About each permit
Non-Conforming Use Registration
$350 to register a new non-conforming use including the letter, then $150 every year to renew it. This is the recurring obligation that catches long-established businesses whose zoning changed around them — the registration is not one-and-done, and letting it lapse puts the protected status at risk. Eligible for the city Fee Waiver Programme.
Commercial Plan Review
Development Services sets a MINIMUM valuation for commercial construction using International Code Council cost-per-square-foot figures adjusted by the Army Corps of Engineers modifier for San Antonio — so the valuation your fee is based on is established by the city at submittal, not by what you declare, and plan examiners may check it again during review. An unfinished interior is discounted 50%: a 1,500 sq ft project with an unfinished interior is assessed as 750 sq ft. Fire systems plan review is a further $100 per permit and commercial irrigation plan review $100. This fee is eligible for the city Fee Waiver Programme.
Commercial Building Permit
The marginal rate FALLS sharply as the project grows: $7.28 per $1,000 on the first $25,000, then $5.72, then $2.00 above $75,000. A $1m commercial project comes to roughly $2,410 in building permit fee — proportionally far less than a $50,000 fit-out. A commercial conditional permit, letting work start ahead of full approval, is $200 on top of the building permit fee. Commercial fence and re-roof permits are both charged on building valuation. This fee is eligible for the city Fee Waiver Programme.
Commercial Trade Permit — Mechanical, Electrical and Plumbing
Since the BuildSA launch in winter 2020, San Antonio charges commercial trade permits as a flat fee by occupancy group and square footage rather than by counting fixtures, outlets and tonnage — which is why a large kitchen or salon fit-out is far easier to budget here than in Arlington or Pasadena. Mechanical and electrical are priced identically; plumbing costs more above 10,000 sq ft ($645 against $495 at the 25,000 band, $1,520 against $1,245 at 50,000). An S (Storage) occupancy is charged at 50% of these figures, with a $100 minimum.
Building and Fire Code Appeal
$155 to go before the Building related and Fire Code Board of Appeals and Advisory Board, and $155 again to appeal that board's decision. Cheap relative to the delay it can resolve — worth knowing exists before redesigning around a code interpretation you disagree with.
Commercial Certificate of Occupancy
$200, and the fines are specific enough to be worth quoting: occupying NEW commercial construction without one is $500; occupying EXISTING commercial construction without one is $200 plus the certificate fee; and an expired certificate is a $500 fine plus the basic fee. A name change on an existing certificate is $50 and a duplicate copy $5. An occupant load adjustment is $100 an hour. Eligible for the city Fee Waiver Programme.
On-Premises Sign Permit
The cheapest sign permit in this dataset by a wide margin — a 30 sq ft wall sign at ground level is $10.80, against $150 in Waco and Frisco and a $200 minimum in Abilene. The height fee is what adds up: $2.00 per foot. Electrical signs carry an inspection fee on top — $10.80 for gas tube, electric or LED, and $5.40 plus $0.22 a socket for an incandescent sign. The on-premises sign permits inspection fee is $50 and sign plan review $50 per permit. Eligible for the city Fee Waiver Programme.
Zoning Change
$795 up to half an acre, $1,770 to 5 acres, $3,182 to 10, $5,620 to 25, $5,814 to 50 and $5,930 above 50 acres, plus $120 per acre over 25, capped at $11,500. Postponing a zoning case is $405 and a continuance $405. If you need it faster, the expedited track is roughly double at every band — $1,560 up to half an acre rising to $11,400 above 25 acres, with a $23,000 cap — which is the largest expedite premium in this dataset.
Landscape Plan Review
$175 up to 1.9 acres, $200 for 2-2.9, $300 for 3-5.9, $400 for 6-10.9, $500 for 11-15.9, $600 for 16-20.9, $700 for 21-30.9, $800 for 31-35.9, $900 for 36-40.9 and $1,000 at 41 acres or more. A commercial pool carries its own landscape plan review on the same acreage bands. Eligible for the city Fee Waiver Programme.
Re-inspection Fee
$50 — among the cheapest re-inspection fees in this dataset, against $200 in Arlington and $63 in Fort Worth. Plan review by appointment is $200 per appointment on top of the building permit fee, and a reviewer's time is $100 an hour at a one-hour minimum. A preliminary meeting is $100 an hour per discipline. Refunds are $50 and are not issued once work has been performed, or more than 30 days after a trade permit issued or 90 days after a building permit.
Temporary Commercial Certificate of Occupancy
$500 for the temporary certificate — two and a half times the $200 full commercial certificate — but each extension is only $100. That is the reverse of Abilene, where the certificate is $300 and each extension $1,000. After-hours counter service for a temporary certificate is $50 an hour.
Certificate of Occupancy — Tent
$100. San Antonio permits a tent through the certificate of occupancy route rather than as a fire operational permit, which is where most other Texas cities put it — so look for it under occupancy, not under the fire department.
Commercial Demolition Permit
$100 for a single-storey commercial building, $200 for two to three storeys and $650 above three — San Antonio is one of only two cities in this dataset that bands demolition by height rather than area, the other being Abilene. Residential demolition is $75. Eligible for the city Fee Waiver Programme.
Demolition Contractor License
$85 to license initially and $35 to renew — the renewal is under half the initial fee, which is unusual and worth noting against Fort Worth, where a specialized certificate renews at the full $1,125. A duplicate copy of the license is $5 plus tax.
Master Electrical License
$300 to renew the city license for two years. Registering a state electrical contractor license with the city, and renewing it annually, is $85. A restricted residential wireman renews at $60 for two years, a maintenance electrician at $60, and a maintenance technician — limited to work under a maintenance permit — at $35 a year. Changing the DBA on a master license is $20.
Zoning Verification Letter
$350 per letter — by far the most expensive zoning verification letter in this dataset, against $75 in Arlington and $56.25 in Fort Worth. A variance verification letter and a non-conforming use verification letter are $150 each, and an expedited verification letter is $250. If what you actually need is confirmation of a variance rather than the zoning itself, the cheaper letter may be the right one to ask for. Eligible for the city Fee Waiver Programme.
Conditional Use Authorisation
$300 for a conditional use, against $500 for a specific use authorisation and $700 for a master plan community district fee. Notably cheap next to Arlington's $2,400 specific use permit — San Antonio prices the use approval far below the rezoning it sits alongside.
Alcohol Variance
$300 to seek a variance from the distance rules that keep alcohol sales away from schools, churches and hospitals. Cheaper than Arlington's $1,000 alcohol distance appeal. Needed before the state license can proceed where the site fails the separation requirement.
Short-Term Rental Registration
$300 to register a Type 1 short-term rental and $450 for a Type 2, with renewals at exactly the same figures. Type 1 is broadly an owner-occupied property and Type 2 one that is not, which is why the city charges half as much again for the latter. A special exception appeal to the Board of Adjustment is $400.
Vacant Structure Registration
$750 a year for a commercial or other non-single-family vacant structure, against $250 for a vacant single-family home, plus an annual inspection at $0.01 a square foot with a $50 minimum. Registration is due within 90 days and late registration adds $150. This is the cost of holding an empty commercial building in San Antonio, and it is one very few owners budget for.
Sign Operator's License
$100 for an on-premises sign operator's license and $375 for an off-premises one, each renewing at the same figure. A master sign electrician renews the city license at $125. Off-premises signs also carry annual inspection fees — $50 up to 300 sq ft and $75 from 300 to 672 sq ft — and a digital off-premises sign is inspected annually at $200 to $400 by size, which is a standing cost a billboard operator has to carry.
