About each permit

Certificate of Occupancy Permit

Required before occupying a new building or putting an existing structure to a new use, including any change of business owner, and confirmed against building code standards (IBC 2018, IPC 2018, NEC 2020, and NFPA 1 Fire and Life Safety). This $75.00 figure is confirmed twice over: the City's own current process page states it directly, and the Zoning Ordinance's own codified Article 1357(A) independently prices 'each application for a Certificate of Occupancy' — printing the correct $75.00 numeral even though the same sentence misspells it in words as 'Fifteen Dollars.' The process requires inspection sign-off from Planning and Zoning, then Building/Electrical/Plumbing/Fire Marshal inspection (see the separate Fire Marshal Inspection record on this page), before the certificate issues and a Business License application can follow.

Home Occupation Permit

Required before operating any business from a home, on top of the standard state and city business registration. The Zoning Ordinance's own Section 1341.22, read directly, names permitted and prohibited home occupations by type: it expressly allows 'one chair beauty or barber shop with no products sold from the premise' (salon) and 'day care in accordance with Section 1341.13' (family day care, up to six children — childcare), and just as expressly prohibits 'veterinarian office,' 'restaurant,' and 'repairs of motor vehicles, trucks, and motorcycles' as home occupations, and bars 'wholesale or retail sales on the premises' for any home-based trade business except sales made by phone, mail, or online. The Home Occupation Permit is therefore listed here only for childcare and salon — the two of the ten industries covered here that the ordinance affirmatively allows to operate from a home.

Mobile Food Vendor Permit (City)

A real, confirmed $50.00 City permit through the Planning Department, layered on top of — not instead of — the $20.00 city General Business License, a Fire Department inspection of the truck, trailer, cart, or tent (an in-state vendor already holding a WV State Fire Marshal sticker may substitute it), the Cabell-Huntington Health Department's own separate health permit and food handler's permit (recorded separately below, both fee: none because no CHHD fee schedule is published), and parking approval from the Huntington Municipal Parking Board or the relevant venue (parks, Pullman Square, Marshall University, or a private lot owner). In-state vendors already holding a county health permit are exempt from re-permitting by CHHD but must give 72 hours' notice before operating in Huntington.

Conditional Use Permit / Special Permit (Board of Zoning Appeals)

The City's own current Fee Schedule prices 'Board of Zoning Appeals: Special Permits' at $160.00, and the Zoning Ordinance's own codified Article 1357(C) independently confirms 'a fee of One Hundred Fifty Dollars ($160.00)' for Planning Commission or Board of Zoning Appeals approval of a Special Permit or Variance — the identical $160.00 numeral confirmed twice, even though that same sentence's spelled-out words read 'One Hundred Fifty' rather than 'One Hundred Sixty.' The same Article 1357 prices BZA Appeals and ordinary Variances at the identical $160.00, and Rezoning petitions at $175.00 (single/two-family), $250.00 (multi-family), or $350.00 (commercial or industrial) — background, not separately listed here. The Zoning Ordinance's own Table 1320.A (Permitted Uses) shows that Day Care (Child or Adult) is a Conditional Use in every residential zoning district (R-1, R-2, R-4, and R-5 alike) — meaning a family day care or day care center located in a residential district always needs this $160.00 Special Permit — while Auto Service Station and Repair Shop, Animal Hospital/Clinic, and Retail Sales and Services are each Conditional Uses specifically in the C-1 and I-1 districts, and Commercial Recreational Facilities (Indoors), the closest listed use to a fitness studio, is a Conditional Use in the C-1 district only. Restaurant and Personal Services (the closest listed use to a salon) are both permitted by right in every commercial and industrial district, with no Conditional Use exposure at all — a difference from Charleston's blanket treatment.
