The City's own Business Licensing page enumerates roughly forty specific licensed activities by name (advertising, amusements, animals, dry cleaning, employment agencies, hotels/motels, kennels, massage establishments, mobile home parks, peddlers, used-goods dealers, and more) rather than issuing one general business licence. A generic retail store, veterinary clinic, or fitness/gym studio appears on none of it — no fee applies, a confirmed absence rather than an unresearched gap. There is also no general occupation tax filling that gap the way Eugene, Oregon layers its Community Safety Payroll Tax over a similar closed list; no evidence of such a tax was found in any City of Oklahoma City document consulted.

All permanent signs must be submitted by a registered sign contractor (see the Contractor Registration record below). Signs proposed within a designated Design District may need additional review under the Planning Department's Certificate of Appropriateness program (405-297-1624).
No fee schedule for a stand-alone zoning verification or zoning-classification letter could be located among the City's published fee documents during this research. The Planning Department's Subdivision and Zoning section (subdivisionandzoning@okc.gov, 405-297-2623) is the office that answers zoning-classification and compliance questions for a specific address; whether it currently charges a fee for a written letter, and how much, is unconfirmed and should be verified directly with that office rather than assumed to be free. No fee, because Oklahoma issues no general licence to start or own a business — its own commerce department says so directly, adding that specific business types may still need a licence, permit or registration before opening. A business may still need an industry-specific state licence, an Oklahoma Tax Commission sales tax permit if it sells taxable goods, and whatever a city or county separately requires.

An LLC files a $25 annual certificate every year on its own formation anniversary, and falls out of good standing if it is more than sixty days late. A corporation is a different story entirely, and one worth getting right because the old assumption is now wrong: Oklahoma repealed its corporate franchise tax outright, with 2023 the last year a return was required. What survives afterward is explicitly foreign-only — the Secretary of State's annual certificate line item is marked for foreign profit corporations alone, at $10 plus a share of any increase in invested capital, and the Tax Commission's $100 annual registered agent fee is likewise foreign-only, due 1 July and risking forfeiture if unpaid by 1 September. On the evidence of every fee schedule that touches this, a domestic Oklahoma corporation owes nothing recurring to either agency at all.
Twenty dollars sounds like a trivial one-time cost, and in most states it would be — but Oklahoma's statute puts a hard three-year clock on the permit, after which it simply expires and must be obtained again, with no refund if the business closed early. A second location under the same owner costs only $10 more, also good for three years. This is distinct from Oklahoma's separate, fee-free Vendor Use Tax Permit aimed at certain remote sellers, which does not expire the same way — do not confuse the two.
