sign ordinance as a budget item rather than an edge case.

This appears in the codified schedule and not in the 2015 PDF at all, which is one reason the older document was an unsafe guide. Which operations need one comes from the adopted fire code rather than the fee schedule, so read the code before assuming you need none. Gates and barricades across fire apparatus access roads are their own line at $50 a year per system. A site plan review is $600, a concept plan $500 and a non-residential landscape plan another $500 — they are separate applications, not stages of one. Two cheap lines are worth using first: a zoning verification letter is $50, which is the least expensive way to establish whether your use is permitted before committing, and a temporary open-air market zoning request is $500. Resubmitting an application costs half the original fee. A non-residential variance from the zoning ordinance is $325.
Worked example: a centre licensed for 100 children pays $135 a year ($35 + $1 x 100). The annual fee falls on the anniversary of the date the initial licence was issued, not on a calendar date.
Required to form an LLC or corporation, not to trade as a sole proprietor. Texas has no statewide general business licence, so for many businesses this filing plus a sales and use tax permit is the entire state-level obligation.
Only needed if you trade under a name different from the one on your formation filing. The certificate is effective for a term not exceeding ten years from the date of filing and does not roll over by itself — it must be actively renewed, and a new certificate can be filed within six months of the original expiring. The $25 is the Secretary of State fee; sole proprietors and general partnerships file with the county clerk instead, at county rates.
There is no fee for this permit — the Comptroller says so directly, which is worth stating because a blank fee reads as though nobody knows. It does not expire on a date, but it is not permanent either: it is valid only while you are actively engaged in business as a seller, and the Comptroller's office may cancel it on finding that you are not.
