About each permit
Veterinary License Filing
Alabama law requires every veterinarian to file their state license with the probate office of each county where they reside or practice, for a $1 filing fee, under Ala. Code §34-29-84. In Calhoun County this filing is handled by the Commissioner of Licenses rather than the separately operating Calhoun County Probate Court: §45-8-200.10 transferred all of the Judge of Probate's licensing duties, with only marriage licenses excepted, to the Commissioner of Licenses, and no equivalent carve-out for veterinary filings exists anywhere in state law or Calhoun's local acts — unlike the county's alcohol special-license tax, which §45-8-22 expressly keeps with the Judge of Probate by name. Neither the Probate Judge's own service page nor the Commissioner of Licenses' own forms pages list veterinary filings specifically, so a veterinarian should confirm the current filing location by calling the Commissioner of Licenses at 256-241-2900 before filing, but the Commissioner of Licenses is the best-supported office based on the broad, unqualified transfer language governing every other license the Probate Judge used to handle.
Delicatessen / Off-Premises Food License (Ala. Code §40-12-91)
ALDOR's Quick Reference Guide (October 2022) lists Food Truck first under §40-12-91 (delicatessen: cooked food sold for consumption other than on the premises), with §40-12-69, §40-12-151 and §40-12-153 added by menu, and asks for an authorization letter and a copy of the commissary's food permit. The ALDOR Handbook of Privilege and Store Licenses (October 2022) prints the §91 license at $16, the combined state and county total, and states that a certificate from the Health Department is required before it is issued in all cases. In Calhoun County it is bought from the Commissioner of Licenses (1702 Noble St., Suite 107, Anniston; 256-241-2900), which under Ala. Code §45-8-200.05 issues all licenses except marriage licenses. A food truck also needs its health permit from the Calhoun County Health Department and any license the city of operation requires.
Salon / Barbershop Licenses (Ala. Code §40-12-61, §40-12-58, §40-12-124)
ALDOR's Quick Reference Guide (October 2022) lists a beauty shop or salon under §40-12-61, a barbershop under §40-12-58, and a nail salon and a manicurist not employed in a beauty shop under §40-12-124. The ALDOR Handbook of Privilege and Store Licenses (October 2022) prints the combined state and county totals: a beauty parlor owner pays $16 plus $6 per additional operator in places under 60,000, which includes all of Calhoun County; a barbershop pays $4.75 for the first chair plus $3.75 per additional chair, and a barber who gives perms, manicures or facial treatments is licensed under §61 instead; §124 applies to self-employed operators, and the Handbook states that people employed in a beauty parlor licensed under §61 do not need it. These privilege licenses are separate from the occupational licenses of the Alabama Board of Cosmetology and Barbering. In Calhoun County they are bought from the Commissioner of Licenses (256-241-2900), which under Ala. Code §45-8-200.05 issues all licenses except marriage licenses; Article 4 of the county's local acts (§45-8-40) is Reserved, with no local barber commission. City licenses are separate.
Calhoun County General Business/Privilege License
Every person, firm or corporation engaged in a trade, business, occupation or profession for gain or profit in Calhoun County needs this general privilege license, issued by the elected Commissioner of Licenses rather than a Judge of Probate or Revenue Commissioner — Calhoun consolidated those functions into one office under Ala. Code §45-8-200.10, which transferred all of the Judge of Probate's former licensing duties, except marriage licenses, to the Commissioner of Licenses. Ala. Code §45-8-241 sets the fee at $10 to $100 per business annually, set by the county commission, which may vary the amount by business type, size, gross receipts or employee count as long as it stays uniform within each category. The license year runs October 1 through September 30, with a renewal window of October 1-31 and a late fee plus interest after that; operating without a license carries a $7 citation, $2 of which funds the Commissioner's office. Branch offices for license transactions exist in Piedmont and Alexandria in addition to the main office in Anniston. Businesses located inside Anniston, Oxford, Jacksonville, Piedmont, Weaver, Ohatchee or Hobson City also need that city's own separate business license on top of this county one.
Sandwich Shop / Stand License (Ala. Code §40-12-153)
Under Ala. Code §40-12-153 each sandwich shop, barbecue stand or pit, hamburger or hot dog stand pays $8.50, the combined state and county total printed in the ALDOR Handbook of Privilege and Store Licenses (October 2022). The Handbook limits this license to businesses serving sandwiches with prepackaged sides only; one serving prepared sides needs the §40-12-91 delicatessen license (all food taken away) or the §40-12-151 restaurant license (seating provided), and a Health Department certificate is required before issue. ALDOR's Quick Reference Guide lists §153 as an add-on for coffee shops and food trucks, so it applies when the menu fits. Buy it from the Calhoun County Commissioner of Licenses (256-241-2900), which under Ala. Code §45-8-200.05 issues all licenses except marriage licenses. City licenses are separate.
Store License (Ala. Code §40-12-315, state portion only)
Under Ala. Code §40-12-311 no one may operate a store or mercantile establishment in Alabama without a license 'from the probate judge or license commissioner of the county in which the store is located', and in Calhoun County §45-8-200.05 names store and chain store licenses among those the Commissioner of Licenses (256-241-2900) collects and issues. The ALDOR Handbook of Privilege and Store Licenses (October 2022) prints the fee as $2 for one store ($1 plus a $1 fee), with higher amounts for each additional store in a chain, and §40-12-315 states that 'No license fee or license shall be due or payable for the use of any county', so it has no county portion. A general retailer needs it; ALDOR's Quick Reference Guide lists it as an add-on for restaurants, coffee shops, auto repair garages, veterinarians, gyms, exercise studios and barbershops that sell merchandise, and the Handbook states a restaurant selling any article of merchandise also owes it. A chain buys all its store licenses in one county. City licenses are separate.
