What does a retail store need in Clark County that other businesses do not?

1 of the 2 permits particular to a retail store here applies to no other business type we cover in Clark County: Business License — Retail Store (gross-revenue).

Retail Liquor License (restaurant, retail store) — Liquor & Gaming (privileged)

A restaurant or retail store that sells, serves or gives away alcohol in the unincorporated area needs a County retail liquor license from the Department of Business License, in addition to its general license, state requirements and the Southern Nevada Health District permit. The realistic fee range for these two industries runs from $125 a quarter (retail beer or retail wine) to $450 a quarter (package liquor for a qualifying retail store) — not the $525 'main bar' figure, since a main bar license is reserved for resort hotels, gaming establishments, large hotels and similar venues that a stand-alone restaurant or store cannot become. A retail beer, retail wine or beer/wine/spirit license is available only to a restaurant that is a 'billiard parlor, a restaurant and category 2 restaurant' under §8.20.020.320 — a County-defined 'coffee shop' filed as a 'Snack and Non-Alcoholic Beverage Bar' is not a restaurant for this purpose and cannot hold one of these licenses, unless the premises separately qualifies as a Category 2 restaurant by having at least 12 seats and preparing food on site, in which case it applies as that kind of restaurant rather than as a coffee shop. A retail store instead needs a package license, restricted to the store types §8.20.020.265(a) lists and requiring 1,200 square feet of display space (§8.20.250(b)). On top of the per-quarter fee: a $50 application processing fee and $15-per-quarter renewal fee under §8.20.025 (separate from the general $45 business-license fee), and a $350 non-refundable LVMPD investigation-fee deposit under §8.20.080/§8.08.230, with the applicant responsible for the entire investigation cost win or lose. Alcohol may not be sold or served through a drive-thru or walk-up window (§8.20.312), though the Board may approve one for food service only in conjunction with the license (§8.20.313(b)); a limited-service restaurant with fewer than 12 seats is separately ineligible under §8.20.020.315. Late-payment penalties under §6.04.060(a) do not apply to liquor licenses. Clark County Code Chapter 8.20 has been actively amended through 2026 — confirm current fees with the Department of Business License before applying them.

Business License — Retail Store (gross-revenue)

Every retail store in the unincorporated area needs a County business license priced on the same §6.12.995 gross-revenue table used by restaurants, plus the one-time $45 application fee. There is no single universal semiannual cycle for retail: Retail Group 1 categories mostly run Feb-Jul/Aug-Jan and Retail Group 2 categories mostly run Jan-Jun/Jul-Dec, but Gift, Novelty and Souvenir Stores and Shoe Stores run Mar-Aug/Sept-Feb despite being grouped with categories on a different cycle, so the cycle has to be checked per category rather than assumed from the group number. Specific product lines each have their own Code section and category — clothing (§6.12.310, whose codified text points to '§6.12.295' though the County's category list resolves clothing to Retail Group 1 and §6.12.995), convenience stores, jewelry, pet supplies, sporting goods and others — but all of them price on the same table. Tobacco Stores is an ordinary Retail Group 2 gross-revenue category priced by §6.12.969 through §6.12.995, not a separately priced tobacco license. A store selling several product lines may pay on total volume under one license and the minimum on the others, or keep separate accounts (Code §6.12.995(c)). Convenience stores with fuel pumps, adult retail, and liquor or tobacco sales have additional categories or licenses of their own. The state business license and sales tax are recorded at the state layer; ask the Department of Business License at (702) 455-0174 which category and cycle fits a specific store.

The other 7 local permits in the tables apply to every type of business in Clark County, NV; what each one involves is set out on the Clark County permits page. The 5 state-level registrations apply to every type of business across NV and are covered on the NV state page.
