How much does it actually cost to permit a salon or barber in Bowling Green?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 15 records listed for a salon or barber in Bowling Green, KY, 8 apply to every business of this type and 7 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
Of the 8 that always apply, 4 carry a flat fee, coming to $303.00. That is a floor, not a total. 3 of the 15 are charged as a range or a formula set by the issuing agency, and 2 have no fee published at all. The ones that vary:

Is anything about these requirements changing?
Bowling Green's central local requirement, reaching nearly every business, trade, profession, or activity for profit conducted in the city. The Office of Occupational License's own page does not state which categories of local business actually trigger the $275 cash bond it mentions — confirm directly with the Finance Department (270-393-3000) before assuming it applies or does not apply to a given business.
The joint zoning ordinance's Use Table classifies Day Care, Vehicle Repair, Animal Hospital/Veterinary Clinic, and Personal-Service-Oriented Retail Sales and Service (which is where a hair or nail salon and a health club/gym both fall) as Conditional in some zoning districts and Permitted outright in others, so this fee applies only where the specific parcel's district does not allow the use by right — check zoning first. This is on top of, not instead of, Kentucky's state child-care licence for a day care use. Care for three to six children is separately allowed everywhere as an accessory Home Occupation without triggering the Day Care use category or this fee at all. The Variance, Waiver, and Administrative Appeal applications the same Board of Adjustments hears carry the identical $330 fee.
No separate fee line item for fire suppression or fire detection system installation was found — that work appears to be billed under this same tiered construction-cost schedule rather than priced separately the way Lexington-Fayette's Division of Building Inspection does it.
Confirmed directly from the Building Division's own permit fee table — a nominal $3 charge, issued after the final building inspection is approved.
Signage must also comply with the joint Warren County/Bowling Green Zoning Ordinance's sign standards, administered by the Building Division rather than the Planning Commission.
Confirms a parcel's zoning classification and flood-plain status. The fee schedule does not state whether this letter is a mandatory prerequisite to opening or an optional due-diligence document.
Brand new: adopted as Ordinance BG2025-20, with enforcement beginning January 1, 2026. Applies to a salon or spa business that offers massage services, not to salons generally. A facility staffed only by Kentucky-licensed massage therapists may file a state-licence-and-affidavit exemption with the Finance Department's Licensing Division instead of holding this licence.
Unlike Birmingham, Alabama's roughly three hundred trade-specific licence schedules, Bowling Green's occupational licence tax is a single flat 2.0% rate applied uniformly regardless of trade — no salon, barber, or cosmetology-specific city licence or fee schedule was found. No fee applies beyond the general occupational licence tax and whatever building/sign/zoning permits the premises require, and beyond the new Massage Facility Licence recorded separately above where the business offers massage services. This is on top of, not instead of, the Kentucky Board of Cosmetology's or Board of Barbering's own state licence.
Forty dollars flat, fixed directly in statute, and among the cheapest formation fees in the country. A non-profit LLC pays the same $40; a foreign LLC seeking authority to transact business pays $90.
Kentucky has no state business licence — its own portal says so outright — but this tax is what actually reaches nearly every business, and calling it a licence understates how it works. It is not a flat fee: it taxes the wages earned and services performed within a jurisdiction and the net profits apportioned to it, at a rate each city or county sets for itself, up to a statutory ceiling of 1.25% in a county of 300,000 or more. A 2025 legislative briefing put the scale in perspective: a hundred and seventy cities and eighty-seven counties tax gross earnings, eighty-nine cities and seventy counties tax net profits, and thirty-nine cities tax gross receipts, together supplying sixty per cent of city tax revenue and nearly forty-six per cent of county tax revenue — the largest local revenue source in the state. A business with a presence in several jurisdictions registers and files in each of them, using standardised forms the law requires every district to publish online, with a credit against the county tax where a city inside it also taxes the same activity.
Quoted alone, the Secretary of State's fee is $40 — the same as an LLC — and the $50 figure that circulates is really that $40 plus the $10 minimum organization tax under a separate statute, banded by the number of authorised shares: a cent a share up to twenty thousand shares, half a cent for the next hundred and eighty thousand, two-tenths of a cent above that, with $10 as the floor for a filing of a thousand shares or fewer. A non-profit corporation is cheaper still, at $8, because the organization tax does not apply to it.
Fifteen dollars, the same figure whatever the entity type, with a six-month window to file rather than a single deadline day. The consequence of missing it is not a late fee but administrative dissolution for a domestic entity, or revocation of the certificate of authority for a foreign one — either way the business falls out of good standing. Reinstatement costs a flat $100 penalty on top of every delinquent year's $15, plus letters of good standing from the revenue department and, for a profit company, the unemployment insurance division.
No fee — neither the authorising statute nor the official application form charges anything to register. A separate permit is required for each place of business, is not assignable, and must be conspicuously displayed at the location it names. There is no renewal cycle: the permit remains valid until the business changes hands or closes. Registration runs through MyTaxes.ky.gov or the paper Form 10A100.
A hundred dollars to open a beauty, nail or esthetic salon, or a limited facility covering threading, eyelash artistry or makeup services, and $200 to renew — the renewal costs double the original, which is unusual. The expiry date is fixed rather than tied to when the licence was issued: every salon licence expires on 31 July of an even-numbered year no matter when in the cycle it was granted, so a salon licensed in early 2027 still renews at the same time as one licensed years earlier. A change of salon manager is a separate $50 filing, and a transfer of ownership is $100.
Kentucky did not merge its barbering and cosmetology boards, so a barber shop is a separate licence from a salon, with its own cost pattern running the opposite way — $100 to open and only $50 to renew, and renewed every single year rather than every two. A barber shop licence is not transferable between locations or owners; a move or a sale means a fresh application at the full fee, and a new or relocating shop needs a state plumbing inspector's signature before it can open.