Restaurant Business Privilege License (Ala. Code §40-12-151)
A restaurant, cafe, cafeteria, lunch counter or public eating house in Calhoun County buys this combined state and county license from the Calhoun County Commissioner of Licenses (1702 Noble St., Suite 107, Anniston; 256-241-2900). The county's business-license page states that 'State licenses are purchased at the County office', and Ala. Code §45-8-200.05 makes the Commissioner responsible for collecting and issuing all licenses except marriage licenses, including privilege and store licenses. The figures are the statutory totals printed in the Alabama Department of Revenue's Handbook of Privilege and Store Licenses (October 2022), the edition ALDOR's Business License page links on 2026-10-09; the Handbook prints the state and county portions as one amount and notes that under §40-12-2(e) the county levy is 50 percent of the state levy. The Handbook requires a Health Department certificate before this license is issued, counts only inside seating, and lists §40-12-69 (beverages) and §40-12-315 (store) as frequent add-ons. The Commissioner's FAQ states that many state license fees are based on municipal population, so a change of address can change the rate. This license stacks on the county's own §45-8-241 business license and on any city license where the restaurant is inside a municipality.
Soft Drink / Coffee Dispensing License (Ala. Code §40-12-69)
The ALDOR Handbook of Privilege and Store Licenses (October 2022) states that the §40-12-69 license 'is required for sales of coffee' and that fountain drinks, snow cones, ice machines, taps and other dispensing devices need subsection (b), while bottles, cans and other sealed containers need subsection (a). ALDOR's Quick Reference Guide (October 2022) lists §69(b) as the primary section for a coffee shop and §69 for a restaurant, and lists §69 as an add-on for a food truck, a gym, an exercise studio and a day care centre, so it applies to those businesses when they sell drinks. In Calhoun County the license is bought from the Commissioner of Licenses (256-241-2900), which under Ala. Code §45-8-200.05 collects and issues all licenses except marriage licenses. The figures are the Handbook's combined state and county totals; for an unincorporated location the Handbook's own tier wording, 'less than 5,000 and in unincorporated places', sets the $16 amount. City licenses are separate.
Contractor Privilege License (Ala. Code §40-12-84)
Ala. Code §40-12-84, as printed in the ALDOR Handbook of Privilege and Store Licenses (October 2022), requires every contractor to obtain the license from the Probate Judge of the county of its principal office (or, with no Alabama office, of the county where the contract is performed), and payment in one county is sufficient statewide. In Calhoun County that duty belongs to the Commissioner of Licenses: §45-8-200.10 transfers every duty of the judge of probate 'with reference to the issuance of all licenses, except marriage licenses' to the Commissioner, and §45-8-200.05 makes the Commissioner responsible for collecting and issuing all such licenses. The fee is set by the gross amount of contracts accepted, excluding state or county road and bridge projects, from $16 to $376 as combined state and county totals; a contractor who exceeds its bracket must pay the difference before taking further contracts. The county's business-license page notes that air-conditioning contractors must submit their state regulatory permit with the application. This privilege license is separate from state contractor licensing by the Alabama Licensing Board for General Contractors or the Home Builders Licensure Board and from city licenses and building permits. Commissioner of Licenses: 256-241-2900.
Auto Garage / Repair Shop License (Ala. Code §40-12-54)
Under Ala. Code §40-12-54, garages or shops where automobiles or other motor vehicles are repaired, painted, trimmed or welded for the public pay $8.50 for the first man and $7.50 for each additional man, the combined state and county totals printed in the ALDOR Handbook of Privilege and Store Licenses (October 2022). The Handbook states the license is needed for each location, including service stations and people working from home, but not for mechanics working only from a truck at the customer's location, or for oil changes, wheel alignments or farm-machinery repair. ALDOR's Quick Reference Guide lists §54 for an auto repair shop or garage with §53 and §315 as add-ons. In Calhoun County it is bought from the Commissioner of Licenses (256-241-2900), which under Ala. Code §45-8-200.05 issues all licenses except marriage licenses. A garage inside a city also needs that city's license.
Veterinary Surgery Privilege License (Ala. Code §40-12-178, state only)
Under Ala. Code §40-12-178, as printed in the ALDOR Handbook of Privilege and Store Licenses (October 2022), each person practising veterinary surgery pays an annual license tax to the state of $6 ($5 plus a $1 fee); the section states 'But no license shall be paid to the county' and that no veterinary surgeon pays it until he has practised for two years. ALDOR's Quick Reference Guide lists §178 for a veterinarian, with §315 as an add-on when merchandise is sold. In Calhoun County the license is bought from the Commissioner of Licenses (256-241-2900), which under Ala. Code §45-8-200.05 collects and issues all licenses except marriage licenses. This privilege license is separate from the $1 filing of the state veterinary license under Ala. Code §34-29-84, which has its own record, and from licensure by the Alabama State Board of Veterinary Medical Examiners.
