About each permit

Fire Marshal Mobile Food Vendor Permit (Unincorporated Areas)

The Fire Marshal's Miscellaneous Fees permit application (form VCFM-MSPA-2026-0101, effective 01-01-2026) prints "Mobile Food Vendor $100". This is the county Fire Marshal's fire permit, separate from the food health license that H.B. 2844 moved to Texas DSHS from July 1, 2026; Health and Safety Code section 437B.101, added by that bill, requires a mobile food vendor to comply with all state and local laws where it operates, "including all fire codes". The Fire Marshal's page describes its enforcement area as the unincorporated areas of Victoria County, and the county health department's Mobile Units page says the City of Victoria Fire Marshal's Office is to be contacted for a food truck operating within the Victoria city limits.

Fire Marshal Commercial Construction Permit and Plan Review (Unincorporated Areas)

The Fire Marshal's permit policy, adopted by the Victoria County Commissioners Court on November 17, 2025 and in effect from January 1, 2026, requires permits, plan review and Fire Marshal approval before work begins on new commercial construction, commercial remodeling or renovation, tenant finish-outs and build-outs, any change of occupancy, and fire protection system work; no work may begin until the permit is issued. This is a fire and life safety permit: the policy states it uses NFPA 1 and NFPA 101 as minimum standards and "does not constitute the formal adoption of a fire code under Texas Local Government Code § 233.061". The Fire Marshal's page describes its enforcement area as the unincorporated areas of Victoria County. The county's Development & Permit Guidelines (revised January 22, 2025), which predate this policy, state that the county has not adopted building codes for the unincorporated area and "does not issue building permits or provide a certificate of occupancy". Figures are from the Fire Marshal's Building Permit and Commercial Occupancy Fees application (form VCFM-BCPA-2026-0101, effective 01-01-2026), which says a commercial permit's total is made up of a plan review fee, a building permit and inspection fee, and a final inspection and Certificate of Compliance fee; the form prints the per-square-foot construction fee and the $150 site/civil review line shown here. Fire protection systems such as hood suppression, sprinklers and fire alarms are deferred submittals needing separate permits.

Fire Protection and Notification System Permits (Unincorporated Areas)

The Fire Marshal's permit policy (adopted November 17, 2025, effective January 1, 2026) covers projects that install, modify or remove fire protection systems, and the office's New Construction Submittal Requirements list underground fire service lines, sprinkler systems, fire alarm systems, hood suppression systems and fuel tanks and piping as deferred submittals needing separate permits. Figures are as printed on the Fire Marshal's Fire Protection/Notification Systems Fees permit application (form VCFM-FPPA-2026-0101, effective 01-01-2026). A restaurant or coffee shop installing a Type I hood suppression system pays the $75 commercial cooking suppression line; an auto-repair shop installing a paint booth extinguishing system falls under the $100 automatic extinguishment line. The Fire Marshal's page describes its enforcement area as the unincorporated areas of Victoria County.

Fire Marshal Certificate of Compliance — Change of Owner or Business Name (Unincorporated Areas)

The Fire Marshal's Building Permit and Commercial Occupancy Fees application (form VCFM-BCPA-2026-0101, effective 01-01-2026) prints a $100 fee for a Certificate of Compliance (COC) business name change or change of ownership, which "applies to an existing business, if the owner's name or business name on a COC is changed from one owner to another, or when there is a change in the business name." The same form prints $25 to replace a COC and inspection report, and $75 for any occupancy not otherwise listed that requests an annual inspection. A buyer taking over an existing business in unincorporated Victoria County, the Fire Marshal's stated enforcement area, is the case this fee is written for.

Fire Marshal Annual Daycare Inspection (Unincorporated Areas)

The Fire Marshal's Building Permit and Commercial Occupancy Fees application (form VCFM-BCPA-2026-0101, effective 01-01-2026) prints two lines for daycares and group homes: an annual inspection at $50 for a residential setting and $100 for a commercial setting. Re-inspections are charged at $50, $75 and $100 for the first, second and later visits. The Fire Marshal's page describes its enforcement area as the unincorporated areas of Victoria County; a daycare inside a city deals with that city's fire authority.
