About each permit
Temporary Food Establishment Permit
$52 for a single temporary establishment, or $150 for a multiple-event permit covering up to six events a year — the crossover is three events. A sampler permit for time and temperature controlled food is $25 for a single event or $75 for six. Non-profits pay nothing for either the single or the multiple-event permit. A farmers market permit is $100.
Grocery and Tavern Food Permit
Most food permits in New Braunfels are banded on employee count at $258, $515 and $773. These are not: a grocery is a flat $250, a tavern $100, a meat processor $100 and a school kitchen run by a private company $250, whatever the headcount. A non-profit pays nothing regardless of employees, and a state-licensed adult or childcare facility pays nothing at all. Plan review is one half of the full-year permit fee for every one of these types.
Food Establishment Plan Review
Charged as half the annual permit rather than as a flat sum, so it follows the band: $129 for a Type 1, $257.50 for a Type 2 and $386.50 for a Type 3. Pricing review as a fraction of the permit is rare — most cities here charge everyone the same — and it makes New Braunfels unusually cheap for a small operator opening a new kitchen. It is described as a one-time fee.
Frozen Dessert Manufacturer Permit
$200 for a frozen dessert manufacturer and $50 for a temporary retail one, with reinstatement after a lapse at $100. Very few Texas cities in this dataset license frozen dessert manufacture as its own category — most fold it into the general food permit — so an ice cream or gelato producer here needs a permit its competitors elsewhere would not.
Food Handler Card
$15 per card, mid-range against Corpus Christi's $12 and Carrollton's $10. Budget per member of staff. A reinspection following a failed inspection is $150, and requesting a health inspection is also $150. Note the statutory limit: Texas Health and Safety Code section 438.046, as amended by Senate Bill 582, provides that a local health jurisdiction may not charge a fee for — or require or issue — a local food handler card to a worker who shows proof of completing a course accredited by the American National Standards Institute or by Texas DSHS. If your staff already hold an accredited certificate, this fee should not apply to them.
Food Establishment Permit
Three types on employee count: Type 1 for 1 to 6 employees is $258, Type 2 for 7 to 14 is $515 and Type 3 for 15 or more is $773. Those are the DSHS figures, adopted because Senate Bill 1008 forbids a city charging more than the state would. Several categories sit outside the bands: a tavern $100, a grocery $250, a meat processor $100 and a school kitchen operated by a private company $250. Non-profits pay nothing whatever their headcount, and neither do state-licensed adult or childcare facilities. An application submitted after 1 January attracts a $100 late fee per permit type.
Farmers Market and Mobile Food Court Permit
$100 for a farmers market and $150 for a mobile food court — the permit belongs to the venue operator rather than to the traders in it. Worth settling who holds which before a stallholder assumes they are covered. A temporary food establishment permit is $52 for a single event or $150 for a multiple-event permit covering six events a year, and both are free for a non-profit.
Health Inspection Request and Reinspection
$150 either way — to request a health inspection, or to be reinspected after failing one. An adoption or foster inspection is $50. The line most likely to catch an existing operator is the late fee: a food establishment application submitted after 1 January costs an extra $100 per permit type, so a site holding three permit types pays $300 for being late once.
