About each permit
Temporary Food Event Permit
A restaurant, coffee-shop, or food-truck operator running a temporary food stand at an event in unincorporated Bexar County pays $45.00 per stand for the event's 14-day window, separate from and cheaper than the annual Food Service Establishment Permit. This permit is issued by the same Bexar County Environmental Services program under the same state and county food-safety authority as the standing FSE permit. Inside San Antonio or another incorporated city, the applicable city health department issues the temporary-event permit instead. Contact Environmental Services at 210-335-3045 to apply.
Food Service Establishment (FSE) Permit
Any fixed-location food-service establishment operating in unincorporated Bexar County needs this annual permit from Bexar County Environmental Services, which contracts the required inspections to Environmental Health Group, LLC. The fee is tiered by employee count rather than by menu risk: $175.00 a year for 1-3 employees, $225.00 for 4-6, and $300.00 for 7 or more. A retail store that prepares or serves food, such as a deli counter, falls under this same permit and fee table. Inside San Antonio or another incorporated city, this county permit does not apply; the San Antonio Metropolitan Health District, or that city's own health department, issues the applicable food permit instead. Contact the FSE program directly at 210-335-3045.
Mobile Food Unit (MFU) Health Permit (transferred to the State of Texas)
No fee applies at county level: according to the Texas DSHS overview of HB 2844, local licensing authority is preempted from July 1, 2026, so Bexar County Environmental Services no longer issues a Mobile Food Unit health permit for unincorporated-area food trucks. Texas House Bill 2844 transferred mobile food unit food-safety licensing statewide to the Texas Department of State Health Services (DSHS) under new Health and Safety Code Chapter 437B, and DSHS now issues a single statewide Mobile Food Vendor (MFV) license in place of every local county or city health permit. A food-truck operator applies to Texas DSHS for that state license rather than to the county. This transfer covers food-safety licensing only: the Bexar County Fire Marshal's separate Mobile Food Vendor fire-safety operational permit, listed as a separate Bexar County requirement, is unaffected and still applies to food trucks operating in unincorporated Bexar County.
Child Care Facility Food Service Fee
A childcare facility in unincorporated Bexar County that serves food to the children in its care pays $150.00 a year to Bexar County Environmental Services under its own line item on the FSE fee table, separate from and in addition to the Bexar County Fire Marshal's childcare fire-safety inspection listed as a separate Bexar County requirement. The two are distinct county touchpoints administered by different offices: this fee covers food-service health regulation, while the Fire Marshal's inspection covers fire and life safety as a precondition of the facility's state child-care license. Inside San Antonio or another incorporated city, the applicable city health department regulates the facility's food service instead.
On-Site Sewage Facility (OSSF/Septic) Permit
A business not connected to municipal sewer needs an On-Site Sewage Facility permit from Bexar County Environmental Services for its septic system. Renewing an existing standard system costs $30.00 every 5 years, due after the tank has been pumped. Installing a new system, repairing an existing one, or registering a system that was never permitted is priced per project by Environmental Services based on the system type and site conditions, rather than through a single published table; a business planning one of these projects should get the specific fee from the OSSF program, 210-335-3822, before beginning work. Any business connected to a municipal sewer system has no OSSF obligation at all.
