About each permit
Dealer's Certificate of Registration
No fee, and the finding is built positively rather than from silence: the statute that creates the certificate imposes no fee, and a fee cannot be charged without statutory authority; the official registration form has no fee line, no remittance box and no payment instruction anywhere; and the department's registration checklist lists what you must supply and never lists a payment. New businesses must now register online. A separate certificate is required for each place of business, it cannot be assigned, and it must be displayed conspicuously where it was issued for. Trading as a dealer without one is a class 2 misdemeanour and each day is a separate offence. Registering is a tax act, not a license — it does nothing for the local BPOL requirement.
