About each permit
Building Permit (Unincorporated Polk)
The county's Building Permits page links the Construction Fee Schedule, Resolution No. 17-025, adopted by the Board of County Commissioners on April 18, 2017 and effective July 3, 2017. That resolution reaffirms the Growth Management/Building Inspection fees of Resolution No. 07-099-A (September 12, 2007), as amended by Resolution No. 07-116 (October 10, 2007), changes commercial electrical, plumbing and gas permits to contract-value fees, and states in Exhibit A that all construction permit fees are due at permit issuance. The building permit fee is a building-permit-only fee based on the valuation of the work, with a commercial/industrial table starting at $102.00 and a residential table starting at $85.00 for work valued up to $12,000. County Code Sec. 5-12 describes the county's construction code amendments as providing for safe construction of any building in the unincorporated areas of the county. Applications run through the Polk County Access Portal. A business doing a build-out or new construction should confirm the permitting authority for its address, since a site inside a municipality falls under that municipality's own building department.
Contractor Certificate of Competency and County Registration (Unincorporated Polk)
County Code Sec. 5-302(a) requires any person or firm engaged in business as a contractor, or working as a journeyman, as required by applicable building regulations in the unincorporated areas of the county, to hold a certificate of competency issued by the county board, the state Construction Industry Licensing Board or the state Electrical Contractors' Licensing Board before engaging in business. Sec. 5-302(b) sets a minimum passing grade of 75 percent on the board's examination, and Sec. 5-302(e)(5) requires a bond of $5,000.00 payable to the county. The Building Division's State Registered and County Specialty Registration Form, PD BLD 32, lists what a registrant files: a construction waste and setback acknowledgment, general liability and workers' compensation insurance certificates, a $5,000 surety bond and, for a first registration, a letter of reciprocity from the sponsoring municipality, with a minimum score of 75 percent on the business law and trade examinations. Sec. 5-308 leaves the fee amounts to resolution of the Board of County Commissioners, so this record states no amount.
