What this agency issues
| Permit | Issuing agency | Fee | Renews | Last checked |
|---|---|---|---|---|
| Sign Permit | City of Norman, Planning and Community Development, Development Services Division | $25–$100 per sign; the City's fee schedule states the fee depends on sign type without itemizing each type's exact figure | one-time, per sign | 2026-09-09 |
| Trade Contractor License (Mechanical, Electrical, Plumbing, Sign) | City of Norman, Planning and Community Development, Development Services Division | Renewal, each March 1–31, costs $25.00 per licensed category — for example, a Plumbing Contractor licensed in two categories (plumber and natural gas piping) pays $50.00 to renew. The fee for a brand-new Mechanical, Electrical, Plumbing, or Sign Contractor license is not published: City staff review the submitted application (and, for a Sign Contractor, a City of Norman Sign Contractors Bond and valid photo ID) and then send an individualised 'Invoice of Pending Fees' through the online portal before the license is issued. | annual — renews each March | 2026-09-09 |
| Building Permit (Commercial) | City of Norman, Planning and Community Development, Development Services Division | $0.14 per square foot of total project area — the same flat rate for new construction, additions/alterations, interior finish, and shell space, commercial and residential alike. A Plan Examination Fee of 20% of the calculated Building Permit Fee is due at submittal, non-refundable, with a $50.00 minimum (the Development Services Division's Commercial/Industrial/Multi-Family Permit Fee Summary additionally states a $4,000.00 maximum for this fee; the City's separately-dated general Fee Schedule states only the $50.00 minimum and does not repeat a cap). A $4.50 state fee applies to most building-related permits. A commercial foundation-only permit is a flat $1,000.00. Erosion control adds $80.00 where the project creates more than 500 square feet of new impervious surface. A non-residential Wastewater System New Development Excise Tax applies separately: $115.00 per new employee, plus $4.00 per gallon-per-day of additional wastewater flow where expected flow exceeds 30 gpd per employee. | one-time, per project | 2026-09-09 |
| Certificate of Occupancy | City of Norman, Planning and Community Development, Development Services Division | $250 Temporary Certificate of Occupancy (TCO) for any non-residential permit type ($100.00 for a residential unit); a standard Certificate of Occupancy carries no separate charge because its cost is already included in the Building Permit Fee | Standard CO: one-time, issued with the building permit, no expiration. Temporary CO: temporary, pending final inspections. | 2026-09-09 |
Fees shown as a range or formula are set that way by the issuing agency — we do not average them into a single number.
About each permit
Sign Permit
This is the permit fee for the sign itself, separate from the $15.00 Sign Inspection fee bundled into a business's first Food Service License issuance (see that record) and separate from the City's own Sign Contractor license, which the installing contractor — not the business owner — must hold (see the Trade Contractor License record below).
Trade Contractor License (Mechanical, Electrical, Plumbing, Sign)
This is a City registration layered on top of, not a substitute for, the Oklahoma Construction Industries Board's own state electrical, mechanical and plumbing contractor licenses recorded at the state layer — Norman has no separate 'building contractor' registration for general contracting itself. A Structure Moving license shares the same e-Permitting section at a flat $50.00 (per the Development Services Division Fee Schedule) but is not one of the ten industries covered here and is not separately recorded.
Building Permit (Commercial)
Issued by the Development Services Division after plan review confirming compliance with the City's adopted codes — the 2018 International Building, Existing Building, Plumbing, Mechanical, Fuel Gas, Residential and Fire Codes, the 2020 National Electrical Code (NFPA 70), and the 2018 International Property Maintenance Code, each with state and/or local amendments, effective June 22, 2023. Electrical, mechanical and plumbing trade permits are priced separately on the same Fee Schedule (for example, a $35.00 minimum electrical or mechanical permit fee) and are not included in the building-permit figure above. See the Trade Contractor License record below for who must be City-registered to pull those trade permits.
Certificate of Occupancy
The City's own Permit Fee Summary states this directly: 'Fees are included within the Building Permit Fees and collected when the permit is issued; however, separate fees apply for Temporary Certificate of Occupancy (TCO).' A Certificate of Occupancy Checklist is published separately by Development Services for applicants moving into existing non-residential space. This is a materially different structure from Tulsa, which charges a stand-alone $330.00 existing-building COO fee on top of its building permit fee.
