About each permit

Limited Food Establishment Permit

$200 a year, the cheapest standing food permit Frisco issues. Below it sit the narrower categories: a concession permit and a short-term merchant permit are $100 each a year, and a seasonal food establishment running a maximum of 30 days is $150. A coffee bar or packaged-goods counter is often a limited establishment rather than a full one — worth asking before applying at the $300 band.

Temporary Event Food Permit

$52 for an event of up to 14 days, with a $75 late fee — the late fee is larger than the permit, so applying late costs more than the permit itself. A seasonal food establishment running up to 30 days is $150 instead.

Food Establishment Permit

Food Establishment I is $300, II is $664 and III is $773, and the schedule states plainly what the numbers mean: type I is risk level 1, type II risk levels 2 and 3, and type III risk level 4 — the categories set the inspection frequency as well as the fee. Because Frisco prices on risk rather than turnover, a small restaurant doing complex preparation can pay $773 where the same business in Dallas or Fort Worth, banded on gross annual food sales, would pay $258. The late renewal penalty is proportional rather than flat: half the annual fee at 1 to 30 days, the whole annual fee at 31 to 60. Reinspection is $200 for a fixed establishment and $100 for a non-fixed one, and a risk violation occurrence is $75.

Daycare Food Operating Permit

$300 a year for a daycare's annual food operating permit — the same as the lowest restaurant band, and a fixed rate rather than a risk-banded one. This is the food side only; the childcare license itself is a state matter.

Food Establishment Variance Request

$200 covering the first hour of review and $50 an hour after that — an open-ended charge rather than a fixed one, which matters for a complex process like sous-vide or fermentation where the review is not quick. Plan revision review is charged the same way at $50 an hour.

Grocery Store Permit

$555, $664 or $773 by type, where the type is set by how many additional departments the store runs: none or one is type I, two or three is type II, four or more is type III. Frisco prices a grocery store separately from a restaurant, and the entry point is higher — a small grocer starts at $555 where a small restaurant starts at $300, because the department count rather than the risk level drives the band.

Commercial Pool Operating Permit

$225 a year per body of water, so a hotel with a pool and a separate spa pays twice. A public interactive water feature or fountain is also $225, dropping to $100 where it does not circulate. Construction is permitted separately: $200 for a commercial pool or interactive water feature, $75 for a commercial spa and $500 for a lagoon. Reinspection is $100 for a pool, spa or water feature and $250 for a lagoon.
