About each permit
Pet Store and Breeder License (and retail dog and cat sale rules)
Code §2-4-26(b)(1) states: “All pet stores and breeders operating within Manatee County must obtain a license from Manatee County Animal Welfare. Licenses must be renewed annually. There is no fee for the license.” Facilities are inspected before a license issues and at least twice a year afterwards (§2-4-29). Under §2-4-31 an advertisement for the sale of animals must include the license number, and point-of-sale certificates are submitted after each sale. Section 2-4-32 (Ord. 21-28) makes it unlawful for any commercial establishment to engage in the retail sale of a dog or cat, with exemptions for animal shelters and animal welfare organizations, and §2-4-26(b)(3) states that no license will be issued to a commercial establishment selling dogs or cats that was not already operating when that provision took effect. A pet store may still host shelter adoptions. This applies only to a retail store that sells animals.
Veterinarian Duties for County Pet License Tags and Rabies Certificates
Section 2-4-18 of the Manatee County Animal Ordinance sets duties for veterinary practices and charges no fee to the practice. Every veterinarian practising in Manatee County must make approved county license tags and license certificates available; every veterinarian, and anyone who owns or operates a veterinary office or animal clinic in the county, must post a division-issued or approved poster on the legal obligations of dog, cat and ferret ownership in the waiting area or examination rooms; after a rabies vaccination the veterinarian must tell the owner that a county license tag is required under §2-4-5; a veterinarian may not charge more for a tag than the county fee resolution provides; and the practice must keep the license-certificate information and submit the division's copy of each certificate monthly for the prior month's rabies vaccinations. Under §2-4-1 the ordinance applies in incorporated and unincorporated areas, except where it conflicts with a municipal ordinance.
