Business licenses and permits in Brazoria County, Texas
Brazoria County, Texas (seat Angleton) sits on the Gulf Coast south of Houston, and its county-level permits are each tied to a specific trigger. The county Engineering Department's verification letter dated January 30, 2026 states that "Brazoria County has not adopted building codes for single family residential developments and does not issue Certificates of Occupancy", that a building permit is required under the county's flood plain requirements for any enclosed structure, and that "Brazoria County does not regulate land use and has not adopted zoning ordinances in the unincorporated areas of the County." What the county does run: Environmental Health (retail food, temporary food and farmers' market permits, child-care sanitation inspections, septic permits and septic installer registration), the Floodplain/911 Administration (the FEMA Building and Development Permit), the Fire Marshal (County Fire Code permits and Certificates of Compliance) and Engineering (right-of-way work permits). The county's incorporated municipalities are Alvin, Angleton, Bailey's Prairie, Bonney, Brazoria, Brookside Village, Clute, Danbury, Freeport, Hillcrest Village, Holiday Lakes, Iowa Colony, Jones Creek, Lake Jackson, Liverpool, Manvel, Oyster Creek, Pearland, Quintana, Richwood, Surfside Beach, Sweeny and West Columbia. The same Engineering letter states that "Area municipalities may have requirements within their city limits and extraterritorial jurisdictions and should be consulted separately", so a business inside a city stacks that city's own license, permit and building requirements on top of anything the county requires.

What do these permits involve in Brazoria County?
On-Site Sewage Facility (OSSF) Permit, Commercial
A business on property served by a septic system rather than a public sewer needs an OSSF permit from Brazoria County Environmental Health. The county's OSSF Permitting Process page states that "An OSSF permit is required prior to installation of the OSSF and issuance of a Building permit", that an existing system without a permit cannot be retroactively permitted, and that fees are due only after the application packet has been reviewed and approved, when an Authorization to Construct is issued. The current OSSF Permit Application (Revised 3/22/24) prints "$450 Commercial", and the department's fee schedule lists the same $450 and a $220 commercial re-inspection; both are linked from the department's current pages. The application states it expires one year from the application date if inspection is not complete, and that there are no refunds once the permit is issued. The packet also needs a site evaluation and a design package prepared by a Registered Sanitarian or Professional Engineer, as required. A business on a public sewer connection has no OSSF trigger.
FEMA Building and Development Permit (commercial)
The Brazoria County Floodplain/911 Administration page states: "Building permits are required for any new or relocated structure more than 200 sq ft, manufactured home, or addition more than 50% of present evaluation of existing structure." The county Engineering letter dated January 30, 2026 ties that permit to the county's flood plain requirements. Commercial figures come from the county's FEMA Building and Development Permit Fees schedule, effective July 15, 2026, linked as "Floodplain Permit Fees" from the department's Downloadable Forms page; the schedule states that permit fees are not refundable and that "Permit fees double when construction begins before permits are obtained". The county's Building Permit Application states: "ALL COMMERCIAL BUILDINGS will require approvals from the local Drainage District, Environmental Health and a Fire Code permit". It also states: "All commercial construction in Pearland's ETJ is required to contact Pearland City Hall." Call 979-864-1295.
Fire Code Construction and Operational Permits and Certificate of Compliance
The Brazoria County Fire Marshal's FAQ answers "Are Fire Permits required in Brazoria County?" with "Yes, the Fire Marshal's Office issues permits for construction and hazardous operations", and says the office conducts routine inspections on commercial buildings and that fire alarm systems must be registered with it. The county Engineering letter dated January 30, 2026 states that the county has adopted a County Fire Code administered by the Fire Marshal and that "that office issues Certificates of Compliance for certain multi-family and non-residential developments." The county's Building Permit Application adds that all commercial buildings need a Fire Code permit. The Fire Code applies in the unincorporated area, and the Fire Marshal also conducts permitting and inspection in the City of Iowa Colony under an interlocal agreement. Contact the Fire Marshal's Office at (979) 864-1121 for applications and current fees.
