About each permit

Liquid Waste Hauler Permit

$150 for the first vehicle and $150 for each additional vehicle, unchanged; a trip ticket book rose from $20 to $30 on 1 October 2026. The Health Division's Permits & Fees page lists the liquid waste truck permit as $150 a year. The permit falls on the hauler that empties a grease trap rather than on the restaurant.

Farmers Market Permit

$10 for a one-day farmers market vendor permit or $100 for the year-round permit, unchanged by Ordinance No. 5274 — so the annual permit pays for itself at ten market days. The Health Division's Permits & Fees page states the annual permit runs from 1 January to 31 December, so an annual permit bought in November covers two months.

Day Care Health Permit

$200 a year, unchanged by Ordinance No. 5274, which renames it the Daycare Food Establishment Permit. It is its own permit line rather than a variant of the standard food establishment permit. A second or later food establishment re-inspection is $50 each.

Food Establishment Health Permit

From 1 October 2026, $300 a year for 1 to 9 employees, $400 for 10 to 19 and $450 for 20 or more (previously $250, $325 and $375). A permit more than 14 days past due adds a $50 late fee. An incidental sales permit, for a business selling food as a sideline, is $100 a year under § 12-132. The Health Division's Permits & Fees web page still shows an older $250/$300/$350 table; the adopted ordinance is the controlling text. Ordinance No. 5274 deleted the Dallas County and Kaufman County mobile food unit health permit sections; HB 2844 moved annual mobile food vendor permitting to Texas DSHS from 1 July 2026.

Temporary Food Permit

$52 per vendor per event for a temporary food establishment of fifteen days or less, and $200 per vendor for a seasonal or pop-up food establishment per season or other time period (up from $100 on 1 October 2026). Ordinance No. 5274 deleted the $250 annual pop-up permit for intermittent operations. For city-sponsored events and downtown Mesquite, a food vendor permit is $30 for one day, $50 for four days or less, and $200 a year for a downtown food vendor operating intermittently (down from $250). A farmers market vendor is $10 for a day or $100 for the year.

Public Pool and Spa Health Permit

$150 for the permit to operate each public or semi-public pool or spa, so a hotel with a pool and a separate spa pays $300; unchanged by Ordinance No. 5274, which adds a $150 permit for splash pads with filtered and recirculated water systems. The late or re-inspection fee is $50, and certified pool operator registration $10. This operating permit is separate from, and additional to, the $200 construction permit for a public or semi-public pool under § 12-100.
