About each permit
Retail Store — Merchant Chapter Reaches Pawnbrokers and Used-Car Lots Only (Anchorage)
No fee applies: AMC chapter 10.20 is headed MERCHANTS, but its section list licenses only pawnbrokers and used automobile display lots, each at $100.00 under AMCR R10.20.001. A general retailer needs the state business license at $50 per year and nothing municipal by way of license. Its municipal obligations are the building permit for fit-out, the sign permit, the fire and life safety inspection — Table 2-B by floor area, with the forty percent discount available to Group M occupancies where an inspection finds zero violations — and a food permit only if it sells food, in which case the risk-scored schedule in the food establishment record for Anchorage applies. Without a general municipal sales tax — Anchorage's selective taxes are on rooms, vehicle rentals, alcohol, marijuana and cigarettes — a retailer has no municipal sales tax registration either.
General Business License — Anchorage Position (state license is universal)
No fee applies municipally: the Municipality's Business Licenses page lists only the specific businesses that require a Municipal business license or permit — but a reader should not conclude that no license is needed at all. The Municipality states the split itself: 'No matter what type of business you start in Alaska, you will be required to obtain a state of Alaska Business license. … In addition … the Municipality requires that certain industries also obtain a Municipal business license and or specific permits relevant to that industry.' The state license is $50 per year under AS 43.70.030(a), or $25 where the sole proprietor is 65 or older or a service-connected disabled veteran, and expires December 31 of the period purchased; it is recorded at the state layer. Municipally, AMC Title 10's chapter list is enumerated and two entries are dead — chapter 10.30 Mobile Food Service and chapter 10.35 Solicitation are both marked REPEALED. Where a municipal license does apply the amounts sit in AMCR Title R10: a pawnbroker or used automobile display lot is $100.00, a service establishment $100.00, a recreation or amusement activity $50.00 and a vendor $150.00. AMC 10.70, headed LICENSE FEES, is a live chapter: the Part II chapter list marks repealed chapters explicitly — 10.30 MOBILE FOOD SERVICE (REPEALED) and 10.35 SOLICITATION (REPEALED) both carry the tag — and 10.70 does not, so it stands unrepealed alongside 10.75 INSPECTION FEES. The license amounts given here are those published in AMCR Title R10. Title 10's full current chapter list is 10.05 general provisions, 10.10 license administration, 10.15 contractor's licenses, 10.20 merchants, 10.40 service establishments, 10.45 recreation and amusement activities, 10.50 alcoholic beverages, 10.54 tow operator license, 10.55 teen nightclubs and cultural performance venues, 10.60 vendors, 10.70 license fees, 10.75 inspection fees, 10.80 marijuana establishments and 10.90 registration of short-term rentals.
Auto Repair Shop — Municipal Licenses for Towing or Used-Vehicle Sales Only (Anchorage)
No fee applies to vehicle repair itself: neither of the two Title 10 chapters that might reach it lists vehicle repair. Chapter 10.40, Service Establishments, is enumerated and covers massage practitioners, private detectives and adult-oriented establishments only; chapter 10.20, Merchants, licenses pawnbrokers and used automobile display lots and nothing else. Two adjacent activities do attract municipal licenses and a repair business doing either picks one up: selling used vehicles requires a Used-Automobile Display Lot license at $100.00, and towing requires a Tow Operator license under AMC chapter 10.54 — the Municipal Clerk's own current Tow Operator License page prices this at a $150.00 application fee, covering one vehicle, for a license term running January 1 through December 31. A vehicle emissions inspection and maintenance station and mechanic certification programme also exists, administered on (907) 343-6970; its fees are not published in the sources cited here, so call that number for the current amount. The obligations that certainly apply are the building permit for fit-out, the sign permit, the fire and life safety inspection — Group H hazardous occupancy adds $120.00 where materials trigger it — and any Table 3-M system permit for spray or suppression equipment.
Veterinary Practice — Commercial Facility License Only if Boarding or Grooming (Anchorage)
No fee applies to the practice of veterinary medicine itself. The chapter list of Anchorage Municipal Code Title 10, Business Licenses and Regulations, contains no veterinary chapter. Alaska licenses the practitioner and not the premises: 12 AAC 02.350 sets fees for veterinarians and veterinary technicians only, at $200 to apply, $600 for the initial biennial license and $600 to renew, expiring December 31 of even-numbered years, and the complete fee chapter contains no facility line. Animal Care and Control's own current 'License: Facility' page settles the separate Commercial Facility License muni.org references (907-343-8119): it reaches 'a person or facility that boards or grooms dogs, cats, rabbits, ferrets, and/or horses for fees or services,' or one that reconveys four or more dogs or cats a year or breeds more than three litters of dogs and/or cats a year — kennel, boarding, grooming and breeding activity, not veterinary medicine, and the page names no veterinary clinic or hospital. Its fee, from the codified animal-control fee schedule (AMC 17.70.010), is $150.00 annually. A veterinary practice that also boards or grooms animals on-site meets this definition and needs the Commercial Facility License; a practice limited to examination, diagnosis and treatment does not. Otherwise a veterinary practice's municipal obligations are the building permit, sign permit and fire inspection.
