Business licenses and permits in Collier County, Florida
Collier County, Florida, on the Gulf coast around Naples, has its government center at 3299 Tamiami Trail East, Naples. The Collier County Tax Collector issues the county local business tax receipt under Collier County Code Ch. 126, Art. IV, and Code § 126-111(b) applies that tax anywhere in the county, including within municipalities. The Growth Management Community Development Department (GMCD) issues the non-residential zoning certificate, the Certificate of Use and building permits, and licenses local contractors; and Public Utilities runs the Industrial Pretreatment Program, which sets grease-device rules for food service establishments. The county has three incorporated municipalities: the City of Naples, the City of Marco Island and Everglades City. The Tax Collector's Business Tax Receipts page offers separate application forms for businesses in the county limits, in Naples city limits, in Marco Island and in Everglades City. The county zoning certificate, Certificate of Use and building permit steps on the county's pages are for businesses in unincorporated Collier County, so a business inside one of the three cities also follows that city's own licensing, zoning and permitting, which stacks on the county layer described here. Restaurant and mobile food licenses are State DBPR licenses carried in the Florida state layer. The population figure of 416,233 is the U.S. Census Bureau's 2024 estimate.

What do these permits involve in Collier County?
Land Use & Zoning Certificate — Non-Residential
A commercial business in unincorporated Collier County needs a Land Use & Zoning Certificate before the Tax Collector issues the county business tax receipt, as both the Tax Collector's Business Tax Receipts page and the county's Certificate of Use page state. The $125.00 figure is as printed in the fee schedule adopted by Resolution No. 2025-231 (§ K.24: "Zoning Certificate: Residential $50.00, Commercial $125.00"; schedule header "BCC Approved version, October 28, 2025", effective January 1, 2026) and on the county's application form (dated 9/2026: "Zoning Certificate: Non-Residential: $125.00"). Section FF.B of that resolution lets annual fee adjustments take effect on January 1 if approved. The form is filed through the GMCD Public Portal (239-252-2400) for a new certificate or the relocation of an issued one; it collects seat counts for restaurants, beauty salons and barber shops and garage-bay counts for auto repair and service stations, requires a distance waiver check under LDC 5.05.01 for bars and night clubs (SIC 5813), and states: "Alcohol licenses will not be signed off until the Zoning Certificate is issued." The Certificate of Use page states that the process can take up to +/- 10 business days.
Certificate of Use (PRCU) or Commercial Alteration Permit (PRCS)
The county's Certificate of Use page, headed "What Lessees Need to Know Before Occupying a New Commercial Space", states: "You will need either a Certificate of Use (PRCU) or Commercial Alteration (PRCS) building permit. You do not need both if you indicate that you are changing Occupancy, Use, or tenant on the PRCS permit." For all commercial businesses in unincorporated Collier County it also requires Zoning Certificate approval through the GMCD Public Portal, and states that "A fire inspection from your local fire department district, and an approved certificate of use permit from the Building Division will also be required." The page lists the documents to gather: a dimensional floor plan of the unit, a fire certificate from the local fire district, and the issued zoning certificate for the approved use. It tells the lessee to determine whether any alterations (plumbing, lighting, exit signs, walls) are needed for the intended use, which would be permitted under a PRCS. No amount is published on the page.
Building Permit — Commercial Build-Out or Alteration (GMCD Building Division)
A restaurant hood and grease trap, salon sinks and ventilation, a new storefront or any other build-out or alteration in unincorporated Collier County is permitted by the GMCD Building Division. The figures here are as printed in the fee schedule adopted by Resolution No. 2025-231, which the county's Building Codes & Fees page lists under its adopted fee schedules; the schedule header reads "BCC Approved version, October 28, 2025" and "Effective Date - January 1, 2026", and the resolution supersedes Resolution No. 2024-195. Section FF.B provides that annual fee adjustments for Building Department fees, tied to the personnel cost change approved in the county budget and reviewed by the Development Services Advisory Committee, become effective on January 1 of each fiscal year if the Board approves them. Estimated review and inspection fees are paid at permit issuance and reconciled to the number of inspections actually performed. Fire prevention and control permit fees are not in this schedule: § S refers applicants to the Fire Code Office.
