Issued by the Development Services Division after plan review confirming compliance with the City's adopted codes — the 2018 International Building, Existing Building, Plumbing, Mechanical, Fuel Gas, Residential and Fire Codes, the 2020 National Electrical Code (NFPA 70), and the 2018 International Property Maintenance Code, each with state and/or local amendments, effective June 22, 2023. Unlike Tulsa, which charges a stand-alone $75.00 Zoning Clearance Permit fee as part of its Certificate of Occupancy application, no City of Norman document consulted describes a mandatory, separately-priced zoning-clearance step — zoning compliance is instead reviewed as part of the building-permit plan-review process priced in the Building Permit record above. This letter reads as an optional due-diligence document rather than a mandatory gate; confirm with Planning & Zoning (405-366-5433) whether a specific project requires it.
No fee, because Oklahoma issues no general licence to start or own a business — its own commerce department says so directly, adding that specific business types may still need a licence, permit or registration before opening. A business may still need an industry-specific state licence, an Oklahoma Tax Commission sales tax permit if it sells taxable goods, and whatever a city or county separately requires.
