How much does it actually cost to permit a childcare centre in Chesapeake?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 11 records listed for a childcare centre in Chesapeake, VA, 6 apply to every business of this type and 5 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
Of the 6 that always apply, 2 carry a flat fee, coming to $125.00. That is a floor, not a total. 6 of the 11 are charged as a range or a formula set by the issuing agency, and 1 has no fee published at all. The ones that vary:
Commercial Building Permit: $50 administrative fee per permit, plus $10 per 100 square feet or fraction, plus a separate plan review fee, a 2% state levy and a technology fee.
Annual Fire & Life Safety Inspection: Tiered by square footage: $25 (0–999 sq ft); $50 (1,000–5,000); $70 (5,001–10,000); $120 (10,001–20,000); $220 (20,001–50,000); $270 (50,001–100,000); $320 (100,001–200,000); $370 (over 200,000).
Articles of Incorporation: $75–$2,525 one-time — a $25 filing fee plus a charter fee on authorised shares
Annual Registration Fee: $50–$850 a year — $50 flat for an LLC, $50 to $850 for a corporation by authorised shares
General Business Licence (local BPOL, not state): No state fee. A locality may charge up to $50 where its population exceeds 25,000, or $30 below that, plus a tax on gross receipts once you pass its threshold

Is anything about these requirements changing?
Confirmed directly against the city's own BPOL Tax Exemption document. Above a gross-receipts threshold, a percentage rate by classification applies instead, but the exact per-classification rate table could not be confirmed — every official city page states rates vary by classification without publishing it, and Municode was blocked throughout this research. A required Application for Zoning Approval must accompany any business license for a trade location.
Two dedicated city pages agree on this $75 figure, but a third general fee hub instead lists $50 — the two dedicated pages are treated as the more reliable pair here, though this conflict is not fully resolved and is worth confirming directly with Development & Permits.
Confirmed directly against the city's own page, including a worked example: a 14,000-sq-ft building's plan review fee runs $350. Tenant build-outs are categorized into four complexity levels (0–3), with Level 0 cosmetic work sometimes needing no permit at all.
Confirmed directly against the Planning Department's own current fee schedule (dated February 18, 2026). A Level II family day home (5–12 children) needs this CUP with a City Council public hearing; veterinary clinics and hospitals are explicitly banned as a home occupation and, per at least one confirmed Chesapeake case, may also need this same CUP in commercial zones.
This tiered schedule, with its own explicit adoption and effective dates, supersedes an older flat $50/year figure still shown on two other city fee pages that appear not to have been updated. An Operational Fire Code Permit is a separate $50/year charge per hazard category (cutting/welding, vehicle repair, hazardous materials, assembly use, and others) under City Ordinance 34-6(a).
$100 flat, and a Virginia LLC then files no annual report at all — only a $50 annual registration fee, due on the last day of the twelfth month after the month it was organised and every year on that date. The absence of a report is not an oversight in our reading: the LLC Act has an article for annual registration fees and none for annual reports, and the corporate report section by its terms binds only corporations. Miss the fee and a $25 penalty follows; leave it unpaid to the last day of the third month after the due date and the company's existence is cancelled automatically.
Quoting $25 to incorporate in Virginia is wrong: the charter fee is mandatory and additional, at $50 for each 25,000 authorised shares or part of them up to a million shares, then a flat $2,500 above that. So the minimum is $75 and the practical maximum $2,525 — and the cliff is sharp, because authorising a million shares costs $2,000 in charter fee while authorising one more costs $2,500. It is charged on authorised shares, not issued ones, and increasing the authorisation later triggers a top-up for the difference. Unlike an LLC a corporation does file an annual report, but it is free; the money is the annual registration fee, $50 up to five thousand authorised shares then $15 for each further five thousand, capped at $850.
The due date is the entity's own anniversary month rather than a common calendar date, which makes it easy to miss. An LLC pays $50 whatever its size; a corporation pays $50 up to five thousand authorised shares and $15 for each further five thousand, capped at $850 — so the share count you chose at formation follows you every year. Penalties differ too: a flat $25 for an LLC, and ten per cent or $10, whichever is greater, for a corporation. The deadline after that is what matters most. An LLC is cancelled automatically if the fee is unpaid by the last day of the third month after the due date; a corporation is terminated at the fourth. You also cannot pay early — the Commission assesses about two months ahead and will not take money before it does.
No state fee, because the whole licence-tax chapter of the Code sits inside the Local Taxes subtitle and the obligation arises only from a local ordinance. Two things about the threshold are routinely got wrong. It exempts you from the licence TAX, not the licence FEE — the statute expressly excepts the fee — so a locality can charge $50 to a business turning over ten thousand dollars. And the population that sets the threshold is the locality's, not the business's: under $100,000 of gross receipts in a locality above fifty thousand people, or $50,000 in one between twenty-five and fifty thousand, no tax is due, while a locality under twenty-five thousand people has no statutory floor at all. Above the threshold the rate caps run 16 cents per hundred dollars for contracting, 20 for retail, 36 for services and repair, and 58 for professional and financial work. A separate licence is needed for each definite place of business. Localities that charged more on 1 January 1978 may keep those higher rates.
No fee, and the finding is built positively rather than from silence: the statute that creates the certificate imposes no fee, and a fee cannot be charged without statutory authority; the official registration form has no fee line, no remittance box and no payment instruction anywhere; and the department's registration checklist lists what you must supply and never lists a payment. New businesses must now register online. A separate certificate is required for each place of business, it cannot be assigned, and it must be displayed conspicuously where it was issued for. Trading as a dealer without one is a class 2 misdemeanour and each day is a separate offence. Registering is a tax act, not a licence — it does nothing for the local BPOL requirement.
Among the cheapest child care licences anywhere: $28 for two years up to twelve children, rising through $70, $140, $210 and $280 to $400 above two hundred. A programme running less than twelve weeks in a year pays $50 or $110 instead. Two changes have made most published guidance wrong. Licensing moved from Social Services to the Department of Education in 2021, so anything citing 22VAC40- is repealed; and from 1 February 2026 the Code no longer says family day home at all, but home-based child care. The threshold for a home is five to twelve children excluding the provider's own and any living there, with one to four needing only voluntary registration and an all-relatives home exempt — but no more than four children under two, whatever the count. A licensed home falls in the smallest band, so it pays the same $28. The band is on licensed capacity, so a two-hundred-child centre pays $280 and a two-hundred-and-one-child centre pays $400.
