About each permit

General Business License — City of Norman Position

Two independent City of Norman pages — the City Clerk's business-license listing and the separate 'Permits and Business Licenses' page — describe the same closed list of roughly seventeen named categories: alcohol by type, Food Service, Mobile Food Service, Temporary Food-Fixed, Sidewalk Dining, Medical Marijuana, Massage Therapy/Bodywork, Special Events, Impoundment Yard, Pedicab, Salvage Yard, Taxi, Solicitor/Peddler, Kennel, Coin-Operated Vending, Bee Keeping, Pawnbroker, and Community Resource Refrigerator. A generic retail store or fitness/gym studio appears on neither list, and under those lists the City charges no fee for a general business license. The City's own 'Starting a Business' page states only that 'some businesses will require additional licenses from the City of Norman... specific requirements vary by industry type,' language consistent with a closed list rather than a universal requirement.

Food Service License (City of Norman)

Applied for entirely through the City's Self-Service Portal; submitting the application automatically schedules inspections from the Planning Department, Building Code Department, Fire Department and Environmental Services, and the applicant must upload a copy of their Oklahoma Sales Tax Permit and their Health Department License before the City license can be paid for and issued. That 'Health Department License' is the separate Oklahoma State Department of Health Food Establishment License (administered locally through the state-run Cleveland County Health Department and recorded at the state layer) — this City license is additional to, not a substitute for, that state permit. Half-price pricing between October 1 and March 31 means a business opening later in the license year pays proportionately less for its first year.

Mobile Food Service License (City of Norman)

Applicant must operate on commercially zoned property (or on residential property only as state law allows, capped at 12 days per calendar year), and must upload photos showing a current State Fire Marshal sticker and LP-gas sticker plus a copy of their Health Department License (the state OSDH Food Establishment License, recorded at the state layer) before the City license issues. Operating on City property or at a City event additionally requires proof of insurance naming the City of Norman as an additional insured. The vehicle cannot extend onto the public right-of-way or obstruct pedestrian or vehicle traffic, and any signage separate from the vehicle itself must separately clear Code Compliance review.

Salon and Barbershop Licensing — State License Applies (Norman)

The City Clerk's closed list of business licenses names no hairdresser-, barber-, beauty-shop- or cosmetology-specific license. Note the closely adjacent but genuinely distinct new category: a Massage Therapy/Bodywork Services license took effect April 1, 2026, at $50.00 to open and $25.00 a year to renew (Norman City Code Section 20-3305(m) governs professional conduct), administered by the same City Clerk's Office. That license covers massage/bodywork specifically, not hair or nail services — a standard salon owes no fee beyond whatever building, sign and zoning requirements its premises trigger, on top of the Oklahoma State Board of Cosmetology's own state shop license recorded at the state layer — but a salon that also offers massage or bodywork services should confirm separately whether this new license reaches it.

Auto Repair Shop Licensing — City of Norman Position

The City Clerk's closed list of business licenses names no automotive-repair-specific municipal license. Two adjacent-sounding categories on the list are narrower and do not reach a general repair shop: Salvage Yard (vehicle dismantling/junk operations) and Impoundment Yard (towed-vehicle storage). Under that list the City charges no fee for an auto repair shop's trade specifically, on top of whatever the state layer requires.

Childcare Business Licensing — State License Applies (Norman)

The City Clerk's closed list of business licenses names no childcare, day-care, nursery or day-camp category, so the City charges no fee beyond the Oklahoma Human Services state childcare license recorded at the state layer. Any siting or spacing rule for child-care facilities sits in Norman's Zoning Ordinance (City Code Chapter 36, published at norman.municipalcodeonline.com), which is not summarised here. Confirm directly with Planning & Zoning (405-366-5433) before selecting a childcare location.

Veterinary Clinics — Kennel License Applicability (Norman)

The City Clerk's Kennel License requirements document names neither veterinary clinics, animal hospitals nor licensed veterinary practices as subject to (or exempt from) the license; it defines the trigger purely by animal count — 'owning, keeping, or harboring more than two adult dogs' — and requires newspaper publication, certified-mail notice to neighbours within 300 feet, and a Kennel License Review Board hearing, a process that reads as built for boarding/breeding kennels rather than licensed veterinary medicine. No fee is recorded here for veterinary clinics; a clinic that keeps more than two adult dogs on site should ask the City Clerk's Office (405-366-5386) whether the Kennel License reaches it. On top of this is the Oklahoma State Board of Veterinary Medical Examiners' layer, recorded at the state layer.
