About each permit

Health Certificate for Food Related Establishments

Three risk bands: $250 low, $500 medium, $750 high, with a $30 processing fee on top of whichever applies. A general inspection is $150. The reinspection charge is the one to plan around, because it is not flat: failing an initial inspection costs fifty per cent of the permit fee, so $125 on a low-risk site and $375 on a high-risk one — the establishments least able to absorb a failure are also the ones charged most for it. Note that the fee table Pearland filed with Texas DSHS in January 2026 prices this permit on employee count instead, from $150 to $750 full service and $125 to $250 limited preparation; Ordinance No. 1358-33 of 22 June 2026 is later and is the instrument that adopts the fees, so the risk bands above are the current ones. If a member of staff quotes you an employee-count figure, this is why.

Peddlers Permit

$75 for the primary permit holder for a maximum of three months, plus $5 a month for each assistant working under them. The line that actually decides whether this is viable is the third one: a $1,000 surety bond is required. Door-to-door and street selling in Pearland is therefore a four-figure commitment before the first sale, not a $75 one.

Emergency Tow Truck Permit

$200 for the first tow truck and $100 for each additional one, issued through the Police Department section of the schedule. A five-truck operation therefore pays $600. Separate from the state licensing a tow operator holds from the Texas Department of Licensing and Regulation.

Short-Term Rental Permit

$75 to apply, $100 for the inspection and $50 for a reinspection, administered through Community Development — so $175 to get to a first pass. Pearland is one of the few Texas cities in this dataset that prices short-term rental permitting explicitly in a fee ordinance rather than leaving it to a separate registration scheme.

Temporary Food Establishment Permit

$50, slightly below the $52 that recurs across Texas because it tracks the state maximum. The schedule does not state how many days it covers, so confirm the term with the Health Department before committing to a run of events.
