Which Oklahoma city are you opening in?

• Tulsa County, OKTulsa County, Oklahoma, seat Tulsa; population 693,514 (U.S. Census Bureau 2024 estimate). Tulsa County Development Services' Inspections division states that it "issues all building and trade permits in the unincorporated areas of Tulsa County", and its fee schedule effective September 8, 2026 (CMF# 20261877) prices building and trade permits, trade contractor registration, certificates of occupancy, Fire Marshal plan reviews and inspections, ABLE Commission letters of compliance, floodplain permits and zoning applications. Zoning in unincorporated Tulsa County is under the Tulsa County Zoning Regulations (CMF# 20241854, effective October 1, 2024); a Joint Resolution approved by the Board of County Commissioners on July 13, 2026 established the Tulsa County Planning Commission with jurisdiction within unincorporated Tulsa County, and zoning variances and special exceptions go to the Tulsa County Board of Adjustment. The Tulsa Health Department (THD), which describes itself as one of two autonomous local health departments in Oklahoma with jurisdiction throughout Tulsa County and the City of Tulsa, takes food plan review and state food license applications for the whole county; the food fees are state-set by the Oklahoma State Department of Health. Alcohol licenses are issued by the Oklahoma ABLE Commission. It does separately license food establishments, mobile food vending, and nursery/day-camp child-care centres, all administered by the City's Licensing Office within Development Services. The Development Center (also within Development Services) issues commercial building permits, certificates of occupancy, and sign permits; the Planning Department's Subdivision and Zoning section handles zoning-classification questions. The Oklahoma City-County Health Department (OCCHD) — a joint city-county health authority whose jurisdiction is Oklahoma City and Oklahoma County specifically — conducts the mandatory food-establishment inspection and plan review and performs childcare kitchen inspections at the Oklahoma Department of Human Services' request; Oklahoma City's limits also reach into Cleveland, Canadian, Pottawatomie and Grady counties, and a food business in those portions should ask OCCHD which health authority inspects its address. • Tulsa, OKThe City of Tulsa's Business Licensing page lists a short closed set of named licenses (food and occupational alcohol licensing, outdoor/mobile sellers, hotel, taxi and paratransit, chauffeur, pawnbroker, coin-operated devices, sexually oriented business, short-term rental, loading zone, recreation center, alarm permits and commercial-animal-establishment permits) and no general business license, and the City's 'Guide to Doing Business in Tulsa' states that 'In Oklahoma there is no general license required to start or own a business.' That list reaches only a fraction of the ten industries covered here, and no City document cited here publishes a general occupation-tax substitute. The City's Development Services Department (Permit Center) issues commercial building permits, certificates of occupancy, zoning clearance permits, sign permits, contractor registration by trade, and Fire Prevention Code operational/construction permits (the last after Fire Marshal plan review, all administered through the same Title 49 fee ordinance and Permit Center). • Norman, OKThe City Clerk's Business License page lists a closed set of roughly seventeen named categories (led by alcohol, Food Service, Mobile Food Service and Medical Marijuana) rather than a general business license — a different list again than Tulsa's or Oklahoma City's, and only Food Service/Mobile Food Service reach the ten industries covered here. Cleveland County Health Department is confirmed, from the Oklahoma State Department of Health's own county map page, to be one of Oklahoma's 80 state-run county health departments rather than an independent joint city-county authority like Tulsa's or Oklahoma City's, so the state layer's OSDH Food Establishment License fee schedule is what genuinely applies for food-safety permitting — Norman's own City Food Service License is a separate, additional local license layered on top of it, and unlike Tulsa's blocked health-department fee page, Norman's own $50/year figure is directly published. The Oklahoma County Planning Department, 320 Robert S. Kerr Ave., Suite 201, Oklahoma City, issues commercial building, trade, sign and stormwater permits and administers zoning for the unincorporated area only; its permit form states that "Oklahoma County issues building permits for the unincorporated area only", and the Planning page states that "The County Planning Commission's jurisdiction is limited to the unincorporated areas of the county. Each city in the county has its own planning commission." The county's Planning page FAQ states: "When it comes to land use planning and building, Oklahoma County does not have jurisdiction within the county's incorporated cities and towns. This means that if you want information about your zoning, about getting a building permit, or any other specific land use question, you must contact the city in which your property lies." Each incorporated city and town runs its own license, building and zoning regime, which stacks on these records for a business inside its limits. Health inspection across the county is carried out by the Oklahoma City-County Health Department (OCCHD), which enforces state food rules and collects the state-set plan review and temporary food fees; state food establishment licenses are issued by the Oklahoma State Department of Health. The Canadian County Permit Office page states: "Canadian County, excluding areas deemed as Special Flood Hazard Areas (SFHA), does not at this time have any codes that restrict the use or development of property located in the Unincorporated portions of the County. A permit is required if you are within a county maintained right-of-way or a FEMA identified SFHA." The same page adds: "If you live within a municipality, contact that city for the zoning and permit requirements." It also states: "Of course, the use of the property must also comply with any restrictions or codes imposed by the State of Oklahoma. You would be well advised to refer any additional questions regarding code compliance and licensing to the appropriate State Agency." The county-priced record here is the floodplain development permit for development in a FEMA Special Flood Hazard Area in unincorporated Canadian County, issued by the county Floodplain Administrator at the Permit Office, 210 N Choctaw Ave, El Reno, under fees set by county resolution no. 230502, filed June 12, 2023. Food establishment licenses are issued by the Oklahoma State Department of Health at state-set fees; applicants in the county work through the Canadian County Health Department in El Reno for plan review, the classification number and the license application. The county's Zoning & Permitting Information page states: "No. Comanche County does not have county zoning. The County also does not issue or administer: Building permits; Fire safety permits; Health ordinances/permits; Certificates of Occupancy." The same page states: "Alcohol licenses and permits are handled through the Oklahoma ABLE Commission. Health Code licenses and permits are handled through the Oklahoma State Department of Health." The county-issued record here is the floodplain process run by the Comanche County Office of Floodplain Management at 315 SW 5th Street, Suite 107, Lawton: the county page states that "All construction projects must complete a Floodplain Discovery before construction", and a Floodplain Development Permit is required in a FEMA Special Flood Hazard Area. Food establishment licenses are issued by the Oklahoma State Department of Health at state-set fees, with plan review, the classification number and the license application handled through the Comanche County Health Department in Lawton. The county's Open Records page states: "Cleveland County does not have a county planning and zoning commission. For records involving citations, building permits, etc., please reach out to the municipality in question." The county-level records here are narrow. The Board of County Commissioners grants Utility Line / Pipe Line Installation Permits on county right-of-way on its own application form under 69 O.S. § 1401(B). Under 37A O.S. § 2-142(B)(2)-(3), an applicant for an original ABLE alcohol license whose premises lie outside the incorporated limits of a municipality obtains the certificates of zoning and of fire, safety or health code compliance from the county, signed by the chair of the Board of County Commissioners unless the county designates another officer. In unincorporated Cleveland County, new development, substantial improvement, fill or excavation in a mapped special flood hazard area requires a floodplain development permit under 82 O.S. § 1617(A); the county's 2026–2031 Hazard Mitigation Plan dates the county's most recent floodplain regulations to 17 July 2008.
