About each permit

Temporary Food Establishment Permit, Multiple-Event

A vendor that sets up one booth at several events in the unincorporated area of Fort Bend County, each event lasting 14 days or less, buys this annual multiple-event temporary permit from Environmental Health for $150 under the fee order effective September 23, 2025. It fits food vendors working fairs, festivals and pop-ups, including food trucks operating as event booths, and restaurants, coffee shops and retail stores that sell food at events. This is a county permit only; a vendor operating a mobile food unit needs the DSHS mobile food vendor license that replaced local mobile permits on July 1, 2026, and a vendor working inside a city that runs its own food programme (for example Sugar Land) deals with that city. The interlocal cities served by the county for food are Kendleton, Needville, Weston Lakes, Simonton, Pleak, Meadows Place and Beasley.

Food Establishment Permit (Category A and Category B)

Fort Bend County Environmental Health permits food establishments in the unincorporated area, including areas in the extraterritorial jurisdiction of cities unless a city has its own agreement, under the county's Commissioners Court fee order effective September 23, 2025. Category A ($550 a year) covers any place that processes or prepares unpackaged food or a commercial kitchen shared by several establishments; Category B ($275 a year) covers only prepackaged temperature-controlled foods and limited non-TCS items, and the order's Category B entry also lists daycares. The county serves these interlocal cities for food permits: Kendleton, Needville, Weston Lakes, Simonton, Pleak, Meadows Place and Beasley. Cities such as Sugar Land, Missouri City and Fulshear run their own food programmes, so a business inside them applies to the city. The fees are county-only; both figures sit below the state DSHS retail food permit fees that cap county fees under SB 1008.

Swimming Pool / Spa Permit

A gym, club or fitness studio in unincorporated Fort Bend County that operates a swimming pool or spa needs a pool permit from Environmental Health: $150 a year for each separate filter system, valid one year from issuance and renewed annually. The initial inspection is included in the permit fee, and a re-inspection costs $225. The regulations require the permit for pool facilities on property in the unincorporated areas of the county, and reach cities only where a city has elected to use the county's pool rules. A studio without a pool or spa has no pool permit. The pool exhibit also sets separate plan review and inspection fees for a new facility or change of ownership; contact Environmental Health at 281-342-7469 for those.

On-Site Sewage Facility (OSSF) Permit, Commercial & Industrial

A commercial or industrial property in unincorporated Fort Bend County that treats wastewater with a septic system rather than a public sewer needs an OSSF permit from Environmental Health. The county's fee page lists $650 for Commercial & Industrial systems, which includes the $10 TCEQ fee, plan review and two inspections; additional inspections are $225 each, and the application expires after one year. The county also permits septic systems in these interlocal cities: Fairchilds, Fulshear, Simonton, Weston Lakes, Pleak and Beasley. The county's Commissioners Court approving order for the current schedule is an image-only scan, so the fee page is the source for the figures. Any of the ten industries on unsewered property is affected; a business on a public sewer connection has no OSSF trigger.
