About each permit

Change of Ownership Application

$175 to transfer a permit on a change of ownership — a real cost when buying a going concern, and one that sits on top of the new owner's own annual permit rather than replacing it. Worth pricing into a purchase alongside the $300 plan review if the buyer intends any alteration.

Public and Semi-Public Swimming Pool or Spa Inspection

$250 a year charged PER POOL OR SPA rather than per site, so a hotel with a pool and a separate spa pays $500. Reinspection is $50. Note the separate construction charge: building the pool costs $200 as a swimming pool permit, or $100 for a spa, hot tub or above-ground pool, and that is a one-off under Chapter 6 rather than part of this annual inspection fee.

Food Establishment Plan Review

$300 — more than the smallest annual permit costs, and above what most neighbouring cities charge: Allen is $200, Plano $475 for new construction but $275 for a remodel, and Irving $125. Richardson makes no distinction between new build and remodel, so a fit-out in existing premises pays the full $300. Unchanged when the fees were codified into Appendix B in September 2025.

Food Establishment Reinspection

$125 per reinspection — mid-range for the Metroplex, below Garland's and McKinney's $200 and above Allen's $75. Half the cost of the smallest annual permit, so a single failed inspection is a material addition to a small operator's yearly bill.

Food Service Permit

Three floor-area bands — $250 up to 2,000 square feet, $350 from 2,001 to 7,500 and $450 above 7,500 — with a multi-department food store at $750. That last figure is the one to plan around: a supermarket with departments pays $300 more than the largest single-area band, and it is charged as one permit rather than as a per-counter add-on of the kind Wichita Falls and Burleson use. Renewing more than 30 days late adds $100. The annual renewal is the same amount as the original permit fee. These figures are confirmed by the codified Master Fee Schedule as well as by the Health Department's own page, which is why they carry two citations.

Commercial Day Care Food Service Permit

$150 a year, priced as its own category well below the $250 floor for a general food establishment — Richardson treats a nursery kitchen more cheaply than a coffee shop of the same size. A registered family home permit is $50 a year under section 10-68. Both sit alongside, not instead of, the state Child Care License.

Temporary Open-Air Market Food Vendor Permit

$50 for a food vendor at a temporary open-air market and $100 for a concession food vendor. Two exemptions are worth knowing before paying: a non-food vendor is exempt, and so is a COTTAGE FOOD vendor — so a home baker selling under the Texas cottage food law pays nothing. A temporary food event vendor outside the open-air market framework is $50 under section 10-126(b), and the market itself needs a $500 zoning request for a temporary open-air market.
