Business licenses and permits in Fort Bend County, Texas

Fort Bend County, Texas (seat Richmond) lists no general business license or occupational tax in its own permit directory, and its Engineering Department's letter dated January 1, 2026 states that the county has not adopted zoning ordinances, issues no certificates of occupancy and has not adopted building codes for single-family residential development. What the county does run is a short list of permits tied to specific triggers, nearly all limited to the unincorporated area: HHS Environmental Health (food, temporary food, pool/spa and septic permits), the Engineering Department (development, lease build-out, driveway, site plan review and toll-road sign permits), the Fire Marshal (County Fire Code permits, certificates of compliance and the junkyard license), the Sheriff (alarm permits) and the County Clerk (TABC certification). Environmental Health also serves interlocal cities: for food permits Kendleton, Needville, Weston Lakes, Simonton, Pleak, Meadows Place and Beasley; for septic permits Fairchilds, Fulshear, Simonton, Weston Lakes, Pleak and Beasley. The county's incorporated municipalities are Arcola, Beasley, Fairchilds, Fulshear, Katy, Kendleton, Meadows Place, Missouri City, Needville, Orchard, Pearland, Pleak, Richmond, Rosenberg, Simonton, Stafford, Sugar Land and Weston Lakes; cities such as Sugar Land, Missouri City, Pearland, Fulshear and Rosenberg run their own food, building and license programmes on top of whatever the county requires. The Fire Marshal's portal announces new permit fees beginning October 1, 2026, and that schedule is not yet published. Childcare licensing (Texas HHSC), veterinary licensing (Texas State Board of Veterinary Medical Examiners), cosmetology (TDLR), contractor trade licenses and TABC alcohol permits are state functions.

What do these permits involve in Fort Bend County?

Fire Marshal Permits and Certificate of Compliance (County Fire Code)

The Fort Bend County Fire Marshal's Office issues construction permits, plan review, a Certificate of Compliance required to open to the public, fire-protection system permits and operational permits (places of assembly, mobile food preparation vehicles and a child care inspection) under the County Fire Code, in the unincorporated area only; permits, plan review and inspections run through fbcfmopermits.com. There is no fee amount to publish: the Fire Marshal's portal states that new permit fees and applications begin on Thursday, October 1, 2026, and the new fee schedule is not published, so no dollar figure is stated here as current. The county's earlier 2023 fee order is replaced from that date. Contact the Fire Marshal at 281-238-1500 for current amounts. A mobile food unit still needs the Fire Marshal's fire-code operational permit even though its food-safety license moved to DSHS on July 1, 2026. Inside a city, the city's fire department applies instead.

On-Site Sewage Facility (OSSF) Permit, Commercial & Industrial

A commercial or industrial property in unincorporated Fort Bend County that treats wastewater with a septic system rather than a public sewer needs an OSSF permit from Environmental Health. The county's fee page lists $650 for Commercial & Industrial systems, which includes the $10 TCEQ fee, plan review and two inspections; additional inspections are $225 each, and the application expires after one year. The county also permits septic systems in these interlocal cities: Fairchilds, Fulshear, Simonton, Weston Lakes, Pleak and Beasley. The county's Commissioners Court approving order for the current schedule is an image-only scan, so the fee page is the source for the figures. Any of the ten industries on unsewered property is affected; a business on a public sewer connection has no OSSF trigger.

Development Permit (standard, floodplain, unplatted)

Building, paving or remodel work in unincorporated Fort Bend County starts with a Development Permit from the county Engineering Department, applied for online at mgoconnect.org. The figures ($100 standard, $150 in a floodplain, $250 unplatted including interior build-outs) come from the Engineering Department's own current fee page, which states an updated fee schedule effective October 1, 2022; no Commissioners Court order for these figures is published online. Engineering also serves the interlocal cities Kendleton, Thompsons, Fairchilds and Pleak. The county's Engineering letter dated January 1, 2026 states that Fort Bend County has not adopted zoning ordinances, does not issue certificates of occupancy and has not adopted building codes for single-family residential development, and that the Fire Marshal issues certificates of compliance for certain multi-family and non-residential developments; that statement is the Engineering Department's own and is not a statutory claim. Applicants inside a city must also check that city and its extraterritorial jurisdiction.

Interior Lease Build-Out Permit

A tenant finishing out leased commercial space in unincorporated Fort Bend County applies to the Engineering Department at mgoconnect.org for an Interior Lease Build-Out permit at $100, valid for one year once issued. The county's requirements sheet sends architectural drawings to the Fire Marshal and tells food and beverage projects to contact Environmental Health. The $100 figure is stated on the Engineering Department's own current pages and requirements sheet; no Commissioners Court order for it is published online. A build-out on an unplatted site is priced under the $250 unplatted Development Permit tier instead, so confirm the tier with Engineering at 281-633-7500 before applying. Build-outs inside a city fall under that city's permitting.

Commercial Driveway Permit

A commercial site that connects a new driveway to a county-maintained road in unincorporated Fort Bend County needs a driveway permit from the Engineering Department: $550 per commercial driveway on the department's right-of-way page. The county's commercial permitting process (version dated February 4, 2026) also requires a $5,000 performance bond per driveway onto a public road, and says the county engineer approves civil plans before the permit is applied for online. The page is the source for the $550 figure; no Commissioners Court order for it is published online. Driveways onto state highways or city streets are permitted by TxDOT or the city, not by the county.

Commercial Site Work Plan Review

Commercial site work in unincorporated Fort Bend County, such as a shell building, parking lot, gas station or recreation site, goes through Engineering development plan review at $275 for the first review and $275 for each additional review. Unlike the Development Permit and driveway figures, the plan review fee sheet states that Commissioners Court approved the fee schedule increase on September 27, 2022, effective October 1, 2022. The county's commercial permitting process says the county engineer approves civil plans before the permit application is submitted online, and processing is 7 to 10 business days. Projects inside a city are reviewed by the city.

County Toll Road Sign Permit

No person may erect or maintain a sign visible from the main-traveled way of a Fort Bend County toll road, which the regulations name as the Fort Bend Parkway Toll Road, the Westpark Tollway and the Grand Parkway, without a written permit from the County Engineer. Any business putting up a pole, monument or building sign that is visible from those roads is affected. The regulations set a $100 permit fee, a $20 site inspection fee, a $20 re-inspection fee and a $5 per day impound charge. The printed date of the order is not legible in the county's copy; the county's regulations list gives August 27, 2013. Signs governed by a city sign code inside city limits may also need a city sign permit.

Alarm System Permit (unincorporated area)

Any residence or business in unincorporated Fort Bend County with a security alarm system intended to summon police must register with the Sheriff's Office Alarm Detail and renew every year. The permit costs $35 initially, valid for one year, and $10 for each annual renewal under Alarm Regulations §6.01. It applies to any business with an alarm, whatever its industry, and the Sheriff's page states that every alarm intended to summon police needs a permit, monitored or not. Inside an incorporated city, the city's alarm ordinance applies instead. The Alarm Detail is at 1410 Richmond Parkway, Richmond, and can be reached at 281-341-4610.
