About each permit

Commercial Building Permit under the Rockwall County Fire Code (unincorporated Rockwall County)

A business that builds or substantially improves a commercial or public building in unincorporated Rockwall County needs a building permit under the county fire code before work starts. Local Government Code section 233.063 states that a person may not construct or substantially improve a building covered by the fire code in an unincorporated area of the county "unless the person obtains a building permit issued in accordance with this subchapter"; section 233.062 limits the code to commercial establishments, public buildings and multifamily buildings of four or more units, and section 233.065 lets the commissioners court set the fees. The county's Fire Marshal page states that "Rockwall County follows the International Fire Code of 2015 and all COG amendments", and its Building Permit Requirements page states that the County Fire Code "includes the rules from the 2015 International Fire Code and the 2015 edition of the NFPA 101 Life Safety Code." The county's regulations describe a substantial improvement as work costing more than half of the building's appraised value, or a change in occupancy classification. Per the Building Permit Requirements page, all plans must be approved by the Fire Marshal before the permit is approved, and OSSF plans and driveway/culvert permits must be approved first. The same page states: "All contractors working in Rockwall County must be registered with the County and show proof of their Texas State License along with their Texas State Driver's License." The application asks for each contractor's license number and whether the property is in a floodplain, and states that "All permits require final inspection." Building inspections are called in to Bureau Veritas at 817-335-8111 or 877-837-8775; fire inspections are requested through the Fire Marshal at 972-204-7600. The fee is set by the county and is not printed on the application; contact Development Services, 1101 E. Yellowjacket Ln, Suite 130, Rockwall, TX 75087, for the current amount.

Certificate of Occupancy (Fire Safety and Building, unincorporated Rockwall County)

A business moving into a new, altered or converted commercial building in unincorporated Rockwall County needs a county Certificate of Occupancy before it opens. The county's current Certificate of Occupancy Application, filed with the Fire Marshal at Development Services, states: "It shall be unlawful to use or occupy or permit the use or occupancy of any building or premises created, erected, changed, converted or altered or enlarged in its use or structure until a Certificate of Occupancy has been issued by Rockwall County." The county's Commercial Permit Application repeats that "A certificate of occupancy must be issued by Rockwall County before any building is occupied." The CO application asks for the intended use of the space and whether the business involves storage, sale or use of items such as flammable liquids, dry-cleaning solvents, alcohol, food and beverage processing, vehicles in the building or a vehicle repair garage, and it asks for chemical data sheets listing the maximum quantity of all hazardous materials. Local Government Code section 233.064 requires the county to inspect buildings under the fire code, and section 233.065 lets the commissioners court charge fees for inspections and the final certificate of compliance. The fee is set by the county and is not printed on the application; contact Development Services, 1101 E. Yellowjacket Ln, Suite 130, Rockwall, TX 75087, 972-204-7600, for the current amount.
