Temporary Use Permit

The Miscellaneous section of the Building Fee Schedule adopted by Resolution R-23-043 (effective April 1, 2023; amended April 21, 2026) lists a Temporary Use Permit at $277. The resolution's recitals name temporary uses among the services Development Services staff provide, and the schedule applies to unincorporated Manatee County. Contact the Building Division at (941) 748-4501 to confirm whether a given temporary event, sale or vending set-up in the unincorporated area needs this permit.

Pet Store and Breeder License (and retail dog and cat sale rules)

Code §2-4-26(b)(1) states: “All pet stores and breeders operating within Manatee County must obtain a license from Manatee County Animal Welfare. Licenses must be renewed annually. There is no fee for the license.” Facilities are inspected before a license issues and at least twice a year afterwards (§2-4-29). Under §2-4-31 an advertisement for the sale of animals must include the license number, and point-of-sale certificates are submitted after each sale. Section 2-4-32 (Ord. 21-28) makes it unlawful for any commercial establishment to engage in the retail sale of a dog or cat, with exemptions for animal shelters and animal welfare organizations, and §2-4-26(b)(3) states that no license will be issued to a commercial establishment selling dogs or cats that was not already operating when that provision took effect. A pet store may still host shelter adoptions. This applies only to a retail store that sells animals.
