What does a contractor or trade need in Calhoun County Al that other businesses do not?
4 of the 4 permits particular to a contractor or trade here apply to no other business type we cover in Calhoun County Al: Contractor Privilege License (Ala. Code §40-12-84), County Right-of-Way Utility Work Permit, General Contractor License and Residential Home Builder License.
Contractor Privilege License (Ala. Code §40-12-84)
Ala. Code §40-12-84, as printed in the ALDOR Handbook of Privilege and Store Licenses (October 2022), requires every contractor to obtain the license from the Probate Judge of the county of its principal office (or, with no Alabama office, of the county where the contract is performed), and payment in one county is sufficient statewide. In Calhoun County that duty belongs to the Commissioner of Licenses: §45-8-200.10 transfers every duty of the judge of probate 'with reference to the issuance of all licenses, except marriage licenses' to the Commissioner, and §45-8-200.05 makes the Commissioner responsible for collecting and issuing all such licenses. The fee is set by the gross amount of contracts accepted, excluding state or county road and bridge projects, from $16 to $376 as combined state and county totals; a contractor who exceeds its bracket must pay the difference before taking further contracts. The county's business-license page notes that air-conditioning contractors must submit their state regulatory permit with the application. This privilege license is separate from state contractor licensing by the Alabama Licensing Board for General Contractors or the Home Builders Licensure Board and from city licenses and building permits. Commissioner of Licenses: 256-241-2900.
County Right-of-Way Utility Work Permit
The Calhoun County Highway Department's page describes its Utility Permit form as the document 'for requesting permission to do utility work on County Right-of-Ways. This is required and must be approved by the Highway Department prior to work starting', and lists 'Installation of turnouts (permit required)' among its road services. The application, addressed to the County Engineer at 160 Seaton Rd., Anniston ((256) 237-4657), asks for a detailed drawing, the contractor's name and Alabama license number, and an estimate of cost above or below $20,000; work must follow the State Standard for the Accommodation of Utilities on Highway Right-of-Way, open cutting of county roads is prohibited unless the County Engineer authorizes it, and the permit is valid only when signed and dated by the county. It applies to a contractor doing utility work within the right-of-way of a Calhoun County road.
General Contractor License
The threshold moved on 1 October 2024 and a lot of published material has not caught up: the license is required where the cost of the undertaking is $100,000 or more, raised from $50,000, and the same figure applies to public and private work and to subcontractors. Swimming pools have their own much lower trigger at $5,000. Two official documents still say $50,000 — the board's own rule 230-X-1-.09 and its 2022 subcontractor instructions — and the statute controls. A subcontractor pays exactly half of everything: $150 new and $100 to renew against $300 and $200. Renewing more than ninety days late costs another $50. Your bid limit is set from your financial statement at ten times the lesser of net worth or working capital, which sorts licensees into classes from $100,000 up to unlimited. Residential work belongs to the Home Builders board instead, and the privilege license banded by contract value is owed on top.
Residential Home Builder License
Residential building is a separate board with a much lower trigger than the general contractor one: $10,000 for building work and just $2,500 for residential roofing. Two hundred and fifty dollars a year covers the $235 license and the $15 homeowners' recovery fund contribution, with $100 more for a new applicant's first year; a roofing-only license is $150 with no recovery fund fee. The boundary between the two boards is jurisdictional rather than financial — the general contractor statute exempts residences and private dwellings, and this board's remit stops at structures no more than three floors high with no more than four residential units, above which it reverts. There is a grandfathering quirk worth checking: general contractor license numbers up to 18907, issued before this board existed in 1992, may still do residential work, while 18908 and above may not. The three tiers turn on scope, not money — a single trade not affecting structural integrity is limited, anything structural or spanning trades is unlimited, and roofing has its own class with a $10,000 bond and no examination.
The other 2 local permits in the tables apply to every type of business in Calhoun County Al, AL; what each one involves is set out on the Calhoun County Al permits page. The 5 state-level registrations apply to every type of business across AL and are covered on the AL state page.
