About each permit
Zoning Permit
The square footage component is the one that bites on a change of use: at $0.20 per square foot, converting a 3,000 square foot retail space to a restaurant adds $600 to the $70.00 of fixed fees. The Land Development Regulations adopted November 17, 2025 carry no amounts of their own — §31-204 provides only that 'The Board of Aldermen shall establish all fees… A fee schedule shall be maintained and available for public distribution' — so the operative figures come from the department page and the 2023 schedule. One inconsistency between City sources is recorded: the Planning and Zoning page states a 'Recording Fee – $15.00 (per page)' while the 2023 Fee Schedule gives recording as 'As Prescribed by Vermont State Legislature' without a figure. Note also that the City's own zoning-permit-information page now redirects to an unrelated PDF and is effectively dead, so the department landing page is the live source.
Development Review Board Application
Rutland charges one flat Development Review Board fee rather than pricing conditional use, variance, site plan and subdivision applications separately as Burlington and South Burlington do. The City's Development Review Board page publishes no per-type breakdown and directs enquirers to named staff for 'applications, exact fees and complete instructions.' The two published figures, $150.00 plus $5.00 on the fee schedule and $155.00 plus recording on the department page, are close enough to be the same charge described twice, and both are recorded. There is no separate Planning Commission application fee, because that body drafts plans rather than issuing permits.
Child Care Facility — State License Applies (Rutland)
No city fee applies for childcare licensing: the chapter list of Title 11 (Business Licenses and Registration) of the Rutland City Code on eCode360 contains no childcare chapter, and the Vermont Department for Children and Families licenses the sector. The City's Land Development Regulations reference the state credential in their own definition, describing 'Day Care - Small' as 'A State registered or licensed day care facility,' which makes the state license the trigger for the local zoning category rather than a parallel requirement. A childcare operator's city obligations are the zoning permit, including the $0.20 per square foot change of use component, the building permit for any fit-out, and Development Review Board approval where required.
